About this file
This document contains questions and answers regarding Solicitation Number W912P923R0072 from the Department of the Army Corps of Engineers Engineering District St Louis for generator upgrade work at a lock and dam bulkhead crane. The solicitation seeks a contractor to remove an existing motor control center and install a new one, connect feeders from a government-furnished generator, and make other electrical changes. The period of performance is one year, but longer lead times for equipment may be considered. The government will provide fuel for generator testing and startup assistance. Temporary scaffolding is not required as the work can be accessed from the dam bridge deck. A 168-hour outage window will be allowed for the work. Existing conduit mounts and the auxiliary crane can be used for the work.

Questions and Answers 11 September 2023
1. The contract documents reference “Appendix B – Technical Specifications”, but this document is not available on the SAM site. Are these specifications available for us to review?
Answer: Appendix B is in the body of the RFP. It has also been added as an attachment.
1. For the government furnished generator, will the government provide diesel fuel for generator tank for checkout, startup, and final fueling?
Answer: It is the Government’s intent to furnish all fuel necessary for the new generator unity?
1. Will the government provide factory checkout and startup services for the generator from the vendor they bought the unit from?
Answer: The Government will provide startup services.
1. Will the government provide hoisting for the MCC removal and replacement, for the enclosure roof, and for other large items?
Answer: The Government will aid with crane picks, as necessary, in accordance with Section 4.4 Auxiliary Crane.
1. On page 5 of 23 for statement of work, paragraph 1.10 “Scheduled Outages” indicates that the contractor shall have only 72 hours to remove and replace the MCC, install feeders from the generator to the new MCC, determinate existing power and control wiring and make other miscellaneous changes. This does not seem to be a reasonable amount of time. This would take many weeks to perform this work. Can more time be allocated?
Answer: The Government is comfortable stretching this to 7 days. It is the Government’s assumption that all necessary preparatory activities can be completed while the existing MCC is still online. Multiple outages may be requested as needed by the contractor during preparatory activities.
1. Is a bid bond and/or a payment and performance bond required for this project?
Answer: No.
1. What if the existing wiring is not long enough to terminate to the new motor control center terminals? Can the existing wiring be spliced?
Answer: The new MCC bucket layout will mirror the existing MCC’s layout. The Government does not anticipate splicing to be required. However, if during construction it is determined that minimal splicing is required, the contractor may submit an RFI for direction. All splicing must be reviewed and approved by the Government prior to completion.
1. How should the new conduits be attached to the existing framework. The existing conduits routed under the carriage of the crane are attached to angle iron that is welded to the structure and the conduits are u-bolted to the angle.
Answer: Conduits would be connected using angle brackets and U-bolts.
1. Are any new auxiliary controls being added such as emergency stops, indicator lights, or other controls?
Answer: No.
1. The contract documents indicate that the period of performance is 1 year. Due to supply chain, motor control center lead times have for production after approved submittals have been 52-60 weeks. Can the period of performance be adjusted to accommodate the equipment procurement?
Answer: Offeror’s shall assume a 1 year PoP for purposes of this proposal. If significant lead times will affect completion of work in accordance with this time the contractor can include that information with applicable submittals for Government consideration.
1. In order to install new conduit under the carriage of the crane, a temporary scaffold bridging across the walkways may be required in order to work underneath the crane. Does the Lock have a temporary scaffolding bridge to perform work under the crane that the contractor can utilize?
Answer: It is the Government’s assumption that temporary scaffolding will not be required during the completion of work. All new conduit locations can be accessed from the dam bridge deck. The Government does not possess a form of temporary scaffolding or safe span.
1. Is a contractor quality control supervisor required to be present during all work on site?
Answer: No.
1. Keyed note 4 on sheet E-602 indicates that the contractor shall provide a load bank. Is this correct? Please provide the technical specifications for this load bank.
1. Answer: Specifications are included in Appendix B.
1. Does the government have a equipment submittal for the generator set that they can share?
Answer: See attached pictures for make/model reference.
1. Are there any liquidated damages on the project?
Answer: No.
1. Is all work required to be completed within the 72-hr. outage window as per section 1.10 Scheduled Outages?
Answer: The Government will allow for a 168-hr. outage window.
1. Will the contractor be required to install new conduit mounting struts to the underside of the bulkhead hoist crane or are the existing conduit struts available for re-use?
Answer: Existing conduit struts are available for re-use.
1. Can the auxiliary hoist crane be operated once the main MCC is offline?
Answer: The auxiliary hoist crane can be operated independently of the MCC regardless of whether it is online or not.
1. Do conduit clamps need to be welded in order to improve vibrational resistance?
Answer: This will depend on the mounting type. The Government prefers the angle bracket with U-bolts method.
