About this file
This file is a Questions and Answers (Q&A) document for the Battlefield Staff Rides (BSR) Renewal Contract (Solicitation Number W912PB26RA012) issued by the U.S. Army Europe. The document addresses 21 questions raised by prospective offerors regarding contract requirements, pricing structure, and evaluation criteria. Key clarifications sought include whether BSR leaders must be U.S. citizens, insurance requirements, travel cost allocation between government and contractor, and the scope of Contractor versus Commander responsibility for schedule and itinerary design. The contract is structured as a firm fixed unit priced Indefinite Delivery/Indefinite Quantity (IDIQ) agreement with a $5,000 minimum and $15,294,484 maximum value over a five-year period, with pricing for multiple BSR formats varying by duration (measured in days and overnight stays) and student group sizes based on a 25-student base cohort.
Significant questions address pricing methodology ambiguities, including whether contractors should use standardized or location-based pricing across European and Mediterranean venues, how to interpret quantity columns in the pricing schedule, and whether pricing at proposal is for evaluation only with refinement at the task-order level. Additional questions clarify contract type classification under FAR Part 12 (commercial services), evaluation criteria under LPTA methodology with Supplier Risk assessment, currency handling for proposals in USD or European currencies, and administrative requirements including IRS Form W-14 withholding documentation. The Q&A confirms that no set-aside applies (full and open competition), no COR support for SOFA waivers will be provided, and no extension to the proposal due date will be granted. Technical factor descriptions referenced in the evaluation section were noted as incomplete in the provided solicitation text.

QUESTIONS
Battlefield Staff Rides (BSR) Renewal Contract
Solicitation Number W912PB26RA012
Q No. Solicitation Reference Question
1 No Do BSR leaders/instructors have to be U.S.
citizens?
2 No Does the Government require any insurance policies to be carried by the Contractor. If so, can you please define the coverage requirements.
3 No COR support for SOFA waivers will be provided.
Will the COR cooperate with the Contractor to obtain the necessary SOFA waivers required for this contract delivery?
All travel costs as full cost coverage must be included in the fixed prices on the ELIN sheet. All cost for students in the PWS is Contractor’s responsibility.
Can the government please clarify which travel costs should be included in the fixed prices?
• Since BSRs will take place in a variety of countries, should the contractor price all locations as full cost averages or will the Government permit location-based pricing?
• Can the Government confirm which travel costs for the students/participants are the Contractors responsibility?
5 Full and Open – no set aside Can the Government please clarify whether this opportunity is set aside for Woman Owned Small Businesses or if it is full and open competition?
6 Prices for five years are required on the ELIN sheet.
Can the Government please clarify the pricing sheet. Is only base year pricing required? What about the 4 option years?
Each BSR is unit tailored to meet the Commander’s intent as stated in the PWS. The Contractor provides the Commander recommendations. The Commander provides final approval of schedule and itinerary.
How much input do Commanders have on the BSR schedule and itinerary? Is design of schedule and itinerary solely up to the Contractor?

Solicitation, Page 2; Page 3;
SF1449; Section “Type of Contract”
The solicitation states the contract will be a “firm fixed unit priced IDIQ”; however, CLIN 0001 is structured as a single Firm-Fixed-Price “1 Job”.
Can the Government clarify the actual contract type, the intended pricing method, and how CLINs/ELINs are to be structured under this IDIQ?
9 Solicitation Page 2-3
The solicitation defines a $5,000 minimum and $15,294,484 maximum for an IDIQ, but also presents a single FFP CLIN for “1 Job.” Can the Government clarify how quantities and units will be ordered under the IDIQ and how the FFP Job CLIN aligns with the min/max IDIQ structure?
10 Solicitation, Page 34
The solicitation references FAR 15.403-3 cost/pricing data for reasonableness/realism, yet the acquisition is conducted under FAR Part 12 (commercial services). Can the Government clarify whether:
• Certified cost or pricing data will be required,
• Or whether this reference was included in error?
11 Solicitation, Page 35-37
The solicitation requires IRS Form W-14 with each invoice, unless treaty exemptions apply. Can the Government clarify:
1. Whether U.S. companies operating overseas must still submit W-14;
2. Whether subsidiaries incorporated in Europe are treated as foreign entities;
3. Whether the 2% withholding applies until documentation is verified?
12 Solicitation Page 35-37
The solicitation references evaluation under 52.212-2 and LPTA, but the full technical factor descriptions are not included in the solicitation text provided. Can the Government confirm whether:
• Additional technical factor criteria exist, and
• Whether an amendment will include the missing evaluation details?
13 Solicitation, Page 37
Offerors may propose prices in USD or European currencies, but no evaluation or payment exchange-rate methodology is provided. Will the Government:
1. Evaluate all offers in a single currency?
2. Specify an exchange rate source/date?
3. Pay invoices in the proposed currency?
14 Solicitation, Page 37
The solicitation states only Supplier Risk will be considered and not Item or Price Risk. Can the Government clarify how Supplier Risk will be evaluated, including:
• Color thresholds;
• Recency;
• Whether negative ratings may be rebutted?
BSRs cannot be individually priced at proposal therefore they are priced per day.
Can the Government please clarify the rationale and justification for including travel costs in firm fixed prices instead of a separate CLIN for direct reimbursement of these costs which will be dynamic throughout the life of the contract?
16 No extension will be provided
Will the Government please consider an extension to the proposal due date to ensure clarifications and answers can be adequately incorporated into proposals?
The X Days/ X Overnights BSR refers to the estimated number of times this specific BSR format is expected to be delivered over the five year contract period.
The X days/ X Overnights BSR, Additional Students refers to the additional number of students over the 25 base students.
How to interpret the “Quantity” column?
For example, under:
C15 – A001AE – 3 Days / 2 Overnights BSR and C16 – A001AF – 3 Days / 2 Overnights BSR, Additional Students, The quantities are listed as 190 and 1900, respectively. Could you please confirm whether these quantities refer to:
• The estimated total number of students across the full five-year contract period,
• The estimated number of times this specific BSR format is expected to be delivered over the contract period, or
• The number of additional students per individual Staff Ride?
18 PWS page 21 class size. 25 base students
Base group size: Is there an assumed number of students included in the base BSR line items before “additional student” pricing applies, or is group size expected to be defined entirely at the task-order level?
Standardized cost for all locations based on number of BSR days.
Geographic pricing assumptions: As the requirement covers Battlefield Staff Rides across Europe and the Mediterranean, should pricing be based on a standardized notional cost base for evaluation purposes, or should bidders assume delivery across multiple countries with differing local cost structures?
No. Standardized cost for all locations based on number of BSR days.
Use of pricing at task-order level: Is the pricing schedule intended primarily for evaluation and comparison during source selection, with final pricing refined at the task-order level?
The X Days/ X Overnights BSR refers to the estimated number of times this specific BSR format is expected to be delivered over the five year contract period.
The X days/ X Overnights BSR, Additional Students refers to the additional number of students over the 25 base students.
Are the quantities listed for line items C15 (190) and C16 (1900) represent:
• Estimated total students over the contract period, or
• Another evaluation assumption tied to the pricing structure
