1. CLIN 1004 Asher Creek / Lost Creek Waterfowl Refuge - When is the seasonal date for when they are deployed (-48 hours)? Seasonal dates are determined annually by the Missouri Department of Conservation (MDC) operating under guidance distributed by the US Fish & Wildlife (USFWS) service to establish the state’s waterfowl season. Each year, MDC establishes the prescribed zone duck season and announces accordingly. Historically, the dates start in early November and go through early January. However, these are subject to change depending upon MDC and/or USFWS policy changes. When is the season over to establish removal/maintenance? See above comment. Do we include the anchor block and wire rope/fittings costs into each of these buoys? Yes Are these buoys provided by the owner and will they be marked already, or should we include that cost for marking them into the line item? Wappapello Lake stores these buoys and they will be made available to the contractor. They are already affixed with the proper markings.
1. For the buoys that are noted as “Year-round, as needed,” what would be the best way to provide pricing for these events? These buoys are all currently in place and are not removed. Is there any historical information for how often events occur where the buoys are affected by the changing in pool elevation? Historically, these buoys require little, to no, maintenance. However, cable/rope systems have been known to fail without any obvious “symptoms” or warning. This is extremely rare, historically, to the frequency of an approximately 1-2 of these requiring resetting each year. Most years, no maintenance work is required in the form of relocating/resetting.
1. For the campsite inspection/cleaning task, are we to propose the pricing based upon performing all 6 sites @ 5 times per year (April 15th, May 25th , June 30th, August 30th and October 15th) Yes. The only exception would be if one, or more, are inundated due to an elevated lake level.
1. For fish structures CLIN 0011, would we plan on deploying all 50 of them during one timeframe? Deployment strategies could be done at one time or scattered throughout the allotted deployment window. And if so, what is the significance of the dates noted on page 6 in the appendices section as Oct 1 – Feb 28? The only significance is that, for the most part, recreational vessel traffic is greatly reduced during this time of year. These dates allowed for less interference of recreational “pleasure boaters” while work is being performed. Could they be installed prior to the October 1st date during the planned September 15th cleaning dates for the buoys? From an environmental and regulatory perspective, the structures could be placed prior to the October 1st timeframe, if the contract specifications were modified.
1. As the contractor provided materials includes anchor blocks and wire rope, do we incorporate those costs into the placement for each of the seasonal buoys and how do we incorporate any of those costs for the maintenance of other buoys should they break during recovery or appear to be not reusable? The cost would need to be factored into each of the seasonal buoys, initially. To incorporate maintenance costs on other buoys would be determined by the frequency in which the year-round buoys have issues. There should only be need to factor costs in the event one of them was to break free (which does happen, but very infrequently). See comments in question 2).
1. Since we are not a local service provider, how do we provide the rates for changes within the pool elevation that would be unplanned such as to cause events where hazard buoys may be needed at the bridge pilings, etc.? These types of events will provide a window of opportunity for COE to notify the contractor of estimated lake elevation changes (timeframe will depend upon the amount of rainfall, time of year, and existing lake conditions). The swimming beaches provide the same type of issue, as slight elevation changes can require an adjustment, as can the fact that people often tamper with the system currently in place that results in an adjustment being required. On major lake fluctuation, numerous beach adjustments may be required in order to keep the swimming beaches open to the public.
1. Would it be possible to leave our boat in the water during these tasks or do we have to plan to trailer the boat daily and launch the next day? Boat would need to be removed each day, unless contractor coordinates with one of the local marinas to leave boat in the water. COE launch ramps provide courtesy docks, but they wouldn’t be able to be occupied for long lengths of time, as they would take the ability to be used away from the public. Two marinas are located on the south end of the lake potentially providing opportunity to store a boat overnight.
1. Does the lake have launch that supports a 30’ boat aluminum work boat? Yes
