AMENDMENT 0001

The purpose of this amendment is as follows:

a) To reply to Request for Information:

QUESTIONS & ANSWERS:

PROSPECTIVE CONTRACTOR A

Good afternoon, referring to ADDENDUM TO FAR 52.212-1 A. INSTRUCTION TO QUOTERS - Page 147 - Paragraph 2:"The term" Offeror" means an individual firm or a Consorzio. No A.T.I., Joint Ventures or Scarl businesses may participate in this solicitation."

We are requesting the following clarifications:

1) The legal form of our company (COLSER s.c.r.l.) is precisely s.c.r.l. (a cooperative).

Moreover we are the current supplier of the expiring contract.

Our company intends to participate individually, as required by paragraph 2 (individual firm).

Please confirm that our company can participate.

Yes, they may participate.

2) Furthermore, paragraph 2 specifies that a Consorzio may participate. In this case, can the Consorzio use its cooperatives regularly associated? In the event of a negative response, please list the types of companies that the Consorzio can use.

Yes the Consorzio can use its cooperatives regularly associated.

3) In case of negative replies to the first two questions, we are asking on what principles and legal references, the Government has chosen to limit participation in the tender procedure to cooperative companies; in this regard we note that our company has been involved in tenders for about 20 years, and in the event of awarding it has operated and currently operates for the Government. Any impediment to participation would determine an important economic, social and employment damage for Colser Servizi.

Not applicable since neither of the responses to questions 1 or 2 were no.

PROSPECTIVE CONTRACTOR B

1. RFQ was issued on 6 Sep 2019. Is possible to postpone the offer due date (that is 23 Sep 2019) since the time to study the RFQ and to prepare a reasonable offer is very restricted?

See revised “Addendum to FAR 52.212-1”.

2. Please provide square meters by type of area (toilets, kitchens, breakrooms, offices, external glass spaces).

This information is not available from the U.S. Government at this time.

3. Approximately, how many personnel on base so we can know how many hand towels and toilet paper to provide?

This information is not available from the U.S. Government at this time.

4. Approximately, how many trash cans are there?

This information is not available from the U.S. Government at this time.

5. Are toilet tissue dispensers, towel dispensers, soap dispensers, toilet seat cover dispensers, and sanitary napkin dispensers already installed?

Yes, the toilet tissue dispensers, towel dispensers and soap dispenser are already installed.

There are not toilet seat cover dispensers and sanitary napkin dispensers. Installation of dispensers where missing will be done by the U.S. Government (DPW).

6. Reference is made to TE-1 CHILD DEVELOPMENT CENTERS, SCHOOL AGE, YOUTH SERVICES (OMA), page 105 of the RFQ. You require the Contractor to perform constant custodial daily services Monday through Friday between 08:00 and 17:00 hours, including Italian Holidays in the CDC (BLDG: 726) and in the Youth Facilities Services (BLDG:

201). The two buildings are approximately of the same size. In order to perform constant custodial daily service, you require (see para 8.1 Child Development Center (CDC) and School Age Service (SAS), page 100 of the RFQ) that the Contractor assigns one fulltime employee dedicated to the CDC/SAS (Bldg#726) Monday thru Friday 08:00-17:00 hrs. Also in BLDG 201 Youth Facilities Services the Contractor shall perform constant custodial daily service. The logic would say that even here the Contractor should assign one fulltime employee dedicated to the Youth Facilities Services (BLDG: 201) Monday thru Friday 08:00-17:00 hrs. However, the requirement is not indicated in the Performance Work Statement. Is there a particular reason why in BLDG: 726 there must a dedicated fulltime employee and in BLDG. 201 not?

One full-time employee dedicated is required for Bldg. #726 for all areas (CDC and SAS).

Youth Service located in Bldg. 201 does not require fulltime employee but only daily cleaning of its areas starting from 08:00 (Monday thru Friday). The requirement is in accordance with U.S. regulations.

7. Making reference to clause 252.232-7007 LIMITATION OF GOVERNMENT'S OBLIGATION (APR 2014), we don’t see which Contract line item(s) is/are incrementally funded. Please advice.

The clause will be filled in if and when the service is partially funded.

8. Is there a particular kind of replenish soap that the US Government wants?

No particular kind of hand soap is required. Supplies description can be found at paragraph 4.4 and for any type of product Material Safety Data Sheet (MSDS) shall be provided to the Contracting Officer’s Representative at the pre-performance conference for approval.

9. PERFORMANCE WORK STATEMENT (PWS) states that Contractor shall perform in accordance with U.S. Army Regulation 420-1, and TM 5-609. Where can we find them?

