About this file

This document provides a sample format for a Small Business Participation Commitment Document to be completed by offerors in response to a solicitation. Offerors must identify whether they are a large or small business prime contractor and specify applicable small business categories. They must also commit to overall percentages of work to be performed by large and small businesses, and break out the participation percentages for each applicable small business subcategory. Additionally, offerors must list the principle supplies or services to be performed by specific small business subcontractors and describe the extent of their commitment to utilize small businesses for the requirement.

The related federal contract opportunity is a solicitation from the Department of the Army Corps of Engineers Engineering District St Louis for the Melvin Price Flood Control Project - Reach 1. The requirement is for construction services with an estimated value between $5-10 million and a contract duration of 420 days. Offerors must meet the submission requirements and Davis Bacon wage rates specified.

Small Business Participation Commitment Document (Sample Format)

The Small Business Participation Commitment Document format is designed to streamline and bring uniformity to responses and evaluations for Small Business Participation (FAR 15.304). The format provides clarity in that it is distinctly different than the Small Business Subcontracting Plan required for large businesses only (FAR 52.219-9). A copy of the format can be provided in your instructions to offerors or as an attachment to the solicitation.
