Amendment 0002

1. 08 00 00 Paragraph 1.21(A)(11) – Do both locks currently have fenced yards with gated entrances?

RESPONSE: Yes

2. 13 50 00 Paragraph 1.3(c) – Per the statement, “… Repair or replace damaged or inoperative inclinometer throughout the duration of the contract.” Does the Government intend for the bidders to include repairs and maintenance of the existing, non-working inclinometer to the price? If yes, what repairs are necessary to the existing inclinometer?

RESPONSE: Paragraph 1.3(c) refers to repair or replace of the new inclinometer if it is damaged after installation. This does not refer to maintenance of existing inclinometer.

3. Please supply As-Built drawings showing the reinforcing steel in the I-Wall and Land Wall of each lock, specifically in the locations to be demolished and reconstructed.

RESPONSE: See revised reference drawings per amendment.

4. When does the Government anticipate placing the roller gate bulkheads in the slots? Will de-icing equipment be installed by others for this work?

RESPONSE: It is anticipated that the roller gate bulkheads will be placed in the roller gate bulkhead slots upstream of one of the roller gates around the middle of February 2020. The Contractor shall provide all deicing equipment necessary to place the roller gate bulkheads.

5. Can you provide a wage rate for a diver and dive tender?

RESPONSE: wage rates provided in this amendment

6. Are there drawings on either set of bulkheads (lock bulkheads or roller gate)?

RESPONSE: See revised reference drawings per amendment.

7. Are the roller gate bulkheads being test fit into a slot or placed for helping the roller gate paint work? Would divers be needed?

RESPONSE: The roller gate bulkheads are being placed to facilitate the ongoing construction work on the dam. Divers will not be needed to place the roller gate bulkheads.

8. Approximately how much time remains at the Lock 25 Tainter Gate Rehab project? There is work in the ongoing contract that affects the work being bid on.

RESPONSE: Other contracts may be ongoing during the time of this contract. Contractors shall coordinate their work with each other so as not to interfere with or hinder the progress of other contracts.

9. What are the weights of the Miter Gates?

RESPONSE: The weight of an individual upstream miter gate leaf at L24 weighs approximately 187,000 lbs. The weight of an individual downstream miter gate leaf at L24 weighs approximately 231,000 lbs.

The weight of an individual upstream miter gate leaf at L25 weighs approximately 195,000 lbs. The weight of an individual downstream miter gate leaf at L25 weighs approximately 253,000 lbs. The weights provided are the dry weight of each miter gate leaf and do not account for any debris or silt accumulation on the miter gate leaf.

10. How long will the maintenance repairs on the upstream gates take after the gates have been placed on the Government-furnished deck barge?

RESPONSE: It is estimated that the repair work being performed by the Government will be complete by early February.

11. 00 08 00 Paragraph 1.30(b)(1) – What inspections or tests are required on the lock bulkheads, lifting beam, and tent barge?

RESPONSE: The Contractor and Government will together, perform a visual inspection of the existing conditions of equipment to be provided as Government furnished.

12. What are the weights of the lock bulkheads and lifting beam?

RESPONSE: The lock bulkheads weigh approximately 70,000 lbs. The lock bulkhead lifting beam without the walkway bolted to the top of the lifting beam weighs 36,000 lbs not including the lifting assembly (links, pins, yoke and wire ropes) or removable walkway sections.

13. When was the last time that the bulkheads were used?

RESPONSE: The last time the lock bulkheads were used was August 2018.

14. Should all 14 lock bulkheads be retrieved for the base contract work?

RESPONSE: If the optional work at L24 is not awarded, the extra 7 lock bulkheads will not be provided to the Contractor.

15. What should the contractor do with the extra 7 lock bulkheads if the option work is not awarded? Is there storage on-site at Lock 25 for these bulkheads if not being used at Lock 24? Yes RESPONSE: See response to Question 14 and there is no additional on-site storage at L25 for the bulkheads.

16. 02 41 00 Paragraph 1.5.3 – What equipment to remain shall be protected from the weather?

RESPONSE: See revised specification section per amendment.

17. 02 41 00 Paragraph 3.3 – Will a modification be issued for concrete found to be unsound that was not caused by demolition?

RESPONSE: See revised specification section per amendment.

