Brand Name Justification US Army Corps of Engineers, St. Louis District

FAR 6.302-1(c)(1), Brand Name

1. Contracting Activity:

US Army Corps of Engineers, St. Louis District, Rivers Project Office, Locks 27.

2. Description of Action.

Requirement is for a commercial brand name, firm fixed price contract, set aside to total small businesses.

3. The rationale or circumstances for limiting competition.

The Lock Control System at Locks 27 (L27) in Granite City, IL is comprised of a programmable logic controller (PLC) system manufactured by Schneider Electric. The PLC model in use at L27 is “Quantum”. The PLC system programming software is obsolete and no longer supported by the manufacturer. The human-machine interface (HMI) to the PLC system is software developed by GE.

The version HMI software in use at L27 is not compatible with the latest Windows operating system and must be upgraded as well.

To permit the use of the latest PLC programming software by Scheider Electric, the PLC processor must be replaced so it can communicate with the new software. Schneider Electric has indicated that the Quantum Remote Input/Output (I/O) Rack hardware that is installed throughout L27 will continue to be supported.

To maintain compatibility with the Remot I/O racks that will remain in place, the Schnedier Quantum processor must be upgraded to an M580 Controller. The software used to pgram the PLC processor must be upgraded from Concept to EcoStruxure Control Expert.

When the PLC processor and software is upgraded, the HMI software must also be upgraded to support the Windows 10 operating system. The GE iFIX software must be upgraded ot the latest version available.

The PLC manufacturer or a System Integrator will convert or port the PLC and HMI applications to the latest software. The Control Export software will be able to import the existing Concept applications.

Conversion of the existing applications will save significant engineering costs in lieu of developing them from scratch using different software.

To maintain compatibility with the existing hardward and software applications and avoid significant lock and dam outages, the Lock Control System must remain Schneider Electric manufactured hardware systems and GE provided HMI Systems.
