Solicitation W912P924B0003 Belleville East Creek Sewer Separation
Contractor Questions & Government Answers
1. First page of SF1442 states that an offer guarantee is not required. Please clarify if this is correct.
Government Answer: Block 13.B. has been updated to reflect “An offer guarantee is required.”
2. Specifications section 00441 states that “As required by the award conditions of USEPA's Assistance Agreement with IEPA, the fair share percentages are 5% for MBEs and 12% for WBEs.”. Will these DBE requirements be enforced on this project?
Government Answer: These are goals, not contractual requirements.
3. SF1442 box 17 is standardly used to show the cost of the project. The box currently shows to see schedule of prices. Is the contractor to bid the project based on the units shown on the bid schedule or based on the plans and specifications?
Government Answer: Offeror shall provide bid based on the bid schedule provided with this Amendment.
4. Will this project be a unit cost project and the contractor will be paid by the units installed or will the project be a firm fixed lump sum price?
Government Answer: This is a firm fixed price contract where payment will be made according to the units in the Bid Schedule. Clause FAR 52.211-18, Variation in Estimated Quantity, has been incorporated in full text under solicitation Section 00 70 00 with this Amendment. If the actual quantity of the unit-priced item varies more than 15 percent above or below the estimated quantity, an equitable adjustment in the contract price shall be made upon demand of either party.
5. The storm sewer alignments on plan sheets 18 and 19 differ from the alignment shown on plan sheet 85. The pavement restoration shown on plan sheet 85 is incorrect if the alignments on sheets 18 and 19 are correct. I can believe this will hold true for other alignments on this project as well. Please clarify the correct alignments for the installation of the proposed pipes on this project.
Government Answer: Updated Plan Sheet 85 is included with revised Plans provided with this Amendment.
W912P924B0003 Amendment 0004
6. Line-item quantities for A031 and A032 do not match what is shown on the plans for phase 1. Please clarify.
Government Answer: Quantities have been reviewed and updated with this Amendment. Offeror shall provide bid based on the bid schedule provided with this Amendment. Exact quantities may vary and will be field verified prior to payment. Refer to plan sheet 103 pay widths.
7. The pavement restoration quantities for curb, concrete pavement, asphalt pavement and driveway pavement shown on plan sheets 84-92 do not match what is shown on the bid schedule. Please clarify.
Government Answer: Updated Plan Sheets 84-92 are provided with this Amendment. Quantities have been reviewed and updated. Offeror shall provide bid based on the bid schedule provided with this Amendment. Exact quantities may vary and will be field verified prior to payment.
8. The sanitary plans for phase 1 only show 4 known laterals. The bid schedule states
10 lateral reconnections. Please clarify.
Government Answer: Quantities for sanitary plans for phase 1 have been reviewed and updated with this Amendment. Offeror shall provide bid based on the bid schedule provided with this Amendment. Exact quantities may vary and will be field verified prior to payment.
9. The sanitary plans for phase 2 show a total of 29 laterals. The bid schedule states
19 lateral reconnections. Please clarify.
Government Answer: Quantities sanitary plans for phase 2 have been reviewed and updated with this Amendment. Offeror shall provide bid based on the bid schedule provided with this Amendment. Exact quantities may vary and will be field verified prior to payment.
10. The sidewalk removal units shown on the bid schedule shows square yards. The sidewalk replacement units shown on the bid schedule shows square foot with the same quantity as removal. Please clarify.
Government Answer: Bid schedule quantities/units have been reviewed and updated with this Amendment. Offeror shall provide bid based on the bid schedule provided with this Amendment. Exact quantities may vary and will be field verified prior to payment.
11. No details or specifications are provided for the flared end section gate. Please clarify.
Government Answer: Bid Schedule A051 and B054 have been revised to note flared end section grates with this Amendment.
12. A stabilized modular grass access road is shown on each of the basins on page 13 & 14. There is no line item for this on the bid schedule. There is also no detail for this access road. There is however a detail on plan sheet 104 that shows a concrete detention pond access road, but it is showing concrete, not grass. Please clarify if this is to be included in our bid and how it should be built.