18. Section 00 08 00 of the specifications includes the following language:

“The following sequence is based on award of base and optional bid items. The Contractor shall install Government Furnished lock bulkheads and pull the Upstream miter gate leaves at Lock 25 before proceeding upriver to Lock 24. Once the Lock 25 Upstream miter gate leaves are laid down and secured on the Government Furnished deck tent barge, the Contractor shall transport the Lock 25 Upstream miter gate leaves and plant to Lock 24. The Contractor shall then install Government Furnished lock bulkheads and pull the Upstream miter gate leaves at Lock 24. Once the Lock 24 Upstream miter gate leaves are laid down and secured on the Government Furnished deck tent barge, the Contractor shall stage the Government furnished deck tent barge downstream of Dam 24 along the riverside of the intermediate lock wall for maintenance repairs to be performed by others.”

The above language requires that the government furnished deck tent barge be staged upstream of the LD 25 bulkheads and the gate leaves must therefore be lifted over the upstream bulkheads and placed on the deck tent barge located upstream of the bulkheads. Conversely, the deck tent barge must be staged downstream of the LD 24 upstream bulkheads to permit it to be moored downstream of LD 24 during the closure period after the LD 24 gate leaves are laid down on the barge. Is our understanding as presented above, correct?

RESPONSE: The statement made above does satisfy the contract requirements.

19. Is it permissible to use Past Performance Questionnaires prepared on NAVFAC/USACE Form PPQ-0 for prior USACE best value procurements? On older projects it is sometimes difficult to contact the person with the most intimate knowledge of our performance and ask that they complete a new form substantially similar to one they have completed previously – sometimes several times.

RESPONSE: The form provided in this solicitation is NAVFAC/USACE Form PPQ-0. Previous versions of this form are permissible provided contract and client information and the adjective ratings are included. A technically acceptable rating shall be evaluated based on client responses to the adjective rating portion of the PPQs as described in section 00100 of the solicitation. PPQs without adjective ratings included are NOT permissible.

20. We have a follow up, related question regarding the below specification:

The specification requires installation of the upstream bulkheads at LD 25 prior to removal of the gate leaves – assuming a large floating crane is used to pick those gate leaves, the crane must therefore be positioned upstream of the bulkheads to be available to move upstream to LD 24. The upstream bulkheads then must be installed at LD 24 prior to removing those upstream gate leaves. Since the

80x300 gate storage barge must be staged downstream of LD 24 once all gate leaves are laid down on the barge, it follows that the floating crane used to pick the gate leaves will therefore work from the downstream side of the LD 24 bulkheads. Furthermore, since the bulkheads at both LD 24 and LD 25 must remain in place until the gate leaves can be re-installed, whatever floating crane is used to pick the gate leaves at the beginning of the lock closures will be trapped between the upstream bulkheads at the two locks. This is true unless there is an alternative sequence available or unless there is a way to operate the dam at LD 25 in a manner that allows use of the auxiliary gate at LD 25 which we understood to be inoperable. Is our understanding of the sequence and conditions correct?

RESPONSE: The Contractors understanding of the sequence and conditions are correct.

21. The Lock 24 & 25 project W912P9-19-R-0033 specification 05 59 13, paragraph 1.4.1, states that the structural steel fabricator for the embedded miter gate anchorage bases needs to be certified as an AISC Certified Plant with Fracture Critical Endorsement. Over the years we have worked with a fabricator that is not AISC certified but has fabricated numerous miter gate anchorage bases for the lock and dams along the Mississippi River in the past.

Based on experience (photos can be shared if requested), and the limited amount of welding required, we would appreciate if the government would consider waiving the AISC Certified Plant requirement for this fabricator.

RESPONSE: The fabricator shall meet AISC certified plant requirements specified in Section 05 59 13.

22. How much do the miter gates weigh at each site?

RESPONSE: See the response to Question 9.

23. Will the miter gates contain debris and if so how much additional weight should be accounted for when sizing the marine plant?

RESPONSE: It is expected that some debris and/or silt will have accumulated on miter gate leaves. The Government does not know the magnitude of additional weight from debris and/or silt.

24. How much do the lock chamber bulkheads weigh?

RESPONSE: See the response to Question 12.

25. Are there walkways available for the top bulkhead at each site and if so what do they weigh?

RESPONSE: The removable sections of walkway sections on the lifting beam are not currently installed on the lifting beam. Offeror shall note that with the number of bulkheads shown on Drawing SC602, the end sections of removable walkway directly over the tapered portion of lifting beam will not be able to be used as shown on reference drawings. The removable end sections each weigh approximately 5,100 lbs and the removable middle sections each weigh 4,000 lbs.

