This site is located within the groundwater influence of the Mel Price Lock and Dam and is continuously loaded with a riverside water elevation on average of EL.
419 ft. This results in constant artesian conditions and excess pressures with active sandboils on the landside of the levee and within the work site of this contract. Landside piezometer data from years 2010-2019 in excel format are available for review.
Additionally, the relief wells at the contract top of riser EL. of 409
ft. will continually flow once constructed. The contractor shall recognize this increase in water within the work site and plan accordingly with properly handling the increased flow of water or install temporary extended risers on the relief wells to stop their production of water until the project is complete.
This area is subject to Interim Risk Reduction Measures to control the underseepage within the worksite during times of flooding. When the TW is forecasted for 23.0 and rising the interior ponding levels will be required to be raised to EL. 408 ft. to a max of EL. 415 ft. at a river stage of 29.5 ft. and rising.
j. The wood stave well abandonment shall be performed after all other relief well work to include installation of new wells and modification of existing wells.
k. The contractor shall maintain access for vehicular traffic and coordinate any temporary road closure or blockages with local police, DOCUMENT 00 08 00 Page 10 fire, and EMS authorities as well as the governing agency having jurisdiction over the road. The Contractor shall be responsible for repairing any damage to state, county or local roads caused as a result of construction traffic. The contractor shall obtain all the necessary permits for hauling over area roads. The contractor shall submit a haul road plan in accordance with Section 01 15 00 of these specifications.
l. The contractor will be required to develop a traffic control plan coordinated with the Illinois Department of Transportation for construction entering and exiting and any temporary lane closures to Illinois Route 143 that will be required during construction of this project and disposal of unsuitable materials. Traffic control devices shall be installed per IDOT request and per IDOT Highway standard where applicable. The Contractor shall be required to restore any damages to IDOT roadways to its complete pre-construction condition after damages occur. The Contractor shall provide notice to IDOT a minimum of 30 days in advance of work that is expected to impact IDOT facilities.
m. The rip rap located at the stock pile area as shown on sheet G-003 shall be utilized within this contract until all features are constructed as shown on the plans or no more usable material exists within the stockpile. The contractor's obligation will be to haul the material from this location to the location specified within the plan set.
n. The Contractor shall submit a work plan for approval prior to mobilization. The work plan shall include, but not be limited to, the detailed sequence of events in which the work will be completed including all equipment, testing and sampling methods, verification methods for measurement and payment, Mississippi River level monitoring along with actions to be taken at each river stage. If construction operations cease due to Mississippi River action levels identified in herein, the Contractor shall notify the Contracting Officer and provide specific details as to what protective measures are being taken to protect the equipment and project site. Any deviation, change, modification, or addition to the approved work plan must first be approved by the Contracting Officer.

1.26 CONTRACTOR PERFORMANCE EVALUATIONS
In accordance with the provisions of Subpart 36.201(Evaluation of Contractor Performance) of the Federal Acquisition Regulation (FAR), construction contractor's performance shall be evaluated throughout the performance of the contract. The United States Army Corps of Engineers (USACE) follows the procedures outlined in Engineering Regulation 415-1-17 to fulfill this FAR requirement. For construction contracts awarded at or above $100,000.00, the USACE will evaluate contractor's performance and prepare a performance report using the Contractor Performance Assessment Reporting System (CPARS), which is a web-based system. After an evaluation (interim or final) is written up by the USACE, the contractor will have the ability to access, review and comment on the evaluation for a period of 30 days. Accessing and using CPARS requires specific software, called PKI certification, which is installed on the user's computer. The certification is a Department of Defense requirement and was implemented to provide security in electronic transactions. The certification software could cost approximately $110 - $125 per certificate per year and is purchased from an External Certificate Authorities (ECA) vendor.
Current information about the PKI certification process and for contacting vendors can be found on the web site: http://www.cpars.navy.mil/. If the Contractor wishes to participate in the performance evaluation process, access to CPARS and PKI certification is the sole responsibility of the Contractor.