Government Answer: Stabilized modular grass access road is not a requirement for this project.
13. Will the contractor be working within Metro’s right of way?
Government Answer: No.
14. Has USACE contacted Metro regarding the installation of sanitary manhole S-400 as it relates to excavating the embankment of the metro tracks?
Government Answer: This project will avoid Metro ROW.
15. There is not any specifications or literature regarding Metro’s railroad at the downstream end of this project within the bid documents. Metro requires extensive design approvals for any work within right of ways of their property. There is a large excavation that will take place at the base and into the existing embankment of the railroad bed of Metro’s tracks at the downstream end of this project. This manhole will be the first thing installed on this project to be able to build the remaining portions. This project cannot be built without the approval of Metro. I suggest contacting Metro regarding this work as soon as possible.
16. There is not a definitive line shown for each of the phases as depicted on the bid form. With a deduction of line items for each phase on the bid schedule, one can assume where the phases are. Can a definitive phasing map be provided to the contractor for each of the 3 phases?
Government Answer: Yes. Updated phasing map provided within this Amendment. See plans page 108 of 108.
17. Must the contractor complete each phase consecutively before moving on to the next phase?
Government Answer: No.
18. Pavement, sidewalk, curb, etc. restoral quantities on the bid form do not align with what is shown on the plan sheets. Please clarify the correct quantities for each phase.
Government Answer: Quantities have been reviewed. Offeror shall provide bid based on the bid schedule provided with this Amendment. Exact quantities may vary and will be field verified prior to payment.
19. Has the Indiana Bat been considered for tree clearing operations on this project?
Government Answer: Yes. Indiana Bat requirements are outlined in Para.
1.18.e. of Specification Section 00 80 00.
20. How were the quantities derived for the bid schedule for each phase? I am having a difficult time matching the quantities to the plans.
Government Answer: Quantities have been reviewed and updated as necessary in the bid schedule and plans with this Amendment. Offeror shall provide bid based on the bid schedule provided with this Amendment. Exact quantities may vary and will be field verified prior to payment.
21. Bid item A021 calls out for 4” aggregate base. The plans do not call out a 4” aggregate base nor can I find 620 SY of an aggregate base for phase 1.
Government Answer: Bid Schedule CLIN A021 is for Manhole/Inlet Removal.
Phase 1 Aggregate base shall be as detailed within the plans and Bid Schedule
CLIN A024.
22. Bid item A022 calls out a 6” aggregate base. According to the details on plan sheet
103 – the aggregate bases should be 8”.
a. Please clarify if it is to be 6” or 8”
Government Answer: Aggregate base shall be 6” as detailed within the plans and Bid Schedule CLIN A024.
b. Also, the quantity shown for item A022 shows 1475.5 SY. The pavement replacement is only 1,455.5 SY. Please clarify.
Government Answer: Refer to Bid Schedule CLIN A024. Quantities have been reviewed and updated with this Amendment. Offeror shall provide bid based on the bid schedule provided with this Amendment. Exact quantities may vary and will be field verified prior to payment.
23. Phase 2 aggregate base quantity exceeds both the asphalt roadway pavement replacement and concrete roadway replacement quantities. Please clarify all the aggregate base quantities and all pavement restoration quantities.
24. The Pre-Solicitation Synopsis says on page 1 “TYPE OF PROPOSED CONTRACT:
Firm Fixed Price, Sealed Bidding”. Standard Form 1442 seem to depict a Unit Price bid based on.
a. Is this a unit price bid where each quantity for items is measured and paid for according to work completed?
Government Answer: See response to RFI #4.
b. Or are the quantities approximate and the work necessary to complete the project should be included in the overall cost of the pay items without regard for missing or incorrect plans or quantities? This method does not yield an apples to apples bid.
Government Answer: See response to RFI #4.
25. What is the basis for award of the project?
a. Base Bid (Phases 1 & 2)
b. Base Bid + Alternate
i. If Base Bid + Alternate, will the USACE know they have the funding in place for the Alternate to determine whether it will be selected prior to awarding this contract?
