About this file

This document is a Questions and Answers (Q&A) attachment for a federal solicitation (W912PB25RA030) for Army Community Service (ACS) Front Desk and Lending Closet Services at Tower Barracks Grafenwoehr and Hohenfels. The solicitation is a Lowest Price Technically Acceptable (LPTA) procurement by the 409th Contracting Command, with a performance period starting 1 September 2025, consisting of a 7-month base year and two 1-year option years. The requirement calls for two personnel total - one at Tower Barracks and one at Hohenfels - to provide front desk and lending closet services, with a minimum qualification of a high school diploma and a pay grade equivalent to GS-07 Step 5.

Key requirements include maintaining a primary and backup employee for continuous coverage, completing local onboarding and training (3-5 days), being prepared to support Emergency Family Assistance Center (EFAC) operations if needed, and having personnel with security clearance eligibility. The contract will allow additional invoicing for extended EFAC hours, requires a management structure physically located in Germany or Europe, and mandates that the Contract Manager have 24 semester hours in business administration, government acquisition, or related fields. SAM-registered vendors may participate, and the previous contract (W912PB24P3054) valued at $35,040 ended on 31 March 2025.

Q1: Who are authorized to bid on this opportunity? Is this applicable for vendors whose companies are registered in Germany only? Or this is also applicable to vendors outside Germany?

Any SAM registered vendors may participate.

Q2: Is this a follow-on requirement or a new contract? If it is a follow-on contract, could you please provide the incumbent contract number and the awarded price?

This is a new requirement. The previous contract, W912PB24P3054, was ended on 31 March 2025 and had a value of $35,040.00.

Q3: How many people are currently working under this contract?

N/A

Q4: PWS paragraph 1.1 Description of Services/Introduction, says: This is a non-personal service(s) contract to provide Army Community Service (ACS) Front Desk (FD) and Lending Closet (LC) Services for Tower Barracks Grafenwoehr and Hohenfels.

- The paragraph says two locations and two positions (FD) and (LC), please confirm how many people are required to perform under this contract?

Two personnel are required in total, with one assigned to each location; one in TB and the other in Hohenfels

Q5: Does the contractor employee(s) need to travel to attend training/seminar overseas? If so, who will cover the cost(s)? How many days the training will be (e.g. how many days in a year)?

The only training will be at the local ACS Center that would last 3 to 5 days. Consist of onboarding and system access and usage.

Q6: Does the Contract Manager or Alternate Contract Manager shall work and report on site (Grafenwoehr and Hohenfels)?

No

Q7: Please confirm where Rose Barracks Building 322 is located?

The Rose Barracks Building 322 is located in USAG Bavaria – Vilseck.

Q8: Please confirm what would be the Education requirement/Degree requirement for this role?

High School Graduate, no college degree required.

Q9: “PWS 1.4 Provide a qualified replacement to cover all absences within ten (10) workdays of contract award. To be considered qualified, the backfill must have a CAC, computer access, and meet all onboarding requirements, including a minimum of a week of Front Desk, Lending Closet and ACS Staff Training. (DELIVERABLE #A001)”

- This appears that the Government wants a bench of ready trained personnel requiring the company to onboard and train at least one additional person. Are the costs of this training and onboarding separate from the FFP costs in the CLIN structure? If so, where should these costs be captured?

No

- In order to comply with this paragraph, the awardee will have to obtain CAC and computer access within 5 days of contract award in order to provide a week (5 business days) of training. Given that the CAC issuance and computer access often takes weeks and is completed at the discretion of the Government's availability to accomplish the tasks, this requirement unfairly advantageous to the incumbent contractor. Will the Government consider rewording this to allow 30 days to provide a qualified replacement?

There is no incumbent contract company. The vendor needs to always have a primary and a backfill ready to cover for any absences.

Q10: “PWS 1.5.4.2 The Government facility may be designated as a site for Emergency Family Assistance Center (EFAC) operations and remain open indefinitely. The Contractor shall be part of EFAC operations.”

