1. FACTORS TO BE EVALUATED

a.The term “Offeror” means:

An individual firm;

The Pool of Firms (Consorzio) / ATI and the firm proposed by the Pool of Firms (Consorzio) / ATI to perform the work.

b. The evaluation factors for this solicitation are:

Factor I – Technical / Certifications Factor II– Technical /Experience Factor II – Past Performance

Factor III – Price

A detailed explanation of the basis for the evaluation is set forth in this section.

2. EVALUATION APPROACH

To be determined acceptable, the offeror must be determined acceptable in Factor I and II.

The technical factor will be rated on an acceptable / unacceptable basis using the following ratings:

Acceptable Quote clearly meets the minimum requirements of the solicitation

Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

FACTOR I - TECHNICAL - CERTIFICATIONS

To be determined acceptable under this factor, the offeror shall provide a copy of a certificate of compliance with the following requirements:

ISO 9001- Quality Management System Standards

SOA certifications : OS30,OG10,OG9 REPLACED BY OG11 - Impianti Tecnologici

FACTOR II - TECHNICAL/EXPERIENCE

In order to be determined technically acceptable in this factor, the offeror must provide a proof of experience in performing at least one (1) contract, no more than three (3) in the field of maintenance and inspection of an indoor firing range performed over the last five years from the release of the solicitation. Offerors shall provide contract information and the names of the POCs to document their experience.

FACTOR III- PAST PERFORMACE

Past performance will be rated on an acceptable / unacceptable basis using the following ratings:

Acceptable

Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown (See note below)

Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will successfully perform the required effort.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable".

a.In case of Pool of Firms (Consorzio), all proposed partners will be assessed individually and the results will then be assessed in their totality to derive the offeror’s past/present performance.

b.Offeror(s) must demonstrate successful past performance of the offeror and any major subcontractors as evidenced by information gathered concerning at least one (1) but no more than three (3) contracts and subcontracts completed or ongoing within three (3) years from the solicitation release date as identified in Page 1, Block 6 of this solicitation.

c.Absent of any recent and relevant past performance history, or when the performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned, the offeror will be assigned an “unknown confidence rating” and its quote will not be evaluated either favorably or unfavorably on past performance.

d.If the offeror is a Pool of Firms (Consorzio)/ATI, recent and relevant past performance should be submitted for at least one (1) but no more than three (3) projects completed by each firm in the Pool of Firms (Consorzio)/ATI entity.

e.If the offeror is a Pool of Firms (Consorzio)/ATI, evidence of past performance for at least one (1) but no more than three (3) projects of the same size to this solicitation should be submitted for at least the "capogruppo"/parent company of the Pool of Firms (Consorzio)/ATI entity.

f.The Government may consider past performance information from other sources such as: the offeror's former customers, business associates, federal, state, and local government agencies; the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases; interviews with Program Managers and Contracting Officers. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.

FACTOR IV-PRICE

a. The price evaluation will consist of a price analysis of the CLIN prices for each performance period. The price factor will be evaluated separately from the non-price factors.

b.As part of price evaluation, the Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding six (6) months of the offeror's final option period price to the offeror's total price. An assessment of the reasonableness of each proposed price will be made. The Contracting Officer will perform a price analysis of each quote. Offerors are required to price the base and option periods. Offerors shall not submit a price for the potential six

(6) month extension of services period. The Government may choose to exercise the extension of services at the end of any performance period (base or option periods).

c.The RFQ requires firm-fixed-prices contract line items. A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a “buy-in” or unbalanced pricing between CLINs or Option Periods is not occurring. In evaluating price reasonableness, other than cost and pricing data, as described in notes a – d above shall be utilized. Indications of potential underbidding or unbalanced pricing should be reflected in the cost/pricing report.

d.The Government will examine price quotes for artificially low unit prices. Offers found to be unreasonably high, unrealistically low (an indication of “buy –in”), or unbalanced, may be considered unacceptable and may be rejected on that basis.

e. Price analysis is the process of examining and evaluating a proposed price to determine if it is fair and reasonable, without evaluating its separate cost elements and proposed profit. The contracting officer may use various price analysis techniques and procedures to ensure a fair and reasonable price.