Government Answer: Refer to Section 00 70 00, Clause FAR 52.217-5.
Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. For this solicitation, the base consists of phase 1 and 2. The option consists of phase 3. Evaluation of options will not obligate the Government to exercise the option(s). Pursuant to FAR 14.408-2, the contracting officer shall determine that a prospective contractor is responsible and that the prices offered are reasonable before awarding the contract.
26. With a December 19th bid date, what is the expected executed contract date? Could this be completed on or before March 1, 2023?
Government Answer: Bid due date and bid opening date extended with this Amendment. Bids shall remain valid for 60 calendar days for Government acceptance and award.
27. The March 1 date above has a bearing on this question. Per sheet 14 Note 3 and 4 there are time restrictions on tree removal.
a. If this project is not executed by early March, then the project will be on hold until October 1, 2024. This will have a substantial impact on the schedules and costs of the contractors bidding this project.
Government Answer: Noted; See response to RFI #26.
b. The first item of work on the project will be the clearing of the Phase 1 detention area, then the installation of sanitary sewer through the same area.
Government Answer: Noted; See response to RFI #19.
28. Metrolink Railroad questions:
a. Who pays for the Metrolink coordination, permits, and flagging?
b. Has Metrolink been informed of this project having a 20’ deep manhole installation only 20’ form their tracks with a 35’ differential between track elevation and flowline of pipe?
c. Has Metrolink approved the plans? If not, who pays their engineering fees for review and approvals and redesigns?
d. Has Metrolink granted easements or Right of Entries for the outlet points for this project to be installed Metrolink property?
e. Does Metrolink allow access on their ROW to the Phase 1 Storm, Sanitary, Tree Clearing and Detention pond work through their aggregate roadway access adjacent to the tracks?
f. Drawing from sheet 3 below shows in yellow the construction limits, but no designation for construction easements.
29. Work Phases questions:
a. Can work be completed in different phases at the same time, or does phase 1 have to be completed prior to phase 2, and 2 before 3?
i. For instance, can the tree removal be done for all phases at the same time?
ii. Asphalt and concrete…
iii. Restoral and seeding…
Government Answer: The Contractor may start and complete the work in such order and sequence as desired subject to compliance with the Specification Section 99999, Section 701 for traffic control and management requirements, coordination requirements, and work schedule restrictions. Work can be completed based off of contractors means and methods for any awarded phases as long as specification requirements are being met.
b. Can you elaborate as to when it will be determined if Phase 3 Alternate will be accepted, and the work performed.
Government Answer: When funds are appropriated by Congress; will be unknown at time of award.
c. Will funding be available to complete phases 1 & 2 in a 12-month period?
Government Answer: Funding is immediately available upon contract award.
d. Will funding be available to complete phases 1 & 2 & 3 Alternate in a 12-month period if it’s within budget, or will there be a delay on funding?
Government Answer: Funds for the base (phases 1 & 2) are available at time of award. The option (phase 3) will be available when funds are released by Congress; TBD.
30. There are many quantities that are split evenly 50-50 from the previous bid out of phase 2 and into phase 3, but it doesn’t seem like those quantities line up with the work being installed in each of those phases correctly. Pavement Removal, curb removals, new pavement etc. It seems that if the base bid (1 & 2) was taken, but the phase 3 option was not, then there would be missing quantity to complete phase 2 work.
31. Per Belleville Code, any hardscapes (sidewalks, driveways, curbs, pavement) have to have trench backfill installed under and within 2’ of the improvement. There are areas of sidewalk that have no trench backfill shown but it will be necessary.
Government Answer: Comment received. No question is proposed to the Government. However, backfill requirements are outlined in specification section 99999.
