About this file
This is a Questions and Answers (Q&A) document for a federal service contract solicitation (W912PB27QA003) issued by the U.S. Army for grounds maintenance services at Tower Barracks Grafenwoehr and Rose Barracks Vilseck in Germany.
The solicitation addresses weed control, mulching, and related landscape maintenance services. For weed control (ELIN A008/B008–E008), contractors shall perform treatment on 16.8 km of active tracks exactly twice per year, though the complete track length including closed tracks totals 20 km. Mulching services (ELINs A004–A007) are structured as price tiers with quantities of 1,000 / 5,000 / 10,000 / 40,000 m², allowing contractors to offer different unit prices for each tier. Personnel performing glyphosate work must provide § 9 PflSchG qualification proof and proof that the company has authority to perform herbicide work at German military installations; the AELF Regensburg will grant final approval. Contractors must submit the exception permit under § 12(2) PflSchG with their quote. Required certifications and experience documentation may be held by proposed subcontractors if properly identified in the quotation with signed letters of intent and valid documentation attributable to specific personnel. A separate five-year experience requirement applies to the proposed Contract Manager. Quote submissions must use subject line "Submission of quote W912PB27QA003" and be sent to usarmy.rheinland-pfalz.409-contr-spt-bde.mbx.rco-bavaria-solicit@army.mil. A site visit is scheduled for 21 October 2026.

Question 1: Quantity for Weed Control (ELIN A008/B008–E008), PWS 5.4.1.6: The PWS requires treatment of approx. 16,800 m of track exactly two times per year (approx. 33.6 km per year). The ELIN sheet lists 20 km per year. Which quantity should quoters use for pricing?
Answer 1: The length of all used tracks at Tower Barracks Grafenwoehr and Rose Barracks Vilseck is 16,8 km but the complete length inclusive the closed tracks is 20 km. So, the contractor shall perform at 16,8 km length of tracks.
Question 2: Mulching ELINs A004–A007 (PWS 5.4.2.2): These four items have the same description with quantities of 1,000 / 5,000 / 10,000 / 40,000 m². Please confirm these are price tiers by order size, and that quoters may offer a different unit price for each tier.
Answer 2: This is correct. According to several task orders the quantities can be differently, but the work is the same.
Question 3: Certifications, Sub-Factor A (PWS 1.12): May the AELF Regensburg certificate and the § 9 PflSchG proof of qualification be provided for the personnel of the proposed subcontractor who will perform the work?
Answer 3: The AELF Regensburg will give the approval to perform work with Glyphosate at the installations. The contractor must provide the qualification proof for the personnel who will perform the work with Glyphosate
Question 4: Exception permit under § 12(2) PflSchG (PWS 1.12): Must this permit be submitted with the quote, or is it required only before herbicide work begins after award?
Answer 4: The contractor shall proof with the offer that the company has the authority to perform work with Glyphosate at German tracks.
Question 5: Email subject line: The Addendum to 52.212-1 states the subject line shall be "Submission of quote W912PB-26-Q-A127." Should quoters use this subject line, or "Submission of quote W912PB27QA003"?
Answer 5: Please use subject line "Submission of quote W912PB27QA003".
Question 6: Submission mailbox: The SAM.gov notice lists usarmy.rheinland-pfalz.409-contr-spt-bde.mbx.rco-bavaria-solicit@mail.mil, while the solicitation lists the same mailbox @army.mil. Please confirm the correct address.

Question 8: Please confirm whether ELIN A008's 20 km is the total annual billable treatment quantity or 20 km for each of the two annual applications required by PWS
5.4.2.6. A008 cites 5.4.2.3, which describes stump milling.

mailto:usarmy.rheinland-pfalz.409-contr-spt-bde.mbx.rco-bavaria-solicit@mail.mil mailto:usarmy.rheinland-pfalz.409-contr-spt-bde.mbx.rco-bavaria-solicit@mail.mil mailto:usarmy.rheinland-pfalz.409-contr-spt-bde.mbx.rco-bavaria-solicit@army.mil mailto:usarmy.rheinland-pfalz.409-contr-spt-bde.mbx.rco-bavaria-solicit@army.mil mailto:usarmy.rheinland-pfalz.409-contr-spt-bde.mbx.rco-bavaria-solicit@army.mil mailto:usarmy.rheinland-pfalz.409-contr-spt-bde.mbx.rco-bavaria-solicit@army.mil
Question 11: Acceptance of the executing subcontractor's certificates with its signed letter of intent, and the five-year experience wording on pages 50 and 56. PWS 1.12 separately requires five years for the contract manager. We will attribute each credential and reference to its actual holder.
Answer 11: The Government will accept required certificates and qualification documentation held by personnel of a proposed subcontractor, provided that:
1. the subcontractor is identified in the quotation as required under Factor 4, Subcontracting Information;
2. the quotation identifies the work the subcontractor and its proposed personnel will perform;
3. the subcontractor provides a signed LOI on its letterhead, as required by the solicitation;
and
4. the submitted certificates and qualification documentation are valid and are attributable to the specific personnel proposed to perform the applicable services.
For Sub-Factor B, relevant experience may be demonstrated by either the quoter or a proposed subcontractor. The quoter shall clearly identify the entity performing the cited experience and provide the required supporting information for each referenced contract.
The five-year requirement for the Contract Manager in PWS paragraph 1.12 is a separate personnel qualification requirement. It applies to the individual proposed as Contract Manager. It does not replace the Sub-Factor B requirement for relevant organizational experience of the quoter or proposed subcontractor.
Question 12: Please also confirm the process and available dates for a qualified local subcontractor to attend a site visit.
Answer 12: A site visit has been scheduled for 21 October 2026. Please refer to the attached invitation for detailed information regarding attendance and access procedures.