26. How much does the lifting beam weigh?

RESPONSE: See the response to Question 12.

27. Would the COE allow the bulkheads to be installed and removed without the picking beam?

RESPONSE: Pending an approved lifting plan, the bulkheads may be installed or removed without a picking beam. This method will require the use of divers and a 41’ spreader beam.

28. Sheet E-106 – Where is section B1 taken from on this drawing? Is the conduit layout approximately to scale?

RESPONSE: Section B1 is a cross section through the embedded conduit duct bank between Manholes C- 6 and C-4.

29. Sheet E-106, Detail E1 – Will additional depth of concrete demolition be required to access and replace conduits not exposed by sawcut demo? I.e. What will the contractor be required to do if the 13'- 0" long cut at Lock 25 Monolith 206 does not reach the embedded conduits?

RESPONSE: No. The contractor is responsible for replacing conduit sections that are impacted due to concrete removal. Additional concrete removal will only be required if it is necessary to ensure proper installation of new conduit duct bank section.

30. Sheet E-107, Detail E1 states to remove and store the controller, but Sheet SB-107, Detail E1 states to reinstall the controller. Please confirm that it is being reinstalled and reenergized.

RESPONSE: Yes, the controller is to be removed and stored during concrete demo/reconstruction, then reinstalled and re-energized.

31. Sheet E-107, Detail E1 – Are new conductors required for the tow haulage winch controller?

RESPONSE: No, the existing conductors can be reused.

32. We have a question regarding CLIN 0014, Miscellaneous Carne Support at Lock 25. This CLIN requires us to retrieve six roller gate bulkheads from the storage yard an install them in the upstream slots of a roller gate bay as directed after being given a 14-day notice. Our two-part question follows:

a) Please provide reference drawings showing location of the lock 25 storage yard and details of the dam showing the bulkhead slots.

RESPONSE: See revised reference drawings per amendment.

b) Please clarify when this crane support will be required. Will it be required during, before, or after the 105-day closure period?

RESPONSE: See the response to Question 4.

33. Please clarify if the “New Bulkhead Recess Insert” is to only be replaced per drawing SC506. It is unclear if all three sides of the Bulkhead insert are to be replaced or just the RESPONSE: See revised drawing per this amendment. Insert incorrectly marked. Insert is existing.

34. Please clarify if the New Roller Guide (Pg SC514) is only to be replaced on the Monolith (120 and

126) side per detail E4.

RESPONSE: Yes, the new roller guide only applies to Monolith 120 at Lock 24 and Monolith 126 at Lock 25.

35. I know we have asked the weights of the miter gates already, but it has major impacts on our planning how to accomplish the work and as such the estimate. Can you provide these weights as soon as possible please?

RESPONSE: See the response to Question 12.

36. Specification section 00 08 00 paragraph 1.21.A.15 states "The Contractor will be allowed to connect to on-site 480V electrical power receptacles located on the lock walls" How many amps are available on this service?

RESPONSE: 480V power outlets are rated 60A.

37. Specification section 00 08 00 paragraph 1.30.b.3 states "Two (2) steel plates (8-ft x 10-ft x 4-in thick) ASTM A709/A709M Grade 50, with supplemental impact zone 2 requirement will be furnished at the Melvin Price Lock and Dam" This is 160 SF of plate. We believe we need 32 pin plate that are each roughly 7.5 SF each for a total of 240 SF. Is the quantity of plates in the specifications an error or will we be required to procure additional plate material?

RESPONSE: Specifications incorrectly called out the quantity of plates. Five (5) plates will be furnished at Melvin Price Lock and Dam. No additional plate procurement will be required for the pin plates.

38. Specification section 05 59 13 paragraph 1.2.1 states "FCM are shown on the Contract Drawings and include all attachments and connections to these members as defined in AWS D1.5M/D1.5." We do not find any FCM called out on the drawings. Please verify there is no FCM material on the project.

RESPONSE: All components on anchorage frame shall be considered FCM. See revised drawing per amendment. Reference publication for ASTM A709 has been changed from 2015 to 2018. See revised specification section per amendment.

39. Specification Section 02 41 00 paragraph 3.1.1 states "Use hand-held breakers or chipping hammers weighing less than 15 pounds for removal of concrete near existing anchorage frames to prevent damage to the existing anchorage frames and to complete removal where other methods have been used." Please verify this is only for the anchorages that are to remain in place and only get pin plate replacement.