32. There are numerous areas on the project where per plan we’re to install storm sewer either in the street or behind the curb within 3-5’ of the existing curb and gutter that the operation of running an 85,000-pound excavator with 36” tracks and overall width of 11’ will cause the curb or sidewalk to be destroyed. There is no saving something like this. The curb will need to be sawed off of concrete pavement prior to installing the storm so that the concrete pavement is not torn up from the curb tie bars pulling on the existing pavement. The sidewalk will need removed and replaced if driven on. Examples of this are:
a. N Charles storm is under the curb and the trench will be under the edge of the sidewalk, but there’s no sidewalk removal included. See pics below as an example. There are many more locations just like this. I believe the pay item description in 01270-6 would cover the excess removal because of the “as required for the work” statement, but it’s going to raise the cost of the project and affect your budget. Payment for the sidewalk replacement outside that called out in the plans is not clear but should be paid per the sidewalk pay item.
b. The proposed new storm is under existing curb with a trench width of approximately 4’. There’s only 2’ between curb and sidewalk. Sidewalk will be destroyed from performing the storm install.
c. Below no sidewalk is called out to be removed and replaced.
33. On Belle Street only about ½ of the total pavement removal and curb removal and replacement is accounted for. Everything necessary for the sanitary sewer installation replacement is missing. The same is the case for the sanitary sewer on N. Charles Street. In both cases only removals and replacement for the storm sewer is considered, and even that is not wide enough for the depth of storm sewer or the consideration of what machine will have to dig it and how big they’ll be to drag the required trench boxes. Increasing quantities will include pavement removal, pavement replacement, earth excavation, aggregate base, curb removal, curb replacement, Inlet/manhole elevation adjustments, etc.
Government Answer: Revised Plans are provided with this Amendment. Offeror shall provide bid based on the bid schedule provided with this Amendment. Exact quantities may vary and will be field verified prior to payment.
34. Is there a detail & a location given for the Aggregate Surface Course Type A called out in Phase 2 and 3?
Government Answer: No plan sheet detail provided for Aggregate Surface Course Type A. Offeror shall provide bid based on the bid schedule provided with this Amendment. Exact quantities may vary and will be field verified prior to payment.
35. Is there any Plans Sheets that can depict the exact work areas for Phase 1, 2, & 3?
It would be nice to have an overview of exactly where each Stage starts and stops for takeoff purposes. This request was given last time and was somewhat answered, but now with the new phasing quantities, we’re now unsure what has moved out of Phase 2 and into Phase 3.
Government Answer: See response to RFI #16.
36. Can you provide details & schedules to show where the Aggregate Base 4" goes on the project? Are they under sidewalks, driveways, or pavements? Concrete vs asphalt?
Government Answer: See response to RFI #22.
37. In Phase 1 & 3, can we get a schedule of where the 19 Sanitary Sewer Laterals are to be reconnected?
Government Answer: Offeror shall provide bid based on the bid schedule provided with this Amendment. See updated Plans; final quantities will be verified in the field.
38. What happens if sanitary laterals are crossed when installing storm sewer? What if they need relocated by digging back into the homeowners’ yard to make an elevation change to allow the lateral to not be in the same flowline as the new storm sewer? Anytime the existing sanitary main is running down the street and we are installing new storm sewer on either side of it, there’s a really good chance the flowline of the storm be deep enough to come in contact with the existing lateral.
Would this be covered in the pay item “Reconnect Sanitary Sewer Lateral per each” or would you want to create a pay item for connecting sanitary sewer laterals with a unit of per foot in case we have to go outside our trench to make the connection possible?
Government Answer: Only laterals attached to sanitary sewer work will be paid for at the provided unit price. Offeror shall provide bid based on the bid schedule provided with this Amendment. Quantities will be field verified.
39. When there is a temp cover for a pipe excavation and a steel plate is required, then that is on the contractor under Temp Traffic Control. But, when the aggregate is needed to cover the trench until later when asphalt can be installed, per 0120-1 this should have a pay item called “Temporary Surface over Trench” and would usually be paid for in tons. See below.
Government Answer: No question was posed to the Government. However, temporary aggregate surface will be incidental to Temporary Traffic Control, Bid Schedule CLINs A002, B002, C002.
