QUESTIONS AND ANSWERS
QUESTIONS AND ANSWERS:
All questions written regarding this Solicitation, should be emailed to Virginia Bjornson, Contract Specialist at virginia.e.bjornson@usace.army.mil , or Danielle Gainey, Contracting Officer at Danielle.m.gainey@usace.army.mil.
Questions and Clarifications to be answered by the Government shall be submitted by 1 Feb 2019.
Question #1: Can you provide maps of the Dam Area Trail and the Greenville Bike Trail areas?
Answer # 1: See attached maps Question #1 (Follow-Up) Is the trail section from Redman East Campground to the Visitor Center included in this contract?
Answer #1 (Follow Up) No, only completed sections of trails are included in this contract at this time.
Question #2: The solicitation requires us to re-visit every site 2 times per month. It is an odd request on a bare ground project. We would be required to come back to the lake 10 times to re-check every site. We would spend twice the time to inspect the sites as it would to spray them.
On a project of this size and importance, I’d say inspecting the sites 2 or 3 times would be sufficient.
Can you verify this requirement, and maybe shed some light on to its inclusion into the solicitation?
Answer #2: The contract states “The Contractor shall inspect and treat if necessary, all areas listed in Appendix I during the first five working days and the 15-20th working days of each month from April through September.” Also this contract is not a bare ground project, only live vegetation is to be treated. Soil Sterilants will not be approved for this contract.
Question # 3: How are Payment handle? We will spray all the acres in April for bare ground control. How much of the project cost can we invoice at that time?
Answer # 3: Payments will be made on a per month bases spread equally over 6 months.
Question # 4: Can we get bulk water on site?
W912P919T0004
Answer # 4: No water will be provided. Water hydrants/spigots are located in recreation areas used by visitors and are considered potable. The contract states that mixing of chemicals on Corps of Engineers property is prohibited.
Answer # 5 Where does it specify in the contract which chemicals we can or can't use, just that they are labeled to the waters edge. Can we use Indaziflam and Imazypic?
Answer # 5 Section 1.2 of the Contract states:
“The herbicide or herbicides to be used must be broad spectrum and registered for use to the water's edge, when the chemical(s) are capable of running off into water. The chemical(s) must be applied as per label instructions along with the appropriate surfactants and other materials specified on the label.”
“Prior to commencing work, the Contractor will submit a list of chemicals to be used, along with copies of the Safety Data sheets, chemical labels, completed “pre-use” forms and appropriate environmental safeguards the Contractor intends to follow. The use of Alachlor and Atrazine on public lands administered by the Corps of Engineers is prohibited. The Contractor shall use “General Use pesticides and avoid the use of “Restricted Use”. Restricted Use pesticides may only be used when no other types of “General Use” pesticides will perform adequately and shall be approved by the Contracting Officer Representative prior to use.”
Indaziflam will be prohibited from use on this contract. Imazypic would be allowed for use according to the product’s label.
Question # 6 Do you have maps of the project area, so we can see how spread out the treatment areas are? Or get a general idea of the scope of the project?
Answer # 6 A map of the Wappapello Lake Project Area can be found at https://www.mvs.usace.army.mil/Portals/54/siteimages/wappapello/maps/Lake-Map-for-web.gif The most recent edition can be obtained at the Wappapello Lake Managenment Office at 10992 Hwy T, Wappapello, MO 63937. The Wappapello Lake Project consists of over 44,000 acres.
The lake map will show the campgrounds, recreation areas, and parking lot locations on the project.
