General Description. The Lock Control Systems (LCS) at Locks No. 27 (L27) in Granite City, Illinois are comprised of a programmable logic controller (PLC) system with human machine interface (HMI) software running on personal computers (PCs). A separate LCS controls the operation of the Main and Auxiliary Lock Chambers. The Quantum PLC systems are manufactured by Schneider Electric and the PLC programming software (Concept) used is no longer supported by the manufacturer. The PLC processors including the backplane and local input/output (I/O) cards shall be upgraded while utilizing the existing Quantum Remote I/O racks. During the replacement of the PLC processors, the PLC programming software package will be upgraded to the latest design. The Vendor will port the existing Concept PLC applications to the new software package and provide software licenses for use at L27. The fiber optic remote I/O network using Weed Instruments modems will be upgraded to Ethernet Remote I/O (ERIO). The Vendor shall dispose of the Weed Instruments equipment and furnish and install Quantum Ethernet fiber optic media converters, ConneXium Ethernet switches, and fiber and copper patch cables as required. The Vendor shall upgrade the existing GE iFIX HMI software licenses in use at L27 to support Windows 10. The Vendor shall provide two licenses of OPC Factory Server (OFS) by Schneider Electric for use on the two SCADA nodes in use at the project. The Vendor shall configure the iFIX tag database and I/O server to use the iFIX OPC client and OFS. The Vendor shall provide new personal computers and monitors to be configured and installed by the Government. The installation of the equipment (with the exception of the PCs) and startup and commissioning of the systems shall be performed by the Vendor.

Main Lock. The Main Lock chamber is 1200’ in length with Lift Gates on the upstream end and Miter Gates on the downstream end. The upper end equipment includes a Downstream and Upstream Lift Gate Leaf and a Walkway Bridge. Equipment is housed in machinery rooms and galleries on the East lockwall and Intermediate lockwall (I-wall).

The lock uses two Filling Valves and three Emptying Valves. Remote I/O racks are located at each corner of the lock and at each valve. Operating locations are Upper East, Lower I-wall and Upper I-wall.

The system architecture shall provide a separate, redundant, self-healing I/O channel for each navigation lock. The Vendor shall confirm the block diagrams against the actual field conditions and notify the Government of any discrepancies prior to ordering equipment and materials.

Fiber Optic Transmission System.

a. General. Each navigation lock chamber is circled by an existing 24-fiber, 62.5 micron cable terminating in a Corning environmental distribution center (EDC) located near the lift gate, walkway bridge, culvert valve, and miter gate machinery. The EDC provides ST-type fiber optic bulkhead connectors. An existing custom patch cable provides connectivity from the EDC to the Remote I/O Rack. The fibers circling each lock terminate in a main patch panel located in the gallery under the Upper Intermediate Wall (I-wall) Control House. A fiber optic cable provides connectivity between the main patch panel and the PLC Processor enclosure. A patch panel is located in the PLC Processor Enclosure. The fiber optic interconnections are shown on drawings E-6303, E-6304, and E-6305. Please note that additional fiber connections to CCTV and security exist, but are not shown on these drawings.

Remote I/O. The Remote I/O connections to the existing Weed Instrument fiber optic modems are made with ST-type fibers in the custom patch cable. The Main Lock Chamber is comprised of Remote I/O Racks located on the East and Intermediate lockwalls. On the Main Lock, each lockwall is an independent, self-healing, fiber optic ring. It is not necessary to maintain two rings upon converting to ERIO. The Auxiliary Lock Chamber is comprised of Remote I/O Racks located on the Intermediate and West lockwalls. On the Auxiliary Lock, both lockwalls have been interconnected into a single, self-healing ring.

Variable Frequency Drive Network. Variable Frequency Drives (VFDs) located on each lockwall control the operation of the lift gates and walkway bridge at the upstream end of each lock. A separate Ethernet network between the PLC processor Ethernet communication card and VFDs is used with an I/O scanner. The VFD fiber network is not affected by this Scope of Work, but the Vendor will upgrade the existing unmanaged industrial Ethernet switch installed in each Remote I/O rack to a fully-managed switch.

HMI Network. A separate Ethernet network provides connectivity between the HMI PCs, Remote I/O Racks, and the PLC processors. The HMI fiber network is not affected by this Scope of Work, but the Vendor will upgrade the existing unmanaged industrial Ethernet switch installed in each Remote I/O rack to a fully-managed switch.

Re-termination of Custom Patch Cables. Each existing patch cable between the EDC and Remote I/O Rack contains four (4) spare fibers. Two are terminated with SC connectors and two are ST connectors. The Vendor shall re-terminate these spare fibers in the Remote I/O Rack with LC-type fiber optic connectors to permit connection to the Quantum Ethernet fiber optic media converters or the ConneXium Ethernet Switches.

Upon removal of the Weed Instruments equipment, the Vendor shall re-terminate these four ST connectors with two (2) LC and two (2) SC-type connectors to provide spare fibers.

New Patch Cables. Upon conversion to ERIO, the Vendor shall provide the necessary fiber optic patch cables to connect the new PLC processors to the existing patch panel located in the enclosure. The existing patch panel is terminated with ST-type fiber optic connectors.

BID SCHEDULE NOTES

1. All quantities shown on the BIDDING SCHEDULE are estimated quantities except when the unit is shown as job "JB".

2. When bids are solicited on a unit price basis, bidders shall insert in the spaces provided therefore in the SCHEDULE both the "unit price" and the "estimated amount" resulting from applying the said unit price to the estimated quantity shown. In event the bidder quotes only a total price ("estimated amount") in its bid and fails to quote the unit price, the Government will determine such unit price by dividing the total price quoted by the quantity of the item set out in the SCHEDULE. The bidder agrees that the unit price so determined shall be used for the purpose of bid evaluation, award and all payments to the Contractor including final payment.

3. All extensions of the unit prices shown will be subject to verification by the Government. In case of variation between the unit price and the extension, the unit price will be considered to be the bid and the extension will be corrected accordingly.

4. If a modification to a bid based on unit prices is submitted, which provides for a lump sum adjustment to the total estimated cost, the application of the lump sum adjustment to each unit price in the bid schedule must be stated. If it is not stated, the bidder agrees that the lump sum adjustment shall be applied on a pro rata basis to every unit price in the bid schedule.

5. Bidders are required to bid on all items listed on the Bidding Schedule in addition to inserting a total quoted bid in the appropriate space provided. Failure to do so will be considered good cause to disqualify the bid.

CLAUSES INCORPORATED BY FULL TEXT

52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (OCT 2018)

(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.

(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--

(1) The solicitation number;

(2) The time specified in the solicitation for receipt of offers;

(3) The name, address, and telephone number of the offeror;

(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;

(5) Terms of any express warranty;

(6) Price and any discount terms;

(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);

(9) Acknowledgment of Solicitation Amendments;

(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and

(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.

(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.

(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.

(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.

Each offer submitted will be evaluated separately.

(f) Late submissions, modifications, revisions, and withdrawals of offers:

(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.

(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--

(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or

(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

(C) If this solicitation is a request for proposals, it was the only proposal received.

(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