They are both available online.

10. Both PMs, primary and alternate, must be on site during normal working hours or it is enough that one of the two is?

Primary or Alternate PM shall be on site during normal duty hours.

11. Reference is made to the requirement to have one or both PMs (see preceding question) on site during normal working hours. Do you mean Monday thru Friday, 08:00 to 17:00? There are exceptions? If yes, which and where?

Primary or Alternate PM shall be on site during normal working hours. For the services to be performed before or after normal duty hours (08:00 – 17:00 hrs., Monday thru Friday) for example: the cleaning service to be performed at Bldg. #705 (Defense Commissary Agency) the presence on the site of the Primary or Alternate PM is not required but they must be available to be contacted by phone.

12. Making reference to Para 1.4.6.1. Anti-Terrorism/Operation Security, a. AT Level I Training. In the PERFORMANCE WORK STATEMENT (PWS) is confusing. The para requires that all the employees complete “AT Level I awareness training within 30 calendar days after the contract start-date” (i.e., 9 November 2019); however, “the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or to the contracting officer, if a COR is not assigned, prior to issuance of Installation Access Passes”.

In order to start performance on 10 October 2019, Installation Access Passes must be requested immediately after the recruitment of the current personnel. We cannot understand how we can provide the training in such a short period of time between the hiring of the staff and the request for Installation Access Passes. Can we first request for Installation Access Passes and then do the training during the first month of service?

See Performance Work Statement (Revised on 17 September 2019)

13. Making reference to Para 1.4.6.1. Anti-Terrorism/Operation Security, d.

iWATCH/iSALUTE Training. Where is the training available online? Please provide address.

See Performance Work Statement (Revised on 17 September 2019)

14. Making reference to Para 1.4.6.1. Anti-Terrorism/Operation Security, e. OPSEC (Operation Security) Training. Where is the training available online? Please provide address.

See Performance Work Statement (Revised on 17 September 2019)

15. Making reference to Para 1.4.6.1. Anti-Terrorism/Operation Security, f. SHARP (Sexual Harassment Reporting Procedure) Training. Where is the training available online? Please provide address.

As indicated at paragraph 1.4.6.1 “Coordination with U.S. Government SHARP Representative shall be made to assure that the proper training is conducted”.

16. The offers are due on 23 Sep 2019. Award date is TBD; however, service must start on 10 Oct 2019. Contractor, after award and prior to start performance, shall hire the incumbent personnel, request installation passes, provide: time table service schedule, periodical services schedule, technical/safety data sheets (MSDS), conduct the initial consultation with the COR, to verify the areas (rooms, corridors, kitchens, break rooms and toilets) of each building that are to receive custodial service, provide immunizations, provide QCP, etc. Too many tasks in a very short period of time. Would it be possible to shift the service start date?

It is not possible to shift the service start date. Please reference to related CDRL or the mentioned above tasks and their required date.

17. Can you provide the approx. sizes of the Facility and storages for Materials provided by the US Government?

This information is not available from the U.S. Government at this time.

18. Reference is made to para 5.1.18 Wash Interior Glass and para 5.1.19 Wash Exterior Glass.

What do you mean for “Interior Glass”? Are the inner surfaces of the windows considered as “interior glass”? Are the “Exterior Glasses” the windows (inner and outer surfaces)? With para

8.24 you make reference to the windows (Windows/Interior Glass) but the word “window” is not mentioned in the schedules. We understand that the interior glasses are all the glasses inside a building with the exception of the windows (exterior glasses) where for windows we mean an opening in external walls of a building for admission of light and air. Are we correct with the interpretation?

Interior glasses are all the glasses (including the windows) that are inside the windows, while exterior glasses are those of the windows outside the buildings.

19. The RFQ provides the PERFORMANCE REQUIREMENTS SUMMARY (PRS) which clearly lists the Performance Objective, the Standard, the Performance Threshold, and the Method of Surveillance. However, it doesn’t specify procedures or remedies when services are not performed or do not meet contract requirements. Shall we assume that there will be no reductions in price (or fee) when services are not performed or do not meet contract requirements and that Contractor will be given an opportunity to correct nonconforming services at no increase in contract price?

Only the amount relating to the service not performed or performed incorrectly will be withheld. See Performance Work Statement (Revised on 17 September 2019). When performance does not meet the threshold in the PRS, in accordance with the FAR the Government can always take steps such as documenting non-conformance in their annual performance report in CPARS or even termintion if the contractor is found to be in default of the contractual requirements.