40. Missing pay item for “Remove and Restore Trail” per 01270-5. See below. Sheet 20 is probably the bike path in reference at Jefferson School.
Government Answer: Refer to Bid Schedule CLIN B026 with this Amendment.
41. Missing pay item for “Pavement Removal, Lebanon Avenue” per 01270-5. See below.
Government Answer: Refer to Bid Schedule CLIN C015 with this Amendment.
42. For the pay item Sanitary Sewer Abandonment or Removal, 10”-15”, the unit of measure is Cubic Yards.
a. If the sanitary sewer is just removed instead of filled with flowable fill, because it’s in the way of the new sanitary sewer or grading or storm sewer, how is this removal paid? Usually this would be removal by the LF. See below and example on sheet 17 below. The proposed storm sewer and sanitary sewer runs parallel to and in and out of the flow line of the existing sanitary sewer.
Government Answer: Bid schedule unit of measure has been updated to Linear Foot (LF) for CLIN A019 and CLIN C016 with this Amendment.
b. Sanitary Sewer that is to get CLSM grout filled by the CY, does it need to be pressure grout filled or just have CLSM dumped in and vibrated until it appears the pipe is filled or the CLSM doesn’t flow any further?
Government Answer: CLSM is necessary for the sanitary sewer along Belle Ave. See revised Abandonment of Sewers specification section 02222.
Payment will be made per Liner Feet.
c. Could there be other laterals tied into the lines to be grout filled that could still go to houses and cause sewer issues if not dug up and capped?
Government Answer: Due the age of the infrastructure for the entire St Louis Metropolitan area, and the possibility of differing site conditions, this is a possibility for any project. This answer does not constitute confirmation of existence of said laterals. Decision making process for differing site conditions is governed by FAR 52.236-2 DIFFERING SITE CONDITIONS
43. How are the trees at St Thersea’s Church paid for on sheet 50 and 51?
Government Answer: Tree removal for Phase 3 will be paid under Bid Schedule
CLIN C008.
44. There are no pay items for Storm Sewer Removal of any size except 48”, yet there is storm sewer to be removed or abandoned all over the project and on nearly every intersection. Is this additional storm removal to be paid along with the trench backfill needed for all the removal within the pavement and curb and gutter? Pay item usually is in LF of Storm Sewer Removal XX” and Trench Backfill in CY.
Government Answer: We have included a pay item for removal of the 48-inch sewer in the detention basin; refer to Bid Schedule CLIN A020. All other storm sewer removals are considered incidental to the project.
45. On Sheets 13 & 14 in the Detention Basins the engineer calls out and gives a detail for Modular Grass Pavement, however, there is no bid item for that work?
a. Will you be adding in a pay item for Modular Grass Pavement?
Government Answer: Access to basins has been removed from the plans with this Amendment.
b. There’s also no application for the detail on sheet 104 for the Concrete
Detention Pond Access Road. Could this be the same as the Modular Grass Pavement call out on the plan sheets 13 & 14?
c. Will you be adding a pay item for Concrete Detention Pond Access Road 6”?
This seems like major overkill for a detention pond access road.
46. Who pays for existing utilities relocates/redesigns/holding poles if they are in conflict with the proposed plans? City of Belleville? CORPS? What will be the decision-making process to get utilities to cooperate to complete relocations if necessary or design changes to the contract and timeline for such changes? This could be electrical (underground or overhead/poles), phone, communications, water, sanitary, private utilities, gas etc.? Plans just say contractor is to coordinate with utility. Are delays due to unknown, unforeseen utility conflicts billable via T&M if encountered?
Government Answer: Decision making process for differing site conditions is governed by FAR 52.236-2 DIFFERING SITE CONDITIONS.
47. What does the highlighted area really mean? There’s usually a curb and gutter between any sidewalk and pavement, so we’re not sure how pavement restoration should be incidental to sidewalk.
Government Answer: Pavement, sidewalk, or curb disturbance is depicted on the plans for reference; however, final quantities will be verified in the field.
