About this file

The file is a Vendor Questions and Government Answers document for a refuse collection contract for U.S. Army Garrison Bavaria, covering Tower Barracks-Grafenwoehr and Rose Barracks-Vilseck. The document provides detailed pricing and service breakdown for waste collection, including specific line items (ELINs) for container rental, emptying services, and disposal across different waste types (refuse, mixed papers, and mixed plastics). The contract involves 186 containers of 240-liter size, distributed across various locations, with containers to be placed curbside on collection evenings.

The contract is a commercial, single-award, firm-fixed-price requirements contract with a performance period beginning 1 NOV 2025, comprising one base year and four option years. The waste disposal process involves multiple steps: collection from containers, transportation to a Central Recycling Center (CRC), weighing, processing, and final transportation to a waste management station (ZMS). Pricing is segmented into distinct line items for rental (A001), emptying service (A005), disposal (A007), and transportation (A008), requiring vendors to price each element separately.

Solicitation Refuse Collection Grafenwoehr and Vilseck

Vendor Question:

Government Answer 1-4:

All ELINs have to be priced. In similar contracts, rental, collection and disposal were combined into one ELIN. This is no longer the case on this requirement.

For Questions 1-4, the following applies. All ELINs must be priced. The waste disposal path at USAG Bavaria is reflected in the following ELINs:

Costs for a permanent refuse container are:

A001… Rental of container A005… Emptying Service (Collection and Transportation to Central Recycling Center (CRC), Haderbühl, USAG Bavaria) A007… Disposal at CRC (Tonnage) A008… Transportation from CRC to ZMS Zweckverband Müllverwertung Schwandorf” (ZMS)

Costs for a permanent recyclable materials (mixed papers / mixed plastics) container are:

A001… Rental of container A005… Emptying Service (Collection and Transportation to contractor’s disposal site) A007… Disposal at contractor’s disposal site (Tonnage)

· So, the refuse gets collected from the single containers and brought to the CRC (Service - ELINs A005…)

· Refuse is weighted at the CRC and the collection trucks unload it (Tonnage – ELIN A007…)

· Refuse is shredded and pressed into special containers (internal, proceeded by Gov. personnel)

· Containers with pressed refuse are collected at the CRC and brought to ZMS train loading station by contractor (Service – ELIN A008A)

Government Answer 6:

6. These containers are stored near the house entrance at the street side and shall be put on the curbside on the evening before scheduled collection by the house residents. So, no long walks for the truck crew.
