Questions and Answers II
Question 1: I understand that bidders are to complete both the Contract Bidding Schedule as well as the Task Order Bid Schedule. In the Q&A, it is not clear which of these will be used for basis of award. Is it the Contract Bidding Schedule?
Answer: The contract bidding schedule will be the basis of award. The Government plans to award a task order concurrently with the award of the base contract using FY 2022 funding.
**Both bid schedules must be completed in order to be deemed responsive**
Question 2: In order to complete the Task Order Bidding Schedule, contractors will need to estimate the number of tons per LF of structure. However, the provided cross section in the drawings does not provide a bottom elevation or overall height of the structure. As such, this takeoff is not able to be completed. Can the government provide this information?
Answer: Drawing C-401 “Typical Section – Breakwater” shows dimension of the breakwater structure. Due to the varying shape and slope of the shoreline only the approximate location can be provided. But the installed structure should match the profile with the provided tolerances and have a top part of the structure exposed at the 1.5’ height or approximately 601.5 elevation.
Further information provided in question 3.
Specification Section 02 01 00 Performance Requirement 5.1.3 Placement of Geotextile and Stone Protection provides information regarding the placement of stone.
Specifications section 02 01 00 Performance Requirement 5.1.4 Surveys provides a tolerance for height and width of the breakwater structure.
Question 3: If a particular structure requires more tonnage than what is initially estimated by the contractor, is the contractor paid based upon actual tonnage used or is payment limited to the estimated tonnage per the contractor’s estimate on the Task Order Bidding Schedule?
Answer: Due to the lake having varying slope and shoreline shape there is a possibility that more or less tonnage be required to construct the profile of the breakwater structure. Line item 0002 Breakwater Structure is paid by “tons placed”, to create the described profile.
The task order lists multiple “items and locations” that make up the “job”. The government is providing the length (based on permits) and location of each “item location”. The total amount of Tons listed in the task order is supplied by the contractor to complete all the listed “items” in the Job. Payment will be limited to the estimated tonnage provided by the contractor.
Question 4: If the Task Order Bidding Schedule is used in evaluation of bids for basis of award, it will make evaluation of bids difficult as contractors are likely to have different calculations of tons per LF of structure.
Answer: The contract bidding schedule will be the basis of award.
Question 5A: Can you please clarify which bidding schedule will be used for the basis of award on the
Lake Shelbyville Shoreline Revetment project?
Answer: See question and answer no. 1.
Question 5B: Can you share what conversion is to be used to convert cubic yards to tons on the riprap?
Answer: There are many ways to convert cubic yards to tons. The key factor is the weight of the stone or stone density. The Government cannot provide an exact stone density, only provide a list of approved quarries and provide the graduation requirement. See the Stone Source Document at the end of the contract for a list of USACE approved quarries and Stone specification section. Each quarry should be able to provide an approximate stone density (in weight) for the gradation specified in the contract specifications.
Question 6: Are you requesting a bond that is a single bond for the five year period, in the amount of the cumulative value of each performance period using the quantities in the bid sheet? Or
Issued on a task order basis, or even based on the annual performance period?
Since the years are optional after the first can it be assumed the bond is only needed for yr one and then issued consecutively if funding is available for the job?
Answer: Task Order basis.