48. It’s unclear how the plan calls out “Connect Existing Storm Sewer” and the pay item
Connection of Existing Pipe to Manhole relate to each other.
a. Are we to assume the connection will include however much pipe is necessary to connect Existing Storm Sewer? Per the special provision for Connection of Existing Pipe to Manhole, we believe only minimal pipe necessary to go from the existing pipe to the new manhole should be included.
Government Answer: Offeror shall only include the connection in its pricing.
Pipe will be paid at the unit price for pipe and size used per the solicitation bid schedule, plans, and specifications.
b. We do not believe the pay item Connection of Existing Pipe to Manhole should include new piping from an existing structure to a new manhole, or even any connection to an existing manhole.
Government Answer: Offeror shall only include the connection in its pricing.
Pipe will be paid at the unit price for pipe and size used per the solicitation bid schedule, plans, and specifications.
c. We believe there should be a pay item for “Connect to Existing Structure” if we’re to install new pipe from an existing structure to a proposed manhole, as well as payment for the pipe. See example below and special provision.
Government Answer: Refer to Bid Schedule CLIN C039 provided with this Amendment for “Connection of Existing Pipe to Structure.” Pipe will be paid for under a separate pay item(s).
d. Below seems more reasonable as to what one would expect from Connection of Existing Pipe to Manhole per the special provision.
Government Answer: Refer to Bid Schedule CLIN A036 provided with this Amendment for “Connection of Existing Pipe to Manhole.” Pipe will be paid for under a separate pay item(s).
49. More Connect to Existing Storm Sewer Questions:
a. In the example below from sheet 19, how are we to connect to the existing pipes if the Manholes and 48” RCP storm sewer is to be removed or filled with
CLSM?
Government Answer: Only two sections of sewer will require CLSM per the specifications. No laterals are known to be attached to these runs.
b. Should this be paid via pay items for the following:
i. MH removal,
ii. storm removal (no pay item in contract for the 15” or 24”)
iii. connection to existing curb inlet structure (no pay item in contract)
iv. connect to existing pipe (15”)
v. storm sewer pipe length paid between the curb inlet and the 15” RCP
vi. It’s not as simple as just saying Connect Existing Storm Sewer.
provided with this Amendment.
c. On the inlet below the 48” pipe, should there be pay items for the following:
i. connection to existing curb inlet structure (no pay item in contract)
ii. storm sewer pipe length paid between the curb inlet and new box structure 24” RCP
Government Answer: In this location the existing structures can be used, and the 48-inch Storm sewer can be abandoned. Any necessary new sewer will be paid at the provided unit price.
50. Should there be a Pay Item for Retaining Wall Removal for the 50’ called out on
Sheet 14?
Government Answer: Refer to Bid Schedule CLIN A022 provided with this Amendment for “Remove Retaining Wall.”
51. What work should we be doing in this area on sheet 21? There seems to be no reason for the Connect to existing storm sewer call out.
Government Answer: Disregard callout. New plan sheet 21 provided with this Amendment.
52. The Special Provision on sheet 01270-8 calls out Asphalt Pavement to be 6”, but the detail on sheet 15 calls out 4” HMA pavement with 8” Agg Base. There are no pay items for 8” agg base or for 4” HMA pavement. What is correct?
Government Answer: The below detail on sheet 15 has been removed with this Amendment
53. All the details on sheets 101-103 call out 8” agg base course ty A. There is no pay item for 8”. Changing to 8” from the plan pay item of 6” will increase the earth excavation by 2” for all areas containing agg base. What should the thickness of agg base be?
Government Answer: In these locations, aggregate base course should be 6-inches. Plan sheets 101-103 have been updated with the Amendment.
54. Pay widths for pavement removal and restoration.
a. Can you confirm the pay widths would be increased due the below highlighted “additional removal to curb, gutter, or pvmt edge if within 2 ft”?
provided with this Amendment. Exact quantities may vary and will be field verified prior to payment. Refer to plan sheet 103 pay widths.
55. Should there be a pay item for “Lebanon Avenue Patch” as it does not meet any of the existing pay item requirements?
Government Answer: Refer to Bid Schedule CLIN C026 provided with this Amendment for “Lebanon Avenue Pavement Patch”.
