The Technical rating will be based on an “Acceptable” / “Unacceptable” basis. The following definitions will be used in evaluating the offeror’s proposal against the technical requirement.

Acceptable Contractor provides certification of Berry Compliant Mattresses with the submission of quote when value is $150,000.00 or more. If the value is less than $150,000.00 the contractor shall provide the value of the mattresses on company letterhead certifying the value.

Unacceptable Contractor does not provides certification of Berry Compliant Mattresses with the submission of quote when value is $150,000.00 or more. Contractor does not provide the cost if valued at $150,000.00 or less on company letterhead certifying the value.

Question 1: Will the rooms be empty of items or will there be items that will require disposal in the rooms?

Answer 1: All rooms are empty upon delivery. All trash associated with assembly shall be removed from the rooms.

Question 2: Subfactor 5 Berry Compliance Certification: The contractor shall provide certification of Berry Compliant Mattresses when the overall value of the mattresses is $250,000.00 or greater. If the overall value is less than $250,000.00 the contractor shall provide on company letterhead the value of the mattresses, certifying the amount. If the total sum of the mattresses is less than $250,000.00, can we provide mattresses which are not Berry Compliant- that is, that are manufactured in a country other than the United States? (Due to a change in the Berry Amendment threshold the CLIN amount has decreased to $150,000.00) Answer 2: Yes, if the value of the mattress is $150,000.00 or less mattresses may be purchased from a country other than the United States. However, if the overall value is less than $150,000.00 the contractor shall provide on company letterhead the value of the mattresses, certifying the amount.

Therefore, the offeror shall be determined to have unknown past performance. In the context of Acceptability/Unacceptability, unknown past performance shall be considered “Acceptable.”

Answer 3: Yes, unknown past performance will be considered “Acceptable”.

Question 4: Although we have past performance in supporting Federal Government IO&T contracts, we do not believe we have information listed in the SPRS. Can the Government confirm that our proposal is still viable if we don’t have information listed in the SPRS?

Answer 4: Yes, proposals are still viable if not listed in SPRS.

Question 5: Delivery Date: The established delivery dates give a very short time for delivery from the anticipated award date. Our vendors are stating that these time frame will not be possible. Is there any possibility of extending the delivery dates?
