PERFORMANCE WORK STATEMENT FOR PESTICIDE AND HERBICIDE SERVICES
1.0 Description of Services. The Contractor shall provide non-personal services, to include all personnel, equipment, materials, supervision, and other items and services necessary to perform pests control to include but not limited to insects, rodents, spiders and vegetation at public use areas, facilities, and offices at Wappapello Lake in accordance with the work schedule and specifications contained herein. The Contractor shall comply with applicable federal, regional, state, local laws, and normal industry standards, practices, specifications and/or guides.
1.1 Pesticide Control/ Pesticide Application. The Contractor and/or applicator shall apply a commercial insecticide, arachnicide, and/or rodenticide to control insects, spiders, and rodents in a manner and quantity at the areas listed in Appendix H and as per the manufacturer’s recommendations. Copies of chemical labels, certified commercial applicator license (category 7A General Structural Pest Control) from the State of Missouri, and application plan must be submitted to the Government and approved before applications are made. Contractor will complete pre, and post use reports provided by the government (see Appendix G). A yellow sign 24" X 24" stating "Pesticide Application in Progress" will be placed at entrance to facility structures and recreation areas during pesticide application. Sign shall be of professional quality and subject to the approval of the Contracting Officer. Chemicals shall be applied to maintain insect, spider, wasp, yellow jacket and rodent-free structures both inside and outside in recreational areas, administrative, and maintenance areas (reference Appendix H). Chemicals shall be applied to all baseboards, cracks and crevices and all other areas where pests may occur during each treatment. Buildings and other facilities to be treated are listed in Appendix H. The Contractor will provide pest control from 1 April through 30 September. Pesticide application will be performed during the first ten working days of each month. The Contractor shall submit a Quality Control (QC) checklist, no later than 48 hours after completing work or immediately following the applications, documenting pesticide control applications. This checklist will document date and time visited and control methods performed. Application of chemicals in administration buildings and visitor center will be performed between 6 p.m. - 10 p.m. Application of chemicals in the gate attendants booths will be performed between 8 a.m. – 10 a. m. Contractor shall notify Government and arrange service times no less than 48 hours in advance to ensure building access. Contractor shall also inspect, at the same time of the application, for insects, spiders, wasps, yellow jackets, termites, ants and rodent nests and damage. If nests and/or damage is found, they shall be removed. Any property damage to include Termite infestation will be reported immediately to the Government Representative. THE CONTRACTOR IS NOT RESPONSIBLE FOR CONTROL OF TERMITES.
Any damage is to be reported to the Contracting Officer. If pests are present then or at any time during the month, additional treatments shall be required. Additional treatments shall be the responsibility of the Contractor at no additional charge to the Government. These additional treatments will be performed no later than 48 hours upon request by the Contracting Officer. The pesticide or pesticides to be used must be broad spectrum and registered for general use. The chemical(s) must be applied as per label instructions along with the appropriate surfactants and other materials specified on the label. Due to the extensive varieties of pests, a tank mix may be necessary. The Contractor must mix and apply all chemicals according to the EPA approved label instructions. The Contractor's employees shall wear all EPA recommended safety equipment and clothing. No mixing of chemicals is permitted on Corps of Engineers property. Prior to commencing work, the Contractor will submit a list of chemicals to be used, along with copies of the Safety Data sheets, chemical labels, completed “pre-use” forms and appropriate environmental safeguards the Contractor intends to follow.
1.2 Vegetation Control/ Herbicide Application. The Contractor is responsible for supplying all materials and/or supplies necessary to control vegetation at areas listed in Appendix I. The Contractor shall chemically kill all live vegetation in rip-rap areas (except large trees), graveled surfaces to include road signs and traffic counters, impact pads, fence lines and the east and west sides of the Wappapello dam. The Contractor shall inspect and treat if necessary, all areas listed in Appendix I during the first five working days and the 15-20th working days of each month from April through September. Where the above areas border existing grass mowing limits, the Contractor shall chemically treat that transition area from rip-rap to mowed grass to create a vegetation free zone to a width of 12 inches. This will allow grass mowers to mow to rip-rap edge and make weed eating next to rip-rap unnecessary.
