QUESTIONS AND ANSWERS

Q1. 5.6.2.4 Corrosion Control “…..When the above work identified in 5.6.2.4 is required, the contractor shall be reimbursed for any materials used”. Are we to assume that the labor associated with this activity will be ordered under the T&M provision? If not, how is the associated labor cost to be covered?

A1. PWS para 5.6.2.4 corrected to:” the contractor will be reimbursed for the labor and material used”(CLIN 0010).

Q2. page 93 of 194 , para 5.1.2.1 “ ……when cost labor material is above 350.00€ the price estimate shall be submitted to the COR… contractor shall submit three quotes .. for repair in excess of 1,000.00”. However, page 128, para 5.7.5 b. Price Estimate states….. “when the cost of labor and material is above €250.00 the price estimate shall be submitted to COR for approval……….contractor shall submit three quotes to COR for all repairs in excess of $3,500.” Please confirm the correct cost of labor and material amount and repair in excess of amount.

A2 Para 5.1.2.1 refers to all work orders except work orders listed under Para 5.7.5.b. (Between Occupancy Maintenance Service Calls).

Q3 Offerors respectfully request the Government to correct the following clerical error on solicitation, para.

5.7.5.b on page 128: Price Estimate: $3,500.

A3 There is no error present, please see answer above (A2).

Q4. Are Offerors authorized to extend the fields in the Government-provided Attachment 2, Past Performance Questionnaire? If so, can the Government please provide Offerors of the Attachment 2, Past Performance Questionnaire in Microsoft Word format?

A4. Word format attached with amendment 0001.

Q5 For Volume III, Factor 2- Past Performance, please confirm is Offerors are to provide past performance information for the projects selected in Vol II, Factor I Technical Experience.

A5 Offerors are not required to submit past performance information for projects identified in Vol. II, Factor I Technical Experience.

Q6. Solicitation page 171, Volume III- Past Performance mentions “…The Quoter shall provide contract information of up to three (3) relevant projects completed or performed within five (5) years of the solicitation release date.” However, solicitation page 174, Factor II Past Performance states “NO MORE than three (3) contracts and subcontracts completed or ongoing within three (3) years from the solicitation release date as identified in Page 1, Block 6 of this solicitation. As Offerors are authorized to provide relevant project within the last five years for Factor 1- Technical Experience, we request the Government to allow Offerors to provide Past Performance for relevant projects completed or performed within five (5) years.

A6 Five Years is correct.

Q7. Although the SF1449 in Block 6 and 8 depict that proposal due date and time (16 October 2020 at 10:00), solicitation page 172, paragraph C.1., states the proposal is due 17 October 2020 at 10:00am. Please verify the correct proposal due date and time.

A7. Correct date is 16 October 2020. See revised Adendum to 52.212-1.

Q8 Reference CLINs x010 and x011, Unscheduled Service Calls (Time and Material). Does this line item allow for the Contractor’s Material Handling charges and indirect Overhead costs with respect to Reimbursable Material IAW FAR 16.601(c)(3), Material Handling Costs for Time and Material Contracts? If not, where can the Contractor recover this expense, or cost?

“ (3) Material handling costs. When included as part of material costs, material handling costs shall include only costs clearly excluded from the labor-hour rate. Material handling costs may include all appropriate indirect costs allocated to direct materials in accordance with the contractor's usual accounting procedures consistent with part 31”.

A8 CLINs 0010 and 0011 do not allow Material handling costs. Include all costs in the burdened labor rates.

Quoters are put on notice that:

a. The non-price factors will be evaluated on an “acceptable/unacceptable” basis.

b. The non-price factors are evaluated for acceptability and not ranked.

c. The term “quoter” means an individual firm or a Consorzio. No A.T.I., Joint Ventures or Scarl businesses may participate in this solicitation.

d. Tradeoffs are not permitted.

e. The quoters must provide all required information or the quote will not be considered.

g. Quoters may be asked to clarify some issues regarding the non-price factors to enhance U.S.

Government understanding of them. The Government may enter into discussions in order to cure quote deficiencies or material omissions, and/or otherwise revise the quote.

h. Before awarding, the Government will make a responsibility determination by analyzing whether the apparent successful quoter complies with the requirements of FAR subpart 9.104.

i. The following factors shall be used to evaluate quotes:

Factor I – Technical Experience Factor II – Past Performance Factor III – Price (SOLICITATION/CONTRACT/STANDARD FORM 1449 AND PRICE EXHIBIT)

EVALUATION APPROACH: Non-price factors are evaluated on an Acceptable/Unacceptable basis, assigning ratings of “acceptable” or “unacceptable” as defined below:

Rating Description

Acceptable Quote meets the requirements of the solicitation

Unacceptable Quote does not meet the requirements of the solicitation

1. FACTOR I: TECHNICAL EXPERIENCE

To be determined acceptable in this factor the quoter shall provide all of the following:

4. The quoter must demonstrate that they have experience in providing relevant projects that are similar to the services required in this solicitation, and completed within five (5) years of the solicitation release date.

The quoters shall provide contract information of at least one (1) but not more than three (3) relevant projects currently being performed, completed or performed within five (5) years of the solicitation release date. Consorzio firms may submit past experience for the firms which have performed work under their consorzio. The project submitted shall include a description of the scope, the dollar/euro amount of the project, an explanation of similarity to this project, the completion date, and a client’s point of contact.

