Section SF 1449 - CONTINUATION SHEET
PWS
Wappapello Lake is a Corps of Engineers Civil Works Water Resource Project developed for the purposes of flood risk management, recreation, and fish and wildlife conservation. This 44,000-acre public land and resource project hosts approximately 1 million visitors annually pursuing outdoor recreation opportunities, including camping, fishing, boating, hiking, and hunting. The Wappapello Lake Project Office address is 10992 Highway T, Wappapello, MO 63966.
Wappapello Lake is a flood control reservoir and is operated based on an approved Water Control Pool Regulation Plan. Fluctuations of 10 to 20 feet in lake levels are common each year.
Based upon this plan, beginning approximately 1 April to 15 December, the lake pool is maintained at 359.74 NGVD (recreation pool). Maximum rise in elevation is approximately 45 feet above recreation pool. From approximately 15 December through 31 March, lake pool is lowered to 354.74 NGVD (conservation pool). The contractor will be notified if the lake is scheduled to be taken down below conservation pool and all pool depths may vary due to seasonal flooding. The Contractor should be aware that low water conditions exist when the lake is at conservation pool. In no event will flooding or low water conditions constitute grounds for a claim after contract award.
The Contractor shall provide services, to include all personnel, equipment, materials, supervision, and other items and services necessary to perform Buoy Maintenance Services at designated locations around Wappapello Lake. Buoys shall be maintained in accordance with applicable Missouri State Highway Patrol, Water Patrol Division Buoy Permits, contract work schedules and specifications contained herein.
1.Work to Be Performed –
a) Buoy Maintenance Service – This section describes the work required for the installation, removal, inspection, maintenance, repair, replacement, and cleaning of all buoys, depth gauges, anchors, cables, and associated hardware. Exact placement and specification of buoys will be in accordance with maps, schedules and information contained herein or as directed by the KO or their representatives.
b) Buoy Inspection, Maintenance and Reporting – The contractor will clean and inspect all buoys per the schedule. (Appendix B). Inspection will include but is not limited to, proper location, proper markings, and reporting of damage to buoys (Appendix C). The contractor shall use a checklist (approved by the COR prior to work) to inventory all lake buoys during inspection. Items noted during this inspection will be submitted with the contractors’ daily log report and checklist within 24 hours of work completion. Damaged and/or missing buoys will be reported to the KO or COR within 24 hours after inspections have been completed. Any damaged decals will be repaired with appropriate symbols, striping and/or wording by the contractor. All decals, numbers and letters on buoys will be in like new condition prior to being placed on the buoy. The contractor has 48 hours to adjust, replace, and/or reposition any deficient buoy assembly found during this inspection. If requested by the KO or COR, the contractor shall replace/relocate buoys and/or anchors, if necessary.
c) Buoy Cleaning – The contractor will clean all buoys including beach pipeline, depth gauges, and beach anchor marker buoys per the schedule. (Appendix B). The contractor shall use a checklist (approved by the COR prior to work) to inventory all lake buoys during cleaning and inspection. Buoys may be cleaned while still in place provided that the buoy is lifted out of the water far enough for cleaning and rinsing the top and all sides. The bottom of the buoy does not have to be cleaned unless it is being removed from the water and is being brought back into the designated storage area. A government-approved, bio-degradable, light-duty cleaner/detergent may be used. If heavier cleaners/detergents are required for cleaning, buoys must be removed from the water and cleaned in a manner preventing secondary water contamination. The contractor shall not use abrasive cloths, rags, etc., or cleaners that will remove and/or scratch the smooth plastic finish on all buoys.
d) Buoy Installation and Removal – Buoy installation is to be accomplished as scheduled, or as directed by the KO or their representatives (Appendix B). All buoys removed from the lake shall be cleaned, transported, and stored in a designated area delineated by buoy type.
e) Buoy Adjustments – If any buoys are determined to not be compliant with Missouri State Highway Patrol, Water Patrol Division Buoy Permit or otherwise not in their proper location and need minor adjustment, i.e. No Boat/Idle Speed buoys not in straight line, or Mid-channel out of position, the contractor will be notified by the KO or COR.
The contractor shall have 48 hours from time of notification to adjust properly and/or locate all buoys.
f) Buoy/Anchor Replacement – The contractor is notified upon award that several anchor lines and/or anchors and buoys have been in place for multiple years and hardware may be subject to breakage at any time. When anchors, cables/ropes are lost due to breakage, the contractor will furnish appropriate anchor, cable/rope, and hardware to reinstall buoy.