RESPONSE: See revised specification section per amendment.

40. Specification section 02 41 00 paragraph 3.1.2 states "Contractor shall remove concrete from monoliths to the limits shown on drawings. Upon completion of any and all concrete removal, the Contractor shall confirm the limits of demolition by inspection. The inspection shall be performed in the presence of the Contracting Officer and sufficient notice of the date of inspection shall be provided. Any additional concrete removal required as a result of the inspection shall be done at no additional cost to the Government." Please verify that any demolition beyond the limits shown on the contract documents at no fault of the contractor will be paid for under the Changes Clause.

RESPONSE: See revised specification section per amendment.

41. Specification section 03 31 01.00 10 states "Maintain temperature of the grout, and of surfaces receiving the grout, at 65 to 85 degrees F until after setting." For a winter project, these seem to be higher than necessary. Please confirm.

RESPONSE: The temperature range of 65 to 85 degrees F has been replaced with the requirement to follow ACI 306R. See revised specification section per amendment.

42. The hydrographs for both Locks 24 & 25 indicate that in 2015/2016 winter the river the upper pool elevation is approximately is above the upstream bulkhead elevation. Please confirm that this scenario would be handled under the changes clause and this is not a condition you want us adding risk to the bid for.

RESPONSE: Stage duration curves have been provided. See revised drawings per amendment. The bidders are referred to specification section 00 08 00, paragraph 1.21B(1) which states “The Contractor may be required to provide temporary cofferdams for protection of work from river levels to accomplish the work within the scheduled closure.” Should river conditions exceed the top of the lock bulkheads, the Contracting Officer and the Contractor shall determine a path forward and payment will be made in accordance with Contract Clause entitled, "Changes".

43. Specification Section 01 22 00 paragraph 1.14 in regard to the Crane Support at Lock 25 states "The Contracting Office will give fourteen (14) days notice prior to date of requested crane support. "Is this done prior to the outage? If so, how early prior to the outage do we need to price mobilizing this equipment to the site? Once the outage begins our floating plant will not be available for this work until after the lock is operational again.

RESPONSE: See response to Question 4.

44. Specification Section 01 22 00 paragraph 1.14 in regard to the Crane Support at Lock 25 states "The Contracting Office will give fourteen (14) days notice prior to date of requested crane support. "Is this done following to the outage? If so how long do we have to keep that floating plant at the lock to do this work?

RESPONSE: See response to Question 4.

45. Specification Section 00 08 00 paragraph 1.21.B states "The Contractor may be required to provide temporary cofferdams for protection of work from river levels to accomplish the work within the scheduled closure." If the lock is at lower pool will cofferdams be required?

RESPONSE: It is the Contractor’s responsibility to provide all necessary means to perform the work as specified and shown on the drawings.

46. Specification Section 00 08 00 paragraph 1.21.A.11 states "The Contractor shall be responsible for providing safe site access for both contract and Government Employees from the lock wall to the lock floor for work and inspection purposes." Since we are not dewatering the lock, why is access to the lock floor needed?

RESPONSE: See revised specification section per amendment.

47. What are the weights of the individual main lock chamber miter gates at Lock 24 and Lock 25?

RESPONSE: See response to Question 9.

48. Can the contractor’s QC Manager cover both the Lock 24 and Lock 25 simultaneously, or are two separate QC Managers required?

RESPONSE: Each lock shall have a designated QC Manager.

49. Regarding security training Spec. section 00 80 00, 1.31.2, Common Access Cards – where can the application for these cards be found and where is application submitted in order to initiate the investigation?

RESPONSE: Contractor employees on site for 180 days or longer, will need to complete the PSIP required information document and submit it to the MVS Security Office, through the COR. Once that is submitted, the security office will initiate a background investigation for the contractor employee. That employee will receive an email from U.S Army INSCOM (PSIP Center of Excellence) with information about logging into EQIP (online background investigation website). The employee will need to complete the application. Once the application is submitted and opened with OPM (Office of Personnel Management), the employee will then be eligible for a Common Access Card via TASS.

50. Regarding security training Spec. section 00 80 00, 1.31.3, Local Suspicious Activity Reporting Program training – what is the estimated length of this training and where will the training be given?

RESPONSE: Training takes only a few minutes to review (10 slides). Contractor should draft an MFR stating all employees have viewed training slides.

51. Regarding security training Spec. section 00 80 00, 1.31.4, Level I OPSEC training – what is the approximate length of this PowerPoint training?

