About this file
This is a Standard Form 30 (SF 30) amendment to a federal contract modification issued by the U.S. Army Materiel Command on July 16, 2026. Amendment 0001 modifies contract W912PB26QA096, a contract administered by the Army's Contract Directorate at APO, AE 09114. The modification is not extended and all offers must acknowledge receipt prior to the specified deadline. The amendment adds four contract clauses: FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors, effective April 2026), DFARS 252.225-7043 (Antiterrorism/Force Protection for Defense Contractors Outside the United States, June 2015), DFARS 252.225-7962 (Vendor Threat Mitigation Support to Operations, with Deviation 2026-O0051 effective June 2026), and DFARS 252.225-7975 (Additional Access to Contractor and Subcontractor Records, with Deviation 2026-O0051 effective June 2026). The amendment also incorporates FAR 52.225-14 (Inconsistency between English Version and Translation), DFARS 252.204-7003 (Control of Government Personnel Work Product), DFARS 252.225-7041 (Correspondence in English), and DFARS 252.225-7048 (Export-Controlled Items).
The amendment updates contract documentation by replacing the original "1-1 AD Forklift PWS" dated July 8, 2026, with an updated version dated July 16, 2026. Additional solicitation provisions added include FAR 52.214-34 (Submission of Offers in the English Language), DFARS 252.204-7016 (Covered Defense Telecommunications Equipment or Services-Representation), and FAR 52.225-17 (Evaluation of Foreign Currency Offers). The modification also establishes an AMC-Level Protest Program provision allowing contractors to file protests with Headquarters U.S. Army Materiel Command's Office of Command Counsel at Redstone Arsenal, Alabama, with a 45 working-day resolution goal. All prior terms and conditions remain in effect except as specifically modified. The contracting officer is MAJ Carl L. Whitley, signed July 17, 2026.

5152.233-4002 AMC-LEVEL PROTEST PROGRAM (June 2016)
If you have complaints about this procurement, it is preferable that you first attempt to resolve those concerns with the responsible Contracting Officer. However, you can also protest to Headquarters, AMC. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office or other external forum.
Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the U.S. Government Accountability Office (GAO). The AMC protest decision goal is to resolve protests within 45 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.103. Send protests (other than protests to the Contracting Officer) to:
Headquarters U.S. Army Materiel Command
Office of Command Counsel-Deputy Command Counsel