All supplies must meet the specifications included in (Appendix D.1).
1.1 Types of Buoys
1.1.A) Permanent Buoys – These buoys shall be inspected, cleaned, and maintained in accordance with the schedule (Appendix B).
a) Mid-channel buoys (35) – Mid-Channel buoys are positioned in the bends of the old river channel so that boaters can approximately navigate from one buoy to the next and stay in the deeper water. (See Appendices E.1-8). Cable/rope lengths for all permanent buoys will be set to reach the bottom of the lake at a lake pool of 359.74 NGVD plus (8) feet to allow for pool fluctuations. I
b) Inlet Barrier Float (20) – These buoys are used for delineating, marking the hazardous area of the inlet channels. (See Appendix F). Cable/rope lengths for all permanent buoys will be set to reach the bottom of the lake at a lake pool of 359.74 NGVD plus
(8) feet to allow for pool fluctuations. All permanent buoys will be inspected, cleaned, and maintained in accordance (Appendix B).
c) Inlet No Boat (6) – These buoys are used for restricting boat access to the hazardous turbulent water area of the inlet channel. (See Appendix F). Cable/rope lengths for all permanent buoys will be set to reach the bottom of the lake at a lake pool of 359.74 NGVD plus (8) feet to allow for pool fluctuations. All permanent buoys will be inspected, cleaned, and maintained in accordance (Appendix B).
d) Chaonia Idle Speed (2) – These buoys are used to slow boat traffic to an idle speed zone as they enter the Chaonia Landing Marina cove from both the main river channel, near mid-channel buoy #35, and from Snow Creek (See Appendix G). These buoys are in place to help to protect the marina’s floating facilities from high wave action. Cable/rope lengths for all permanent buoys will be set to reach the bottom of the lake at a lake pool of 359.74 NGVD plus (8) feet to allow for pool fluctuations.
All permanent buoys will be inspected, cleaned, and maintained in accordance (Appendix B).
e) Mayhem Hollow Idle Speed (4) – These buoys are in place to serve to protect shoreline areas of historic aquatic vegetation plantings and to provide a wake-free location for users (See Appendix H). Cable/rope lengths for all permanent buoys will be set to reach the bottom of the lake at a lake pool of 359.74 NGVD plus (8) feet to allow for pool fluctuations. All permanent buoys will be inspected, cleaned, and maintained in accordance (Appendix B).
f) Sundowner Idle Speed (1) – These buoys are used for slowing boat traffic to protect marina facilities as you enter the lease area cove from the main body of the lake and to help reduce user conflicts. (See Appendix I). Cable/rope lengths for all permanent buoys will be set to reach the bottom of the lake at a lake pool of 359.74 NGVD plus
(8) feet to allow for pool fluctuations. All permanent buoys will be inspected, cleaned, and maintained in accordance (Appendix B).
g) Sundowner Breakwater (3) – These buoys are used for warning boat traffic of the location of the breakwater which serves to protect marina facilities from high winds and wave action. (See Appendix I). Cable/rope lengths for all permanent buoys will be set to reach the bottom of the lake at a lake pool of 359.74 NGVD plus (8) feet to allow for pool fluctuations. All permanent buoys will be inspected, cleaned, and maintained in accordance (Appendix B).
h) Peoples Cove (4) – These buoys are used for slowing boat traffic as you enter the Peoples Creek Recreation Area by boat to protect boat ramp/fishing pier/beach/campground users. (See Appendix J). Cable/rope lengths for all permanent buoys will be set to reach the bottom of the lake at a lake pool of 359.74 NGVD plus
(8) feet to allow for pool fluctuations. All permanent buoys will be inspected, cleaned, and maintained in accordance (Appendix B).
i) Beach Anchor Marker (6) – The beach anchor markers will either be in the form of an anchored depth buoy or a permanent PVC or wooden pipe/pole to serve to notify beach users of the approximate water depths. (See Appendices K.1-K-3). Cable/rope lengths for all permanent buoys will be set to reach the bottom of the lake at a lake pool of 359.74 NGVD plus (8) feet to allow for pool fluctuations. All permanent buoys will be inspected, cleaned, and maintained in accordance (Appendix B).
j) Floating Pipelines at Beaches (3) – These buoys remain in the lake all year. At beach closing each year the Beach anchor marker is disconnected from these floating pipelines to allow for maximum water level fluctuations. These floating pipelines will be inspected, cleaned, and maintained in accordance (Appendix B).