RESPONSE: Training takes only a few minutes to review (12 slides). Contractor should draft an MFR stating all employees have viewed training slides.

52. We would like to request a bid time extension for this Solicitation from July 15th to July 26, 2019. The request for extension is based on the following: The contract drawings were only made available the day before the site visit, thus there was very limited time to review the drawings for key items to inspect during the site visit. Additionally, the current bid date is on a Monday, which effectively reduces the bidders time allowed to prepare proposals by two days (because the two days prior to the current bid date are non-business days).

RESPONSE: Proposals are due July 15, 10am as indicated on Standard Form 1442. Contractors may request visits to the site upon request and pending Government availability. Contact Figerald Garcia Ledesma at 314-320-6990.

RESPONSE: See reference drawings added with amendment for roller gate bulkheads.

75. Per Specification 03 20 02 Paragraph 2.1.3.3 - We have spoken to multiple grout and epoxy manufacturers (Dayton/Unitex, Hilti, Five-Star) and none of them believe that the specification for the “Epoxy Grout” for anchoring the dowel holes can be fully met as written.

They agree that the specification appears to be written for an adhesive epoxy, as it references ASTM C881 and ultimate pullout strengths which are characteristics generally listed for adhesive epoxies. However, the specification also calls repeatedly calls out “epoxy grout” for use with dowels, and requires testing the compressive strength of specimens which is not a test performed on adhesive epoxies. Pullout strength of epoxy grout is not something the manufacturer provides as it varies based on the material being bonded to. Please provide a recommended product for this application if you have one.

RESPONSE: The Contractor shall bid accordingly per the specification. A specific product will be approved during submittal process. Compressive strength requirements stated in the specification relates to non-shrink grout per 03 31 01.00 10.

REQUEST FOR AUTHORIZATION OF ADDITIONAL CLASSIFICATION AND WAGE RATE

Standard Form 1444 (SF-1444)

Conformance Process:

The contracting officer shall require that any class of service employee which is not listed herein and which is to be employed under the contract (i.e. the work to be performed is not performed by any classification listed in the wage determination) be classified by the contractor so as to provide a reasonable relationship (i.e. appropriate level of skill comparison) between such unlisted classifications and the classifications listed in the wage determination. Such conformed classes of employees shall be paid the monetary wages and furnished the fringe benefits as are determined (See 29 CFR 4.6(b)(2)(i)). Such conforming procedures shall be initiated by the contractor prior to the performance of contract work by such unlisted class(es) of employees (See 29 CFR 4.6(b)(2)(ii)). The Wage and Hour Division shall make a final determination of conformed classification wage rate and/or fringe benefits which shall be retroactive to the commencement date of the contract (See 29 CFR 4.6(b)(2)(iv)(C)(vi)). When multiple wage determinations are included in a contract a separate SF-1444 should be prepared for each wage determination to which a class(es) is to be conformed.

The process for preparing a conformance request is as follows:

1) When preparing the bid the contractor identifies the need for a conformed occupation(s) and computes a proposed rate(s).

2) After contract award the contractor prepares a written report listing in order the proposed classification title(s) a Federal grade equivalency (FGE) for each proposed classification(s) job description(s) and rationale for proposed wage rate(s) including information regarding the agreement or disagreement of the authorized representative of the employees involved or where there is no authorized representative the employees themselves. This report should be submitted to the contracting officer no later than 30 days after such unlisted class(es) of employees performs any contract work.

3) The contracting officer reviews the proposed action and promptly submits a report of the action together with the agency's recommendations and pertinent information including the position of the contractor and the employees to the Wage and Hour Division U.S. Department of Labor for review (See 29 CFR 4.6(b)(2)(ii)).

4) Within 30 days of receipt the Wage and Hour Division approves modifies or disapproves the action via transmittal to the agency contracting officer or notifies the contracting officer that additional time will be required to process the request.

5) The contracting officer transmits the Wage and Hour decision to the contractor.

6) The contractor informs the affected employees.

Information required by the Regulations must be submitted on SF-1444 or bond paper.

When preparing a conformance request the ""Service Contract Act Directory of

Occupations"" (the Directory) should be used to compare job definitions to ensure that duties requested are not performed by a classification already listed in the wage determination. Remember it is not the job title but the required tasks that determine whether a class is included in an established wage determination.

Conformances may not be used to artificially split combine or subdivide classifications listed in the wage determination."
