Contractor Questions & Government Answers

1. Can we get clarification on the GE iFIX Licenses? The license numbers in the specification are inactive according to GE. They have been upgraded to new numbers. Also, of the 6 client licenses, GE states that 3 are development and three are runtimes. Do you want all six client licenses to be development licenses?

These are the licenses and status according to GE:

ANSWER: The Government confirms the use of eight (8) software licenses beginning with “200.” The type of license, runtime or development, shall not change as this will only be a version upgrade of each license.

2. Is there any chance of getting a waiver for the “Schneider Electric Certified Alliance Partner” requirement? We have completed many Modicon (Schneider) projects and iFIX projects. We have experience with the Corps doing gate controls on the Arkansas River and other locations. We were the prime contractor on two iFIX upgrades on the Arkansas River system (Little Rock District) and sub for gate controls.

From solicitation:

“Vendor Requirements. Acceptable vendors shall be a Schneider Electric authorized distributor or a recognized Schneider Electric Certified Alliance Partner. Vendors shall submit their partner number and certificate with their proposal.”

ANSWER: The Government will not waive the requirement for the Vendor to be a Schneider Electric Alliance Partner.

The link below describes the program which has three levels. “Registered” is the entry level and we will accept that level; we will accept any of the three levels.

3. Would USACE consider a Registered Alliance Integration Partner as a suitable bidder?

ANSWER: It is acceptable to the Government for a Vendor to be a Registered, Certified, or Master Schneider Electric Systems Integrator Alliance Partner.

4. Will the licensing of the iFix Software be done by the Government as part of the software installation?

ANSWER: Yes. The Government will perform the offline licensing of iFIX as part of the PC configuration and software installation.

5. HMI Ethernet Switch – can the equivalent Schneider network switch be provided in lieu of the Red Lion Controls?

ANSWER: No. To ensure compatibility with existing equipment, the Vendor shall provide the Red Lion Controls Ethernet switch as identified in the solicitation.

6. Section C end of first paragraph: "The Vendor shall upgrade the existing GE iFIX HMI software licenses in use at L27 to support Windows 10."

Is the current license under a support contract with Intellution or will new license need to be purchased? Can you confirm the existing version of IFIX V 6.0 as in the table below? Which distributor handles your license issues? (Graymatter or

INS?)

Please provide iFIX zipped directory of files for review if available. This should include all screen files which reside on all SCADAs involved with the project.

b. General Electric. The following iFIX licenses are currently in use. The Vendor shall upgrade the licenses in Table 3 to the latest version available. Licensing should include the Enhanced Failover option.

ANSWER: The eight (8) iFIX software licenses in use at Locks 27 are not currently under a support agreement. Graymatter is the local software distributor. The Government does not feel it is necessary to provide all vendors with the project’s iFIX application as they are only required to update the tag database and configure the OPC client. Please see Question 1 for the license serial numbers currently is use at the project. These begin with “200.”

7. Section C end of first paragraph: "The Vendor will port the existing Concept PLC applications to the new software package and provide software licenses for use at L27. What is the current Concept version of software used for the PLC programs which we will have to modify? Is the goal to port the programs as is and to minimize any new functionality changes?

ANSWER: The version of Concept is 2.6 XL SR7. It is believed that the program can be imported, but the Vendor will be required to program any existing functionality that does not import to the new software. The Vendor shall not be responsible for the programming of any new functionality.