56. The removals and depiction of the storm sewer on Sheet 85 (below) are incorrect.
The removals show what would need to be done if the existing 48” pipe was being installed on this contract. The entire Belle Street including curbs will be removed along with the intersection of Lucinda and Belle for the new storm and sanitary lines to be installed.
Government Answer: Updated plan sheet 85 provided with this Amendment.
57. Should there be a pay item included for “connect to existing sanitary manhole” for the connection to the existing manhole on sheet 19 for the new sanitary sewer diversion? Currently there is an inlet and outlet, both at elevation 506.77, but the new sanitary connection is to be installed at 507.90’. There is no hole in the manhole now an no mention of needing to connect incidentally.
Government Answer: Offeror shall provide bid based on the bid schedule provided with this Amendment.
58. Please provide locations on a drawing for each of the 10 Reconnect Sanitary Laterals in Phase 1.
Government Answer: Revised plan sheets 57-58 are provided with this Amendment. Exact locations may vary and are to be field verified.
59. In an area like the one pictured below, would the
Government Answer: Incomplete question; Government cannot answer.
60. Is all layout for the project the responsibility of the contractor?
Government Answer: City of Belleville will work with Designer of Record to provide layout to contractor.
61. Will digital files of the project in AUTOCAD or MicroStation be provided for building models?
Government Answer: Files can be provided for reference purposes only.
62. Will the design engineer provide all the grading details for roadways to be removed and replaced (Belle and N Charles) including curb grades and centerline grades.
Government Answer: Contractor to match existing grades per specification section 99999.
63. Is it expected that if a variable width patch and new curb are installed along a roadway, the existing roadway elevations and slopes will dictate the elevations of the curbs and gutter and no consideration by the contractor should be given to smooth out or redesign the curb line? Or will the design engineer design what is correct for flow and slopes and provide the data so that the city has smooth curbs instead of wavy curbs following old settled pavement?
Government Answer: City of Belleville will work with Designer of Record to provide layout to contractor.
64. Sheet 22 missing pay items:
a. CONTRACTOR TO FIELD VERIFY AND RELOCATE 3 INCH YARD HYDRANT PER OWNER DIRECTION. Is this to be incidental or if necessary to relocate is this paid Time and Materials. There is no direction as to where it’s to be relocated to. There currently is no pay item.
Government Answer: If relocation is required, this will be incidental to pay item for Storm Sewer Installation.
b. REMOVE AND REPLACE EXISTING 12 IN CMP CULVERT AS
NECESSARY and 10 L.F. OF PROPOSED 12 IN CMP CULVERT. EXTEND CULVERT PAST FENCE AND REGRADE TO BASE OF FENCE. Both are on the same page on the same run of pipe. There is no pay item for this work.
Government Answer: ‘Remove and Replace Existing’ is incidental to pay item for Storm Sewer Installation. Refer to Bid Schedule CLINs A035, C037, C038 provided with this Amendment.
c. REMOVE AND REPLACE EXISTING FENCE AS REQUIRED This we believe is to be paid for with Pay Item B046, but like the item above, we’re not sure because there’s a specified amount of fence to be removed and replaced (250’) per the pay item, but this note says, “as required”. How much fence are we removing and are we getting paid for all fence removed and replaced?
Government Answer: Note on plan sheet 22 has been revised with this Amendment.
65. The following sheets 85-92 have been marked up to show what we believe to be additional curb removal, sidewalk removal, pavement removal, driveway removal and then the replacement items associated that are currently not accounted for in the bid. This is not an exhaustive analysis, but a quick run through based on the width of machines necessary to do the work compared to the centerline of the ditch and adjacent structures that will be crushed from the 85,000# machine. There is missing removals on Lebanon Ave just south of Lucinda and Arthur, and marked up removals on Arthur that will not be needed because of no work in the area. (See attached PDF) vary and will be field verified prior to payment.
File details come from the government source that posted it. Updated .
