About this file

This file contains Solicitation Questions and Answers for federal contract W912PB26QA096, a follow-on procurement from the U.S. Army Corps of Engineers (indicated by the W912PB contract prefix). The contract is for equipment rental services to be performed in Poland at the Drawsko Combat Training Center (DCTC). The solicitation seeks 5,000 lb and 10,000 lb capacity forklifts, specifically Standard Rough Terrain Telescopic Handlers rather than Roto-Telescopic Handlers. Small businesses are eligible to compete for this non-set-aside contract. The contract is a renewal of previous contract W912PB25PA008, with a required delivery date of August 1, 2026.

The Government clarified that the weight requirement refers to load capacity rather than equipment weight, and that the specifications in Technical Exhibit C for continuous rotation and 360-degree boom speeds can be satisfied by standard Rough Terrain Telescopic Handlers equipped with winch capabilities rather than requiring the rare and potentially unavailable Roto-Telescopic Handler variant. This clarification was necessary because commercial roto-telescopic handlers in the 5,000 lb capacity class are not readily available within the required delivery timeline, while standard rough terrain telehandlers with winch capabilities are widely available and commonly used for warehouse and training operations at DCTC.

Solicitation Questions for W912PB26QA096

1- Could you specify the exact location where the contract will be executed? Is it in the United States or Poland?

Answer: Place of Performance is in Poland

2- As a small business, are we eligible to compete for this contract?

Answer: small businesses are eligible to compete, this is just not set aside.

3. If not brand new, could you please provide the current / previous contract number?

Answer: Previous contract # W912PB25PA008

4. Quick question, is the weight requirement for the forklift weight or loading capacity?

Answer: the load capacity of the forklift

5. Question Regarding “Rotation: Continuous” (5K and 10K Forklift Specifications):

Technical Exhibit C specifies “Rotation: Continuous” and “Boom Speeds – Rotation: 360” for both the 5K and 10K forklifts, alongside requirements for a “Sheave block 4 part” and “Crane load limiting Computer.”

Could the Government please clarify whether this requirement mandates a Roto- Telescopic Handler (with full 360° continuous upper structure/carousel rotation), or whether a standard Rough Terrain Telescopic Handler equipped with a winde and/or continuously rotating fork carriage/attachment would also be considered acceptable?

This clarification is essential because:

1. Roto-telescopic handlers in the 5,000 lb capacity class are extremely rare in the commercial rental market and may not be available within the required delivery timeline (01 August 2026).

2. Standard rough terrain telehandlers with winch capabilities are widely available and commonly used for SSA warehouse and training area operations at DCTC.

3. We want to ensure we propose equipment that is both technically compliant and operationally suitable for the intended mission at Drawsko Combat Training Center.

Answer: Standard Rough Terrain Telescopic Handler
