SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The purpose of this amendment is as follows:

A. Extend the solicitation closing date FROM 24 May 2021 at 11:00AM (EST) TO 26 May 2021 at 11:00AM (EST).

B. Official responses to all questions received are provided below.

C. Clause 52.237-1 “Site Visit” (APR 1984) is removed.

D. All other terms and conditions remain unchanged.

Q1: Cost for Material for the German Law Checks/Inspections and the German Law Checks are included, correct?

A1: Correct. All of these costs shall be included in the maintenance pricing. (Reference updated TE-2, Section 5.2)

Q2: Do costs for personal performance during German Law Checks, like “Sachverständige” / specialized persons from “TÜV”, “DEKRA”, “GTÜ”, etc. have to be calculated in the PM Price or will they separately reimbursed? What will happen with other Material Costs for prev.

Maintenance? (Specifically Oil, Regeneration Salt, Filters for Vent. Systems) Is this included in Materials ITEMS / Replacement Parts or should we calculate all of that kind of Material Costs in the PM?

A2: Correct. All of these costs shall be included in the maintenance ELIN pricing. (Reference updated TE-2, Section 5.2)

Q3: It is not allowed that the “Master of Electrician” is located in Berlin. Is that right?

A3: Certificate holders are required to be able to be on site within 2 hours for Emergency Repair calls and 24 hours for routine repair calls per TE-2 Sections 5.4 and 5.5.

Q4: How could we get the equipments’ replacement value?

A4: The contractor will obtain this type of information from the COR on a case-by-case basis.

Q5: The Contractor must be at the jobsite within 24 hours, but before they can start to find the malfunction and repair the equipment, they must provide a Cost Estimate. How can the Contractor do this, please explain.

A5: TE-2 Sections 5.4 and 5.5 has been updated. Please reference Attachment 1 of this amendment.

Q6: Is it right that the PM must be performed in a accordance with the manufacturer guidelines, in accordance with VDMA 24186 T1-7 and German laws and under consideration of the Environmental Management System (DIN EN ISO 14001:2015) and rules?

A6: Correct.

Q7: If it is necessary to use a lifting platform or other tools, equipment, for PM, must this be included in the PM FFP price?

A7: Reference TE-2, these costs must be calculated into the PM FFP ELIN.

Q8: Is there a site visit planned?

A8: Due to COVID, no site visit will occur. Clause 52.237-1 “Site Visit” has been removed from the solicitation.

Q9: If a subcontractor for repair work is necessary, can we get the difference between the subcontractor and prime contract, if the hourly rate from the subcontractor is higher?

A9: No, the contract holder will only get the contract hourly rate.

Q10: In the solicitation it is not clearly apparent if the requested proofed, qualified and certified personnel will actually has to work for this project and therefore necessarily has to be present on the future project site (USAG Ansbach) or whether does this requirement mean that the company as an entity has the qualified and certified personnel on hand. Usually in Hamburg.

A10: All qualified personnel that are listed on the submission must be staff that will provide services at USAG Ansbach.

Q11: What percent of employees for this contract must work directly for the Prime Contractor?

A11: Qualified personnel must be part of the company. The contractor must have staffing and the means to manage the complexities of this contract. Staffing levels must not impact the level of service provided to the government.

Q12: Is it correct that all German Law Inspections (TUEV / ASR / DGUV, etc.) must be included in the PM Price?

A12: Correct.

Q13: Where can we find a Listing of necessary PM Parts?

A13: Reference Revised TE-3 Maintenance Procedures found at Attachment 2 of this amendment.

Q14: Where can we find a Schedule for German law inspections?

A14: Contractor is required to provide all inspections as required by German Law. The Contractor sets this schedule.

Q15: Is it right, that the government means, the contractor will not be reimbursed for ordering materials, management costs, coordination subcontractors, etc.

A15: No indirect costs will be reimbursed under this contract. All indirect costs need to be included in the Offeror’s price.

Q16: We understand, that the description of the To-Do`s during the PMs is the minimum requirement. VDMA 24186, manufacturer instructions and German Law Inspections are on top.

Is that right?

A16: Correct; in case of discrepancy, priority is German Law, VDMA 24186, and then PMs.

Q17: We understand, that the documentation (“Wartungs- und Prüfprotokolle”) has to be created individual for each equipment.

A17: Correct.

Q18: We couldn`t found any maintenance description for equipment category: FH; FW; EX; FE;

CE; WF; ME; WE; HT; FD. This information is necessary for a proper calculation. Please provide information.

A18: Please reference revised TE-3 found at Attachment 2 of this amendment.

Q19: Does TE9 mean the special qualifications of our performing employees who work for that contract? Should the company also provide special qualified personal in Heating and Plumbing Gas Systems because the ELINs HA, PF, FH, FW require that.

A19: Yes we will require specialized craftsmen personnel for Heating and Natural gas systems due to their complexity and the liability involved. Please reference revised TE-9 found at Attachment 3 of this amendment.

Q20: Should the company also have an entry in Register of qualified Craftsmen in Heating and Plumbing Gas System because the ELINs HA, PF, FH, FW requires an entry in the Register of qualified Craftsmen in Heating and Plumbing Gas System and specialized personal (TE 9).

A20: Yes we will require specialized craftsmen personnel for Heating and Natural gas systems due to their complexity and the liability involved. Please reference revised TE-10 found at Attachment 4 of this amendment.

Q21: We understand, that on electric systems only electric journeymen`s, cooling systems only cooling journeymen’s, heating systems only heating journeymen`s, gas and water systems only plumbing journeymen`s are allowed to perform work as a minimum qualification (because that is German Law), correct?

A21: Correct. Contractor staff must have all the required licenses in their respective fields to provide the services of each type of trade. Reference TE-8 and TE10.

Q22: ELINs X012 and X013 request PM visits twice per year, but we believe it should be 1.

A22: Correct; both X012 and X013 require only one visit per year. Please referenced updated ELIN sheet at Attachment 5 of this amendment.