20. Can you please clarify for the task "Clean/supply Kitchens & Breakrooms" in building other than the DECA if the contractor services include cleaning kitchens equipment (intended as Kitchens appliances, ovens, fridges, horizontal surfaces) and if it does also include cleaning crockery and cutlery, trays etc.?

The cleaning includes tables and all other horizontal surfaces no appliances / equipment’s or any crockery, cutlery, trays etc. are included in the service.

21. We need to know current contractor company, number of employees who have been employed for over 4 months, weekly, hours, level of classification and seniority of the sector.

Same type of information was provided to all offerors with W912PF-19-Q-0035 – CUSTODIAL

SERVICES FOR USAG – ITALY, VICENZA AND POGGIO RENATICO, (FE).

The company providing the service is CO.L.SER Servizi scrl, Via G. S. Sonnino 33/A, 43126 Parma. The following information about incumbent’s personnel are provided:

12 employee for daily cleaning. Same employees for the periodical services in rotation managed by the company;

7 employees have category 2 5 employees have category 1 The supervisor employee has category 5

22. Please indicate the price that the US Government is currently paying for the service that is being solicited. Same type of information was provided to all offerors with W912PF-19-Q-0035

– CUSTODIAL SERVICES FOR USAG – ITALY, VICENZA AND POGGIO RENATICO,

(FE).

Previous contract W912PF-15-C-0001 was awarded for a total amount of Euro 1,253,289.96 (12 months Base Year plus Four Option Years)

23. For what concern schedule of services, tasks and square meters reported in “Technical Exhibit” sheet would you mind indicating if there are reductions or increases in comparison to the current services performed? In other words, is the new RFQ decreasing or increasing compared to the current contract in terms of square meters and performances? The US agency replied to the same question under W912PF-19-Q-0035 – CUSTODIAL SERVICES FOR

USAG – ITALY, VICENZA AND POGGIO RENATICO, (FE).

Since starting from 01 October 2019 the part of the installation named “Camp Darby North” will be returned to the Italian Government the buildings in that area will no longer covered by the cleaning contract. Therefore, the reply is yes. There is a reduction in comparison to the current services performed.

24. Starting from 1 July 2015, with the entry into force of the ministerial decree of 30 January 2015, issued in implementation of article 4 of the decree-law 20 March 2014, n. 34, the verification of the regularity of contributions is made exclusively on a telematics basis and in real time. The positive outcome of the regularity verification generates the online DURC valid for 120 days from the request. For the same period, the possibility of activating a new query for the same fiscal code is inhibited. This is what the INPS website establishes (Caution-https://www.inps.it/nuovoportaleinps/default.aspx?itemdir=50130 < Caution-https://www.inps.it/nuovoportaleinps/default.aspx?itemdir=50130 > ) The DURC we generated to participate to several solicitations is valid until Thursday 19 September 2019. Before that day we cannot generate any new query.

The first business day to generate a new query is September 20th, which unfortunately falls on a Friday. The offer due date is 12:00 PM Monday 23 September 2019. Since there is a weekend in the middle (21-22 September 2019), it could happen that we can't get a new DURC by the offer due date. In which case, we still intend to include in the proposal the DURC we have at the moment and send the new one as soon as we receive it. We hope that the Contracting Officer understands that we cannot change the INPS regulations in force (i.e., you cannot generate a new query before the expiration of the DURC). We believe that the regularity of the DURC is a matter of contractor's responsibility and that the DURC online is freely available for consultation not only by the person who requested it but also by anyone who has an interest in it (e.g., the Contract Specialist or the Contracting Officer).

We would appreciate an answer, See revised paragraph and revised due-in date.

ADDENDUM TO 52.212-2

A. This acquisition will be conducted in accordance with FAR Part 12 Acquisition of Commercial Items, FAR 13.5 Simplified Procedures for Certain Commercial Items and as supplemented by agency.

The award will be made to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. Award will be made to the lowest priced quote that meets or exceeds all the minimum mandatory criteria in the RFQ evaluation factors. No additional merit is given for quotes that exceed the minimum criteria.