5. It is the quoter’s responsibility to clearly explain and demonstrate to the Government how its work experience (and the experience of each teaming partner, if applicable) in each submitted project is relevant to the contract requirements in this solicitation.

6. The Quoter shall provide a current copy of ISO 9001/2015 and ISO 14001/2015 certifications.

2. FACTOR II – PAST PERFORMANCE

Evaluation: Past performance will be evaluated to determine if the quoter and any major subcontractors have performed favorably for previous contracts of a similar scope as the services required in this solicitation. The Government will evaluate an quoter’s past performance to determine if past performance evaluations and all other past performance information reviewed by the Government (see below) reflect a trend of satisfactory performance. The quoter’s past performance record must be determined to be acceptable or neutral in order to be considered for award. Quoter(s) must demonstrate successful past performance of the quoter and any major subcontractors or partnerships as evidenced by information gathered concerning NO MORE than three (3) contracts and subcontracts completed or ongoing within five (5) years from the solicitation release date as identified in Page 1, Block 6 of this solicitation, which are similar to the services requested in this solicitation. Quoter(s) must submit the information as per Attachment 2 (Past Performance Questionnaire) for each of the contracts provided. If there are subcontractors or partnerships, they will be evaluated in the same manner as the Prime. Consorzio firms may submit past performance for the firms which have performed work under their consorzio.

Past performance will be rated on an acceptable/unacceptable basis using the following ratings:

Rating Description

Acceptable

Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter’s performance record is known (see note below).

Unacceptable

Based on the quoter’s performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.

Note: In the case of an quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

i. The Government may consider past performance information from other sources such as: the quoter's former customers, business associates, federal, state, and local government agencies; the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Program Managers and Contracting Officers.

ii. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the quoter.

3. FACTOR III: PRICE (SOLICITATION/CONTRACT/STANDARD FORM 1449)

i. The contract will be a Firm Fixed Price with T&M CLINs contract. The Government will evaluate price reasonableness for this requirement. The price factor will be evaluated separately from the non-price factors.

1.The quoter shall submit firm fixed pricing for Contract Line Item Numbers (CLINs) 0001 – 0006, 1001 – 1006, and 2001 – 2006. The quoter shall provide a monthly price for the services described in the CLINs on Price Exhibit.

2.CLIN 0007 with its option CLINs (1007 and 2007) establishes a fixed price for various

Entomology Services. Quoter shall complete the pricing in Exhibit A CLINs. The total for each year shall then be entered into the appropriate CLIN of the SF1449.

3. CLINs 0008 – 0009, 1008 – 1009, and 2008 – 2009, prices shall be completed in Exhibit B and Exhibit C and the total for each year shall then be entered into the appropriate CLIN in Schedule B. The Exhibit CLINs have estimated quantities that will each have a fixed price.

4.CLIN 0010 and its option CLINs 1010 and 2010 for Unscheduled Service Calls Villaggio - (Exhibit D CLINs) are Time and Material (T&M) CLINs. These CLINs shall be priced in Exhibit D. There are thirteen (13) labor categories for which the quoter must supply an hourly wage price. The number of hours is an estimated amount and could vary significantly. The contractor will be paid the labor hour cost for the unscheduled service. There is also a subCLIN for reimbursable materials for these unscheduled service calls. The contractor will not provide a price for that CLIN. The contractor will be reimbursed for the cost of the material (see PWS paragraph 5.1.2).

5.CLIN 0011 and its option CLINs 1011 and 2011 for Unscheduled Service Calls Government Leased- (Exhibit E CLINs) are Time and Material (T&M) CLINs. These CLINs shall be priced in Exhibit E. There are twelve labor categories for which the quoter must supply an hourly wage price. The number of hours is an estimated amount and could vary significantly. The contractor will be paid the labor hour cost for the unscheduled service. There is also a CLIN for reimbursable materials for these unscheduled service calls. The contractor will not provide a price for that CLIN. The contractor will be reimbursed for the cost of the material (see PWS paragraph 5.1.2).

6.CLIN 0012 and its option CLINS 1012 and 2012 are for the management of the U-DO-IT Center Villaggio. The quoter shall provide a lump fixed price for month.

7.CLIN 0013 and its option CLINS 1013 and 2013 are for the management of the U-DO-IT Center Government Leased. The quoter shall provide a lump fixed price for month.

8.CLIN 0014 and its option CLINS 1014 and 2013 are for consumable materials at the U-DO- IT center. The quoter shall provide a lump fixed price per year in accordance with estimated quanities listed in Exhibit H.

There is one labor categories for which the quoter must supply an hourly wage price. The number of hours is an estimated amount and could vary significantly. The contractor will be paid the labor hour cost for this service. There is also a subCLIN for reimbursable materials for this service. The contractor will not provide a price for that subCLIN. The contractor will be reimbursed for the cost of the material (see PWS paragraph 5.6.9.7.1 and 5.1.2).

10.CLIN 0016 is a one-time payment for the 30 day Phase-In Period. This is the period that a new contractor (not the incumbent) would be paid if required while phasing into the contract as the incumbent is finishing the last month of performance. The estimated amount for the phase in is €25,000.00.

ii. A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a “buy-in” or unbalanced pricing between CLINs or option periods is not occurring.

iii. The base period and all option years shall be included in the price calculation.

Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk and may be deemed ineligible for contract award.