- Should the facility be EFAC designated, contractor personnel will be required to work extended hours. There is no way to anticipate this event for pricing purposes at this time. Should this occur, will the contracting company be allowed to submit additional invoicing for the extra hours worked?

Yes

Q11: “PWS 1.6.2 Personnel Security Clearance Requirements Contractor personnel performing work under this contract must have an active personnel security clearance at the NACI/Tier 1 or higher, in the Defense Information System for Security (DISS)or other background investigation level, such as Local National Screening Program (LNSP) for our host nation employees, at the time of the proposal submission.”

- This requirement is unfairly advantageous to the incumbent contracting company. Will the Government consider rewording this to state the personnel performing the work must be eligible for NACI/Tier 1 or LNSP?

There is no incumbent contract company.

Q12: “PWS 1.6.2 The Contractor shall ensure that Contractor employees and subcontractor employees performing services under this contract comply with Federal Acquisition Regulation (FAR) 52.204-2 Security Requirements when the employee has access to information classified “Confidential,” “Secret,” or “Top Secret””

- Is there an expectation that the contractor personnel will require access to classified material?

No

Q13: “PWS 1.13 Contractor Travel: Contractor will be required to travel for onboarding and training no more than twenty (20) days per POP to Rose Barracks Building 322 in support of this PWS. These costs must be included in the proposal upon submission.”

- Where is this price to be entered? Will overnight stays be expected?

No, the training would occur during normal business hours.

Q14: Quality Control Plan. Does the Government want a management structure physically located in Germany and/or Europe?

Yes

Q15: Backfill Coverage Requirements. The PWS states that each incumbent must have a qualified backfill for all absences without exceptions (PWS 1.10.2).

- What is the Government’s definition of “all absences”? Does this include short-term (e.g., a few hours), emergency leave, or only planned absences?

Not at the place of duty providing the contracted services, on leave/vacation, out sick or ill, personal appointments, or no-shows to work.

Q16: Pay Grade Reference. The minimum pay grade is noted as equivalent to GS-07 Step 5, but it's unclear whether this is for pricing, qualification, or both (PWS 1.10.2.e).

- Is the GS-07/Step 5 benchmark used for pricing evaluation, labor category equivalency, or minimum experience only?

The GS-07 Step 5 benchmark is used to establish the minimum pay grade requirement for the position.

Q17: Contract Manager and Alternate Contract Manager: PWS paragraph 1.10.1 states, “The CV provided by the Contractor for the Contract Manager/Alternate must demonstrate the following: a. Successful completion of twenty-four (24) semester hours in business administration, government acquisition, or related field.”

- Does “related field” include individuals with degrees in Management, Human Resources, Legal, Project Management, Logistics and Public Administration?

Yes

- Will the government consider a waiver on the Alternate Contract Manager successful completion of 24 semester hours if they have 5 or more years’ government contracting experience?

Yes

Q18: Phase In/Out Period: PWS paragraph 1.20. states, “To minimize decreases in productivity and to prevent possible negative impacts on additional services, the Contractor shall have personnel on board, during the thirty (30) day phase in/ phase out periods. During the phase in period, the Contractor shall become familiar with performance requirements in order to commence full performance of services on the contract start date.”

- Does the 30-day phase in period run in conjunction with the phase-out of the current contract?

There is no current contract

- If the answer to Question is “Yes”, how will the contractor invoice the government for this period? Is it included in the 7 months designated as CLIN 0001 on the contract?

N/A

Q19: Please confirm the evaluation method to be used for W912PB25RA030. Specifically, will an award be made on a Lowest Price Technically Acceptable (LPTA) basis, or a Best Value Trade-Off? Please also specify the technical evaluation factors and their relative importance, including whether past performance or key personnel qualifications will be evaluated beyond basic compliance.

This contract will be awarded on a LPTA basis. All evaluation factors are specified on pages 21-22 and 32-33 of the solicitation.