Gravel surfaces to include Corps of Engineers maintained roadway signs and traffic counters, as indicated in Appendix I, will be controlled six months a year. All Corps of Engineer roadway signs found on Corps of Engineers maintained roadways leading to gravel surface areas in Appendix I will be controlled at the same time to diameter of 3 feet around sign post. Traffic counters listed in Appendix J are to be controlled to an area 3 feet in diameter around the traffic counter box and a 3 foot wide path from edge of roadway to the traffic counter. Sand boat mooring areas adjacent to the boat ramps at Redman Creek, Sundowner, Possum Creek and Pisos Point will be included in rip rap areas.
The Contractor and/or applicator shall be properly licensed by the State of Missouri (category 6-Right-of-way Pest Control and category 5-Aquatic Pest Control) and will deliver a photocopy of the license to the Management Office. The Contractor shall begin vegetation control/herbicide application on 01 April and kill all living vegetation at all locations listed in Appendix I during each treatment, through 30 September. The Contractor shall inspect (Quality Control) and treat if needed all areas in Appendix I twice each month. The Contractor shall treat the listed areas during the first five working days and the 15-20th working days of each month. A Quality Control report containing a checklist will be submitted by the Contractor to the Government with 24 hours following inspections/treatments verifying each area is free of live vegetation and/or has been treated. If areas are found not to be free of live vegetation, the Contractor will perform necessary control measures at that time and document this on the Quality Control checklist. The next scheduled inspection will document if the previous control measures were successful. Failure to submit all Quality Control reports for the month will be cause for withholding payment. The Contractor shall be liable for all costs of reapplying herbicide as needed to maintain control of living vegetative growth. A yellow sign 36" X 36" stating "Herbicide Application in Process" will be placed along roadways and entrance to recreation areas during herbicide application. The Contractor shall have enough signage to ensure that visitors are notified of herbicide applications. Signs shall be of professional quality and subjected to the approval of the Contracting Officer. The herbicide or herbicides to be used must be broad spectrum and registered for use to the water's edge, when the chemical(s) are capable of running off into water. The chemical(s) must be applied as per label instructions along with the appropriate surfactants and other materials specified on the label. Due to the extensive varieties of vegetation, a tank mix may be necessary. The Contractor may request a deviation in the work schedule to avoid conflicts with users and weather. A fair and reasonable time extension will be granted in the event of inclement weather or unsuitable ground conditions. In the event of such conditions, the Contractor shall notify the Contracting Officers Representative when conditions are impractical to continue to request a deviation. The Contractor must mix and apply all chemicals according to the EPA approved label instructions. The Contractor's employees shall wear all EPA recommended safety equipment and clothing. No mixing of chemicals is permitted on Corps of Engineers property. The Contractor will be responsible to treat only vegetation that is located in areas listed in the Appendices. It is the Contractor’s is responsibility to keep herbicide from traveling from the target areas (drift, runoff, etc.) during application.
Prior to commencing work, the Contractor will submit a list of chemicals to be used, along with copies of the Safety Data sheets, chemical labels, completed “pre-use” forms and appropriate environmental safeguards the Contractor intends to follow. The use of Alachlor and Atrazine on public lands administered by the Corps of Engineers is prohibited. The Contractor shall use “General Use pesticides and avoid the use of “Restricted Use”. Restricted Use pesticides may only be used when no other types of “General Use” pesticides will perform adequately and shall be approved by the Contracting Officer Representative prior to use. Acreage/measurements quantities are approximate for all areas. Rip-rap areas were determined by using Global Positioning System (GPS) equipment by Lake Staff. All other areas i.e. gravel areas, impact sites, fence lines, etc, were determined by standard measuring tapes and wheels.
1.3. Work Schedule. The services listed shall be performed during the contract/work period of 01 April 2019 (or date of award whichever is later) through 30 September 2019. The work will be performed in accordance with solicitation specifications and provisions. A pre-work conference will be scheduled within 10 days after the award of this contract.
The Contractor is required to attend this meeting.
