WATERLINE MAINTENANCE: RESPONSES TO VENDOR QUESTIONS

QUESTION 1: PWS paragraph 5.2.8 Eye Showers/ Emergency Showers: The contractor shall flush all eye showers and emergency showers on a weekly basis to ensure all lines are clear of debris and stagnant water. The contractor shall complete an entry in the maintenance logbook every month for each shower identified in Technical Exhibit E under Part 7 of this PWS, as required.

It is described as being flushed for 20 minutes at temperatures above 60 degrees and for 2 minutes flushed for cold water, these are the desired flush times. Or the current norm is sufficient?

RESPONSE: CURRENT NORMS ARE SUFFICIENT FOR THIS REQUIREMENT.

QUESTION 2: PWS Paragraph 5.2.1 Waterline Maintenance: The contractor shall adhere to all maintenance requirements of waterline systems as defined by the Dutch Clean Water Act of 2011, and be responsible for changing all waterline filters on an annual basis. Once waterline maintenance is complete, the contractor shall complete entry in the associated logbooks, as required.

During the maintenance the filters have to be replaced, these filters are supplied by you or we have to deliver them. If so, we cannot find any information regarding this model, can you give us more specifications regarding the filters to be delivered?

RESPONSE: FILTERS FOR BACKFLOW PREVENTION DEVICES WILL BE SUPPLIED BY USAG BENELUX DPW. FILTERS FOR AERATORS WILL BE SUPPLIED BY THE CONTRACTOR.

QUESTION 3: PWS paragraph 5.4 Enterprise-Wide Contractor Manpower Reporting Application (eCMRA): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the United States Army Installation Management Command (IMCOM) – Europe via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2019. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil.

It is not known to us how much work it is to put this in a third system.

RESPONSE: THE ECMRA SYSTEM IS A GOVERNMENT WEBSITE THAT TRACKS THE NUMBER OF LABOR HOURS ON ANY GIVEN CONTRACT. IF THE CONTRACTOR HAS ISSUES ACCESSING OR USING THE WEBSITE, THE GOVERNMENT WILL ASSIST WITH INPUTTING THE INFORMATION.

THE CONTRACTOR IS REQUIRED TO PROVIDE THE TOTAL NUMBER OF LABOR HOURS AND TOTAL DOLLARS SPENT ON LABOR FOR EACH CONTRACT YEAR (BY 31 OCTOBER).

QUESTION 4: In accordance with the solicitation, “2. PART II – Technical Proposal, (i) Provide evidence of the following valid certifications: Required training for Legionella sampling/ Opleiding legionella Preventie in Leidingwater Installaties.”

What exact BRL number is meant? Is this the BRL 6010 of BRL 6000?

RESPONSE: BRL 6010.

QUESTION 5: Also the solicitation reads that all the backflow prevention devices will be checked, above the minimum of 50. Based on the quantity in the solicitation, you can check a sampling of the devices. You don't have to check them all.

RESPONSE: THE QUANTITIES SHOWN IN THE SOLICITATION SERVE AS MAXIMUM ESTIMATES ONLY. THIS MEANS THAT THE QUANTITY SHOWN FOR EACH CLIN IS THE MAXIMUM NUMBER THE GOVERNMENT MAY ORDER IN ANY GIVEN PERFORMANCE YEAR. IT DOES NOT MEAN THAT THE GOVERNMENT WILL ORDER ALL OF THOSE QUANTITIES.

PLEASE FOCUS ON THE UNIT PRICE FOR THE INDIVIDUAL SERVICE (I.E. HOW MUCH FOR THE MAINTENANCE OF ONE BACK FLOW PREVENTION DEVICE, OR ONE BOILER). THEN MULTIPLY THE UNIT PRICE BY THE TOTAL ESTIMATED QUANTITIY, TO CALCULATE YOUR TOTAL PRICE FOR EACH CLIN.

Question 6: SAM account- I believe that I have registered our entity (company), now I wanted to edit but don’t see where to do so. If I go to register new entity and I fill in our DUNS number it reads “DUNS already in use”, so not sure where what went wrong.

Is there any way you could check this out OR possible provide me with a telephone number (helpdesk)?

RESPONSE: SAM REGISTRATION INSTRUCTIONS CAN BE FOUND IN THE SOLICIATION ADDEDUM TO FAR CLAUSE 52.212-1 “INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS (JAN 2017). PLEASE SEE THE PARAGRAPH TITLED “SPECIAL INSTRUCTIONS”

Question 7: Wide Are Workflow (WAWF) System- I tried this as well, and it seems that I have trouble with the “location code”. Then I put in the “DODAAC / CAGE” code, and now I get the following pop up message “ERROR! DoDAAC not allowed for this role.”

So not sure what to do with this one. I’ve also tried to call with support but couldn’t reach them.

RESPONSE: ONLY THE SUCCESSFUL OFFEROR IS REQUIRED TO REGISTER IN WIDE AREA WORKFLOW (WAWF) AFTER RECEIPT OF AWARD

Question 8: Waterline Maintenance (5.2.1 Waterline Maintenance)- This particular service is unclear to me, I see the part that reads “changing all waterline filters” but I don’t think this is all that “Waterline Maintenance” consist of?