1.1.B.) Seasonal Buoys – These buoys shall be inspected, cleaned, and maintained in accordance with (Appendix B).
a) Idle Speed Buoys – Four (4) Idle Speed buoys will be evenly spaced across Peoples Creek Cove in accordance with Appendix J. These buoys will serve to reduce boat speeds, thus reducing wake/wave action, to a large bank-fishing area, fishing pier, boat ramp, beach, and campground boat mooring area. All seasonal buoys will be set to reach the bottom of the lake at a lake level of 359.74 NGVD plus (15) feet to allow for pool fluctuation.
b) No Boat/No Swimming Buoys – Ten (10) No Boat/No Swimming buoys will be placed/removed in designated locations at Peoples Creek (4), Redman Creek (3), and Rockwood Point (3) Beaches at scheduled times or as directed by the KO or COR.
Buoys will be properly aligned and evenly spaced at 150 feet outside the yellow pipeline buoys at Rockwood Point, Peoples Creek, and Redman Creek (Appendix K.1, K.2 and K.3). NOTE: "No Boat/No Swimming" buoy placement will be coordinated with beach buoy installation. All "No Boat/No Swimming" buoys will be inspected, cleaned, and maintained in accordance with (Appendix B).
c) WATERFOWL REFUGE BUOYS – The contractor will be responsible for the installation and removal of (8) "Waterfowl Refuge-No Boat" buoys (Appendix L.1- L.2) Four (4) each in both the Lost Creek and Asher Creek Waterfowl Refuges.
Buoys will be placed 48 hours prior to the beginning of the designated Missouri waterfowl season and removed within 48 hours after the close of waterfowl season, unless directed otherwise by the KO or COR. Contractor will be notified of the opening and closing dates of waterfowl season, once they are announced by the Missouri Department of Conservation. Water depths in Lost Creek during winter pool (354.74 NGVD) may be extremely shallow. The contractor may be required to use a small boat to remove these buoys at the end of waterfowl season. Each of these buoys will be placed with up to 20’ of slack in the rope/cable anchoring system. The contractor may use one 35-40 lb. concrete block instead of a 150 lb. anchor in Lost Creek. Since these buoys are placed during winter months, their locations may become impacted by frozen lake conditions. If this occurs, the Contractor will be responsible for monitoring the area daily and removing the buoys once the area has thawed enough to access it by boat. The Contractor shall take all necessary steps to remove the Waterfowl buoys within established timeframes.
d) HAZARD BUOYS (Optional Item) – Hazard buoy placement, to mark hazards that are known, or that occur on an uplanned, infrequent basis, will occur at the request of the KO or COR. Cable/rope lengths will be adequate to mark the hazard, as well as 10’ of excess cable/rope. Examples are included, but not limited to, bridge pilings at Holliday landing, fishing piers at high lake levels, vehicles or other submerged items near boat ramps, items found on the lakebed posing a hazard to recreating users, etc.
The placement of these will be as specified, and requested, by the KO or COR.
Placement of hazard buoys will be included on the monthly invoice as per the bid schedule. Placement and removal of these buoys will be within 24 hours upon notification by the KO or COR.
e) Holliday Landing Bridge Pilings – When the lake pool reaches 372.0 NGVD, the contractor will (upon request of the Contracting Officer) attach one (1) "Hazard Area" buoy on five feet (5’) of cable/rope to the bridge pilings located north of Holliday Landing and shall be included on the monthly invoice as per the bid schedule. If it is determined that the lake level will exceed 377.0 NGVD, the contractor will add an additional 15 feet of cable/rope up to elevation 392.0 NGVD. If the lake is forecast to exceed 392.0, another 15 feet shall be added. When the lake elevation begins to recede, and reaches 391.5 NGVD and 376.5 NGVD, the contractor shall remove the additional 15 feet sections of cable/rope, respectively. When the lake pool reaches
372.0 NGVD the buoy will be removed unless otherwise directed by the KO or COR.
Due to possible higher lake levels in upper lake area, these pilings must be monitored ahead of anticipated lake elevation readings at the Gatehouse, as the lake starts to rise.
1.2.) Public Swimming Beaches – The public swimming beach buoys located at Rockwood Point, Redman Creek and Peoples Creek Recreation Areas will be maintained by the contractor.