Quoters are put on notice that:

a. The non-price factors will be evaluated on an “acceptable/unacceptable” basis.

b. The non-price factors are evaluated for acceptability and not ranked.

c. The term “Quoter” means an individual firm or a Consorzio. No A.T.I. and Joint Ventures businesses may participate in this RFQ.

d. Tradeoffs are not permitted.

e. The quoters must provide all required information or the quote will not be considered.

f. In order to be eligible for an award, a quote shall be rated “acceptable” on all non-price factors.

g. Quoters may be asked to clarify some issues regarding the non-price factors to enhance U.S. Government understanding of them. The Government may enter into discussions in order to cure quote deficiencies or material omissions, and/or otherwise revise the quote.

h. Before awarding, the Government will make a responsibility determination by analyzing whether the apparent successful quoter complies with the requirements of FAR subpart 9.104.

i. The following factors shall be used to evaluate quotes:

Factor I – Technical Experience Factor II – Past Performance Factor III – Price (REQUEST FOR QUOTATION/CONTRACT/STANDARD FORM 1449)

B. EVALUATION APPROACH: Non-price factors are evaluated on an Acceptable/Unacceptable basis, assigning ratings of “acceptable” or “unacceptable” as defined below:

Rating Description

Acceptable Quote meets the requirements of the RFQ

Unacceptable Quote does not meet the requirements of the RFQ

FACTOR I: TECHNICAL EXPERIENCE

To be determined acceptable in this factor the quoter shall provide all of the following:

1. The quoter must demonstrate that they have experience in providing relevant projects that are similar to the work of this RFQ. The quoters shall provide contract information of at least one (1) but not more than three (3) relevant projects that begun no more than five (5) years before the date of this RFQ and have at least one (1) year of performance completed. Relevant means works of similar scope, size and complexity i.e. performance of cleaning service in residential or commercial areas or communities (for es. refectory, mess, canteen, hospital, etc.). The value of each project shall be not less than Euro 100,000.00.

2. It is the quoter’s responsibility to clearly explain and demonstrate to the Government how its work experience (and the experience of each teaming partner, if applicable) in each submitted project is relevant to the contract requirements in this RFQ.

3. The quoter shall provide a current copy of ISO 9001/2008 (Quality of Service) and ISO 14001/2004 (Environmental Management) certifications.

4. The quoter shall provide a resume (in English) for the Project Manager, Alternate, and Quality Control (QC) Manager. The resume shall show evidence that the Project Manager/Alternate and QC Manager has a minimum of five (5) years of experience in the same position for custodial services in commercial or residential areas or communities. In the event that an quoter is selected for award of a contract, there will be no substitutions of the Project Manager/ Alternate and QC Manager without the authorization of the Contracting Officer. The contractor shall not remove or replace the Project Manager/Alternate and QC Manager for this contract without the written concurrence of the Contracting Officer.

FACTOR II – PAST PERFORMANCE

Evaluation: Past performance will be evaluated to determine if the quoter has performed favorably for previous contracts of a similar size and complexity as the services required in this RFQ. The Government will evaluate an quoter’s past performance to determine if past performance evaluations and all other past performance information reviewed by the Government (see below) reflect a trend of satisfactory performance. The quoter’s past performance record must be determined to be acceptable or neutral in order to be considered for award.

Q u o t e r (s) must demonstrate successful past performance as evidenced by information gathered concerning at least one (1) but not more than three (3) relevant projects that begn no more than five (5) years before the date of this RFQ and have at least one (1) year of performance completed. Relevant means works of similar scope, size and complexity i.e. performance of cleaning service in residential or commercial areas or communities (for es.

refectory, mess, canteen, hospital, etc.). The value of each project shall be not less than Euro 100,000.00.

Quoter(s) must submit the information as p Consorzio firms may submit past performance for the firms which have performed work under their consorzio.er Attachment titled “Past Performance Questionnaire” for each of the contracts provided.

Past performance will be rated on an acceptable/unacceptable basis using the following ratings:

Rating Description

Acceptable

Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the q u o t e r ’s performance record is known (see note below).

Unacceptable

Based on the quoter’s performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.

Note: In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quoter may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

1. The Government may consider past performance information from other sources such as: the quoter's former customers, business associates, federal, state, and local government agencies; the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Program Managers and Contracting Officers.

2. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the quoter.

FACTOR III: PRICE (REQUEST FOR QUOTATION/CONTRACT/STANDARD FORM 1449)

1. The contract will be a Firm Fixed Price contract. The Government will evaluate price reasonableness for this requirement. The price factor will be evaluated separately from the non-price factors.

2. A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a “buy-in” or unbalanced pricing between CLINs or option periods is not occurring.

3. The base period and all option years shall be included in the price calculation. Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk and may be deemed ineligible for contract award.

4. As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the quoter’s final option period price to the quoter's total price. An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each quote. Quoters are required to price the base and option periods. Quoters shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the extension of services at the end of any performance period (base or option periods).

5. In evaluating price reasonableness, other than cost and pricing data shall be utilized.

C. Mandatory Documentation:

In addition to the Evaluation factors listed above the Government will review if all the required mandatory documentation in accordance with Addendum to 52.212-1 have been submitted.