RESPONSE: THE CONTRACTOR SHALL BE RESPONSEIBLE FOR ENSURING WATER SYSTEMS ARE MAINTENED IN ACCORDANCE WITH THE DUTCH CLEAN WATER ACT OF 2011. ADDITIONALLY, THE CONTRACTOR IS RESPONSIBLE FOR ENSURING FILTERS ARE REPLACED AS NEEDED. PLEASE SEE THE RESPONSE TO QUESTION 2 REGARDING FILTER REPLACEMENT.

Question 9: Boiler Maintenance- This service has a MAX QUANTITY of 143, we are asked to set a “UNIT PRICE”. This is pretty difficult due to the fact that there are boilers with different capacities (liters). As we all know the “MAX QUANTITY” is not guaranteed, if this was the case we could most definitely give a better price. Removing any sediment of a boiler with a capacity of 10 liters doesn’t have the same impact/pricing as a boiler of 120 liters.

RESPONSE: ADDITIONAL CLINS HAVE BEEN ADDED TO ACCOUNT FOR DIFFERENT BOILER SIZES. THE SIZE CATEGORIES ARE AS FOLLOWS:

-BOILERS < 50 LITERS

-BOILERS > 50 LITERS

Question 10: Heating Lines Check Temperature- This service doesn’t show in “Part 5 Specific Tasks”.

RESPONSE: PLEASE SEE PARAGRAPH 5.2.8 OF THE REVISED PWS, WHICH STATES THE FOLLOWING:

“THE CONTRACTOR SHALL MEASURE HEATING LINE TEMPERATURES ON A MONTHLY BASIS TO ENSURE THAT TEMPERATURES ARE MAINTAINING SYSTEM SETTINGS. ONCE COMPLETE, THE CONTRACTOR SHALL DOCUMENT THE TEMPERATURE IN THE ASSOCIATED MAINTENANCE LOG BOOK.”

Question 11: Backflow Prevention Maintenance- Here we have the same “problem” as shown in “Boiler Maintenance”. There are different types of backflow unit. I also looked in TECHNICAL EXHIBIT E - WATER SYSTEMS BY INSTALLATION, but here it doesn’t show what type of backflow unit are talked about.

RESPONSE: ADDITIONAL CLINS HAVE BEEN ADDED TO ACCOUNT FOR DIFFERENT BACKFLOW PREVENTION SIZES. THE SIZE CATEGORIES ARE AS FOLLOWS:

-BACKFLOW PREVENTION DEVICES < 50 MM (2 INCHES)

-BACKFLOW PREVENTION DEVICES > 50 MM (2 INCHES)

Question 12: Flush Outdoor Waterlines- What is exactly mean by “Flush Outdoor Waterlines”? I see it should be IAW Flushing Program, but where do I find this.

RESPONSE: EACH MILITARY INSTALLATION HAS (OR WILL HAVE) A UNIDIRECTIONAL FLUSHING PLAN, INDICATING THE FLUSHING SEQUENCE FOR OUTDOOR WATERLINES. THE INTENT OF THE FLUSHING PLAN IS TO REMOVE UNWANTED MATERIAL FROM THE WATER MAINS, TO INCLUDE SEDIMENT, BIOLOGICAL FILMS, CORROSION PRODUCTS, AND STALE WATER. WATER MAINS INCLUDE BUT ARE NOT LIMITED TO FIRE HYDRANTS AND BLOW-OFF VALVES.

FLUSHING PLANS FOR EACH INSTALATION WILL BE PROVIDED TO THE SUCCESSFUL OFFEREOR AFTER CONTRACT AWARD (OR ONCE COMPLETED FOR THE NIC SITE). THE CONTRACTOR IS NOT RESPONSIBLE FOR PROVIDING A FLUSHING PLAN TO THE GOVERNMENT.

Question 13: Legionella Risk Assessment- This is also not clear to me, and I’m assuming all the other contractors will have the same ‘problem’. I would like to give you our best price but since the site is still under construction I don’t want to lose out on any job. I am assuming that all the prices we put in are definite, correct?

RESPONSE: THE LEGIONELLA RISK ASSESSMENT WILL NOT BE ORDERED UNTIL CONSTRUCTION ON THE NIC SITE IS COMPLETED. ONCE COMPLETE, THE GOVERNMENT MAY ISSUE AN ORDER FOR A LEGIONELLA RISK ASSESSMENT, WHERE THE CONTRACTOR SHALL IDENTIFY AND LOCATE ALL FIRE HOSES, BOILERS, HEATING LINES, SHOWERS, BACKFLOW PREVENTION DEVICES, AERATORS, CIRCULATION SYSTEMS, OUTDOOR WATERLINES, AS WELL AS HOT AND COLD WATER SYSTEMS FOR LEGIONELLA RISKS TO ENSURE COMPLIANCE WITH THE DUTCH CLEAN WATER ACT 2011, NEN 1006, AND ISO 17025.

THE PROPOSED PRICES SUBMITTED WITH YOUR OFFER ARE CONSIDERED FIRM FIXED PRICES. PRICES SUBMITTED BY THE SUCCESSFUL OFFEROR WILL BE THE FIXED PRICES INCLUDED IN THE CONTRACT.

Question 14: We are only supposed to fill in the UNIT PRICE and MAX AMOUNT correct? “MAX NET AMT:” What is meant by this?

RESPONSE: YES. EACH CONTRACT LINE ITEM HAS A “MAX NET AMT”, WHICH IS THE MAX QUANTITY MULTIPLIED BY THE UNIT PRICE

File details come from the government source that posted it.
