Gentlemen, In accordance with Contract W912P9-XX-X-XXXX we request a proposal for the following task order, as specified below and as shown in the attached Statement of Work (SOW) and Maps.

Specific work elements:

- The contractor shall furnish all Floating Plant, equipment, materials, labor, and incidentals to provide for

COR West Levee Shoreline Erosion Repairs in accordance with the attached statement of work.

- Work Items as indicated within the Statement of Work are optional items and all or none of such items may be awarded.

- All work must be completed within 120 Calendar Days upon issuance.

The contractor shall submit a proposal including estimated quantities for labor, equipment, material, mobilization and demobilization. The contractor shall submit separate documentation for all cost associated with mobilization and demobilization, rental of misc equipment, and delivery of misc material line items. Cost shall be broke down in sufficient detail for each specific item to permit analysis of all materials, labor, equipment, subcontract, incidentals, overhead cost, as well as profit associated with the line item to which it relates. Contractor shall submit separate proposal for each item of work and a total cumulative proposal to perform all items.

Statement of Work

COR West Levee Shoreline Erosion Repairs

All work shall be completed in accordance with the Contract Specifications, Corps of Engineers Manual EM 385-1- 1, Task Order, Drawings, and Statement of Work Contained herein.

1. Location of Work:

- Work shall be completed along the shoreline of the Chain of Rocks West Levee.

2. Period of Performance:

- All work shall be completed within 120 Calendar Days from Task Order issuance.

3. Order and Coordination of Work:

- Contractor shall be required to coordinate all activities and schedule with the Authorized Representative of the Contracting Officer.

- The Old Chain of Rocks Bridge access Load Limits have weight restrictions limiting equipment transport to 10 TNs for Single Unit Vehicles, 22 TNs for Combination 3 or 4 Axles, and 22 TNs for 5 or more Axles.

As a result materials and equipment will require utilization of Floating Plant for delivery if such material and equipment exceeds revised Bridge Load Limits.

- Contractor shall limit access and transport of equipment on levee cross sections, levee access roads, and turf to reduce damage. Contractor shall be required to repair all damages to government property to original condition. Contractor should take necessary steps to limit equipment usage to only shoreline embankments.

- Floating Plant Equipment shall be staged in the Chain of Rocks Canal along the West Levee and the Contractor shall ensure Navigational Traffic is not impeded at all times.

4. Work Requirements:

The contractor shall furnish all equipment, floating plant, materials, labor, and incidentals to provide for the following items of work.

Item 1 – Chain of Rocks West Levee Shoreline Erosion:

- A 5 mile stretch of the existing COR West Levee Shoreline Embankment is currently degraded and contains multiple locations of erosion. Priority for repairs shall be as staked in the field by the government.

- The contractor shall furnish and install 400 lb Rip Rap via floating plant on the COR West Shoreline Embankment the entire 5 mile stretch. In lieu of utilizing a 200TN Crane, Floating Plant can be equipped with a large excavator to efficiently offload all material and equipment delivered by barge onto the COR West Levee Embankment. Contractor shall furnish adequate land based equipment to grade and place stone materials on shoreline embankments to a uniform and consistent slope.

- Shoreline Repair Procedures o Construction limits for Rip Rap installation shall be staked and marked in the field by the

Government indicating perimeter of repair and a final top surface of Rip Rap coverage resulting in a minimum 3:1 Levee Embankment Slope. Existing deteriorated Rip Rap shall be dispersed evenly to develop a uniformed sub-base across Levee Embankments. Once complete the contractor shall verify that a minimum 6 inch deep sub-base of stone is present. Upon verification and/or placement of additional Rip Rap Bedding the Contractor shall install a uniform surface of 400 lb Rip Rap to the grades as staked and marked in the field by the Government to establish a uniform 3:1 embankment slope.

o All areas of turf damaged as a result of construction shall be restored by grading to repair and/or fill all ruts or voids formed which have a depth greater than 2 inches. Final surfaces shall be flush with adjacent surface elevations and free of ruts or depressions. Seeding shall be performed by others.

- Historical Data from Previous Projects o Every 500 Linear Feet of Rip Rap Shoreline Embankment Repair completed at full width of the embankment requires approximately the following average quantity of materials:

400 lb Rip Rap = 6,000TN Exact Quantities may vary depending on erosion or voids located at each repair area.

THE FOLLOWING DIRECTIONS TO CONTRACT AREAS ARE PROVIDED FOR INFORMATION ONLY TO

GIVE PROSPECTIVE BIDDERS APPROXIMATE LOCATIONS AND CONTRACT LIMITS OF SERVICES

TRADITIONALLY AND HISTORICALLY PERFORMED ANNUALLY IN SIMILAR PREVIOUS

CONTRACT. Coordinates provide are Latitude Longitude, Degrees, Minutes, Seconds.

CHAIN OF ROCKS WEST LEVEE ACCESS, WEST LEVEE AND ROAD

Coordinates. 38°45’38.44” N, 90°08’28.95” W

Directions. Take 143W to Route 3S. Proceed south on Rte.3 for approximately 7.1 miles and take a right turn onto

Chain of Rocks road. Continue straight as you go across the Chain of Rocks Bridge and turn left at the first road immediately after the bridge.
