QUESTIONS AND ANSWERS

Lake Shelbyville Shoreline Protection W912P922B0031 Solicitation Questions and Answers

Question 1: Do you anticipate two mobilizations and demobilizations per year or one mobilization and one demobilization equaling the quantity of 2?

Answer: The project office is anticipating 1 mobilization/demobilization per ordering period and will try to maximize the work to be completed while the contractor is onsite.

Question 2: Can mobilization be set as a non pre priced item to allow the negotiation of mobilization each year?

Answer: The mobilization/demobilization line item is priced as "each" item. The line item reflects the contractors cost to mobilize to the lake project and establish sites to conduct work at any or all of the three defined locations per task order. The three areas identified should allow the contract the ability to reach any area of the lake to complete work. If the contractor chooses to operate out of only one location and transport the material by boat to areas farther away, they can choose to as part of their execution plan, but no additional time will be given to the schedule or period of performance for not moving operations to another approved mobilization site. As listed in the contract specification the contractor can also propose to use an alternative site for operation pending the Contracting Officers approval. Reference Section 01 22 00 Measurement and Payment, Par 1.1.

Question 3: With two different bid schedules being submitted — Contract Bidding Schedule, Task Order Bid Schedule — what is the basis of selection? Does the awardee need to be low on both schedules?

Answer: The contractor should bid the base contract line items for each ordering period. Additionally, the task order will use the same contract pricing for ordering period 1, for each job on the task order, except for the jobs that use the alternative stone structure line item. Those “jobs” are reviewed as individual proposals and evaluated by the government.

Question 4: During the winter will park roads be open and maintained ( e.g. snow removal) for contractor’s access to the work areas?

Answer: The park access roads remain open year-round to the public unless there is a safety hazard or flooding on the roadways. Basic snow removal from the roadways, accomplished by truck and plow during regular business hours. This does not include salt or spreading of sand.

Question 5: During the period of performance will there be work by others at the boat ramps that contractor will need to schedule around?

Answer: There is no other work scheduled to be accomplished at the identified highwater boat ramp mobilization/demobilization sites listed in the contract specs and drawings. Once the contractor has mobilized to that site it will be considered their jobsite and will be their responsibility until work is complete. The regular boat ramps will be operational for the public year-round.

Question 6: At the site walk it was stated that contractors could request alternate staging or access points to the work areas subject to KO approval. What is the approval criteria that the Gov’t will be looking at to approval an alternate staging area?

Answer: Correct, as listed in the contract under the mobilization/demobilization site specifications, an alternative site can be proposed and accepted, pending the Contracting Officers approval. The three sites that are preselected are the Opossum Creek high water ramp, Bo Wood high water ramp, and Wilborn Creek high water ramp. These locations were chosen to control haul route access roads to highway and county roads to minimize roadway damage and allow access to each section of the lake with relationship to the potential work sites identified in the drawings and are cleared of any cultural or environmental concerns. Any alternative site proposed should meet or exceed what the preselected sites currently offer. No sites can be located on a cultural sites, environmentally sensitive area, or state park managed area. Reference Sec 02 01 00 Performance Work Requirement, Par 2.

Question 7: Task Order Bid Schedule — CLIN 002. How will pricing be evaluated between bidders if there are different assumptions made on the quantity of tons required per subitem (i.e. Lineal Feet —> Volume —> Tons)

Answer: CLIN 002 “Breakwater Structure” will be evaluated on pricing for tons placed at the identified location listed on the task orders as a “Job”. Each Job on a task order may have a single site or multiple sites. The shape of the breakwater structure listed in the drawings is representative of the amount of stone needed to create that profile and will only vary a little. There is a tolerance +/- for height and width listed in the specification. All other assumptions for the contractor’s approach and execution cost should be represented in the type, amount, size of equipment and execution strategy to meet the period of performance and satisfactory level of quality.

Question 8: Task Order Bid Schedule. How will CLIN 002 be awarded? Unit Price or Job Price?

Answer: CLIN 002 “Breakwater Structure” will be awarded based on unit price of Tons placed. The “Job” represents a group of locations that will equal a total amount of tonnage to complete the work listed.

Question 9: Are the forms for the Equipment List, Financial, & Subcontractor Agreements available or do we make up the form ourselves? What information should be included?

Answer: The contractor will submit the information requested along with the contract bid schedule and the task order bid schedule. There is no special format or document to be submitted pertaining to the Equipment List and the Subcontractor Agreements. The Financial Form is attached to be completed and submitted with your bid.