The buoy lines delineating the swimming areas consist of a floating continuous length of 4” Medium Density Polyethylene (MDPE) yellow pipe. (Appendix K.1-3).
a) Beach Buoy Installation/Closure – Annually the contractor will install the beach pipeline and depth gauge buoys per the schedule (Appendix B.) Per the schedule, the contractor will connect/disconnect the lake anchor cables from the corners of the pipeline and place/remove the depth gauges Contractor shall connect the lake anchor cables at each of the two beach pipeline corners. The contractor shall have a mechanism for keeping the lines taut such as a “come-along” or other such device capable of adjustments as the lake elevations fluctuates up and down. Pipelines shall be kept taut but not overly tight which could damage them. Measures should be taken to protect the mechanisms from vandalism and tampering. The lake anchor cables will have a round orange marker buoy attached at the end of the cable. Four (4) depth gauge buoys will be installed/removed at each of the three beaches. Depth gauge buoys will be installed at the 4 and 6-foot depth on the outside of the beach pipeline (approximately 5 feet from pipeline) in accordance with (Appendix K.1-K.3). The government will supply the depth gauge buoys; the contractor will supply concrete anchors, anchoring materials, and adhesive numbers. Installing each of the 3 beach pipelines and depth gauges will be invoiced according to bid schedule.
b) Beach Buoy Adjustment (Optional Item) – When the beaches are open and the lake level fluctuates 1 foot or greater, the beach buoys are to be adjusted such that the maximum water depth at the outer pipeline within the swim area is maintained at a depth of six (6) foot plus or minus 1 foot. If the lake level fluctuates 1 foot or greater in depth, the floating pipeline and depth gauge buoys are to be adjusted and maintained at the 4 and 6-foot depth, plus or minus 1 foot. The contractor is responsible for maintaining the beach pipelines tight at all times. If the floating pipelines are found to be excessively loose or depth gauge buoys are found at the improper depth, the contractor will be verbally notified by the KO or COR to correct the problem within 48 hours. Additional anchors may be placed on beach buoys to help prevent sagging of buoys. Additional anchors must be approved prior to installation. NOTE: The beach pipeline buoys are used by swimmers to hang/sit on, which may result in looser conditions. Adjustment of beach buoys/depth gauges will be invoiced according to the bid schedule.
c) Beach Closure/Opening (Optional Item) – If high lake levels occur after installation of beach buoys and result in temporary beach closure, the contractor will be given verbal and/or written notification to disconnect the lake anchor cables from the floating pipeline corner. The (4) and (6) foot depth gauges will be removed or relocated as directed by the COR until the lake level recedes and the beach is to be reopened. After the lake level recedes, the contractor will be given notice to reinstall buoys. Temporary beach closure and buoy re-installation will be completed within 24 hours after notification. Adjustment of beach buoys/depth gauges will be invoiced according to bid schedule.
1.3) Island Campsites – There are (6) campsites located on the 2 islands at Wappapello Lake (Appendices M.1-4). A boat is required to access the island campsites. Each campsite consists of a picnic table, grill, and a lantern holder pole. Site dimensions are provided in Appendix M.1 and includes a ten (10) feet wide path from the lake shore to the campsite location. Per the schedule (Appendix B), the contractor will be instructed to clean, inspect, and maintain vegetation on each of the campsites. Cleaning includes, but is not limited to, removing all litter/trash within the existing maintained area of the site and an additional 20 ft in each direction, removal of all ashes/debris/trash from the grill and clean (remove all dirt/algae/build-up/etc.) all surfaces of the picnic table’s top and benches. Cleaning agents must be environmentally friendly and approved by KO or COR. Vegetation maintenance will consist of mowing and/or trimming all ground vegetative growth within the defined area of the campsites to a height of (3) inches, plus or minus ½-inch. Pruning of woody or overhead vegetation will consist of removing or trimming back vegetation encroaching in to designated campsite areas. All trash collected at the campsites shall be deposited in a government-maintained dumpster on the project.
1.4.) Lake ID and Navigational Arrows – There are a total of 9 navigational arrows beginning just south of Cozort Point and Ending near Berry Springs (See Appendices N.6-7. There are also a total of 13 numbered navigational signs starting at Rockwood and ending just south of the Greenville Recreation Area. (See Appendices N.1-5). A boat is required to gain access to these. Contractor will be required to inspect signs and posts, replace/report damaged or missing materials, clean, and control vegetation around Lake ID & Arrow Signs per the schedule (See Appendix B). Signs must be kept free from being blocked by brush from the ground or overhanging tree limbs if applicable.
