About this file
This is a Questions and Answers document for Amendment 0001 to the Renew Paving IDIQ contract (W912PA-26-R-A002) for paving services in Belgium. The document addresses 28 clarifications submitted by prospective contractors regarding contract requirements and pricing.
The Q&A clarifies that only green-highlighted Contract Line Items (CLINs) in the Price Book require pricing; non-highlighted CLINs represent future capabilities to be priced at the individual Task Order level. No compensation factor will be provided for small Task Orders under €25,000. The Government has updated the Summary Sheet by removing columns D, E, and F as non-essential to pricing analysis. Unit prices and line item definitions are clarified throughout, including specifications for labor hour rates, topographic surveys priced per project/task order, temporary road construction using gravel materials with restoration requirements, and various soil analysis and reinforcement specifications. The revised SOW Section G-16 addresses Quality Control Manager assignments, with details referenced in the amended SOW Attachment 1. References to technical specifications are provided through the Qualiroute (Walloon Region), SB250 (Flemish Region), and CCT2015 (Brussels-Capital Region) standards, with additional citations to specific technical paragraphs and Belgian standards (NBN EN14364). The document confirms that required certifications—Certificate of Compliance from Belgium's Ministry of Finance and Belgian Contractor Certificate Class 5, Category C—are mandatory at proposal submission. This is a replacement effort for existing contract W912PA-21-D-0003. Experience requirements specifically mandate five years of prior paving services work in Belgium due to regional standard compliance needs.

W912PA-26-R-A002 Amendment 0001
Questions and Answers
1. Q: SOW G-16 states " Some Task Orders may require that the assigned Quality Control (QC) Manager not be assigned to other projects based on the Task Order’s project size, complexity, and corresponding QC requirements. This QC Manager requirement will be indicated in the documents included in the Task Order Request for Proposal (TORFP) package." Please confirm that if a QC Manager is required to be assigned for one Task Order exclusively, this will be reimbursed as a separate line item in the contractor's Task Order proposal.
A: The Statement of Work (SOW) for G-16 has been revised in full. Please refer to Attachment 1 SOW IDIQ PAVING Amendment 0001 to review the updates, which are marked in red text.
2. Q : Sollicitation Section L-1 D states: "2. Section B - Price Book. Reference Attachment 2 - Price Book. Insert the proposed prices into Attachment 2 - Price Book for Exhibit Line Item Numbers (ELINs) from 1001 AA to 7007 CT which are highlighted Green. Items not highlighted do not require a price."
