Gentlemen, In accordance with Contract W912P9-XX-X-XXXX we request a proposal for the following task order, as specified below and as shown in the attached Statement of Work (SOW) and Maps.

1. Specific work elements:

- The contractor shall furnish all equipment, materials, labor, and incidentals to provide for Lower River Site Repairs as specified and in accordance with the attached Statement of Work and Maps.

- Work Items as indicated within the Statement of Work are optional items and all or none of such items may be awarded.

- All work shall be completed within 120 Calendar Days upon issuance

The contractor shall submit a proposal including estimated quantities for labor, equipment, material, mobilization and demobilization. The contractor shall submit separate documentation for all cost associated with mobilization and demobilization, rental of misc equipment, and delivery of misc material line items. Cost shall be broke down in sufficient detail for each specific item to permit analysis of all materials, labor, equipment, subcontract, incidentals, overhead cost, as well as profit associated with the line item to which it relates. Contractor shall submit separate proposal for each item of work and a total cumulative proposal to perform all items.

Statement of Work

Lower River Site Repairs

All work shall be completed in accordance with the Contract Specifications, Corps of Engineers Manual EM 385-1- 1, Task Order, Drawings, and Statement of Work Contained herein.

1. Location of Work:

- Work shall be completed within the vicinity of the Chain of Rocks East and West Levee and Chouteau Island as indicated herein and within the attach Maps.

2. Period of Performance:

- All work shall be completed within 120 Calendar Days from Task Order issuance

3. Order and Coordination of Work:

- Contractor shall be required to coordinate all activities and schedule with the Authorized Representative of the Contracting Officer.

- Contractor shall coordinate sequence of operations with the Authorized Representative of the Contracting Officer.

- Contractor shall abide by all load limit posting for the Old Chain of Rocks Roadway Bridge.

4. Work Requirements:

The contractor shall furnish all equipment, materials, labor, and incidentals to provide for the following items of work. See attached maps for site specific information, area, and location of work.

Item 1 - North Chouteau Access Repair

- Existing Stone has been displaced and washed out along multiple areas of the North Chouteau Access Road and Parking Lot. The contractor shall provide repair and rehabilitation to the roadway as indicated herein.

- Access Repairs – Section 1 o Construction and installation of stone surfacing and protection on access roads shall be at areas as indicated in the attached map titled, “North Chouteau Access Repairs”, and as staked and marked in the field by the government.

o Utilizing equipment the contractor shall retrieve displaced stone from the shoulder/ditchline running adjacent to the access road and stockpile materials within the upstream parking lot. Stone shall be utilized for final surface repairs. The contractor shall remove existing road surface and sub-base to a grade approximately 12 Inches below the existing roadway grade. Roadway Section is approximately 12 FT wide by 1400 LF long. Stone shall be salvaged and stockpiled within the upstream parking lot to be utilized for final surface repairs. Soil shall be salvaged and stockpiled at a location designated by the government onsite. All existing geotextile shall be removed and disposed of offsite. Upon removal of surface and sub-base, the contractor shall grade the area smooth and free of ruts or depressions. The contractor shall then install one 6 inch surface course of Gabion across the exposed roadway surface. Gabion shall be placed uniformly and compacted with 4 passes utilizing track type equipment. Gabion shall then be capped with one 6 inch surface course of Rip Rap Bedding material across the roadway surface. Rip Rap Bedding shall be placed uniformly and compacted with 4 passes utilizing track type equipment. Rip Rap Bedding shall then be capped with 3 inches of CA-6. Contractor shall reutilize salvage sub-base materials within surface cap. CA-6 and salvaged material shall be box bladed to develop a uniform and even surface and then rolled utilizing 4 passes with a vibratory roller.

o The contractor shall clear and grub the east and west access road embankments at Section 1 from edge of crown to toe at areas as marked in the field by the government. Approximate width of each embankment if 16 Ft. Contractor shall grub to a minimum depth of 3 inches and shall stockpile materials onsite at a location specified by the government. Contractor shall grade embankment surfaces to ensure a uniform surface free of depressions, ruts, and erosion. Upon completion of grading the contractor shall install 6 inches of Rip Rap Bedding over the east and west embankment surface area. Rip Rap Bedding shall be dispersed uniformly and compacted utilizing 4 passes with track type equipment. Rip Rap Bedding shall then be capped with a 12 inch surface course of 90 lb Top Size Rip Rap. Rip Rap shall be placed uniformly free of voids and depressions.

- Access Repairs – Section 2 o Construction and installation of stone surfacing and protection on access roads shall be at areas as indicated in the attached map titled, “North Chouteau Access Repairs”, and as staked and marked in the field by the government.

- Parking Lot Repairs o Construction and installation of stone on parking lot shall be at areas as indicated in the attached map titled, “North Chouteau Access Repairs”, and as staked and marked in the field by the government.

running adjacent to the parking lot and shall place stone back into areas of wash out on the parking lot to redevelop a uniform surface area. Stone shall be placed onto the parking lot by means of box blading. Lift shall not exceed 6 inches in height and each lift shall be compacted utilizing 4 passes with a vibratory roller. Final top surface shall be uniform and free of any ruts, depressions, and mounds.

o Upon repair of wash outs the contractor shall install an addition 2 Inches of CA-6 over the entire surface area of the parking lot. CA-6 shall be box bladed to develop a uniform and even surface and then rolled utilizing 4 passes with a vibratory roller.

- Fence Removal o The existing security fence surrounding the Navigational Sign located at the upstream point has been damaged from flood debris. The contractor shall remove all flood debris consisting of trees up to 36 inches in diameter by 60 Ft in length and shall stockpile debris at a location onsite as marked by the government. The contractor shall then remove and dispose of offsite all existing fencing and post footings. Voids generated by footings being removed shall be filled with CA-6.

The contractor shall then grade all surface areas surround the sign to a uniform and consistant surface free of ruts and depressions. The contractor shall remove the existing ladder from the navigational sign supports and disposed of offsite.

- Dimensions - Dimensions and measurements are approximate and the contractor shall field verify.

o Access Road Section 1: 1400 Ft Long x 12 Ft Wide o Access Road Section 2: 150 Ft Long x 12 Ft Wide o Parking Lot: 3,550 SY o Additional CA-6 Required: 310 TN o Gabion Required: 560 TN o Rip Rap Bedding Required: 2053 TN o 90lb Rip Rap Required: 2986 TN

Item 2 – Chouteau Island – Tree Clearing

- The contractor shall provide for removal of trees, root balls, and woody growth on Chouteau Island at areas parallel to the Chain of Rocks West Levee as shown in the attached map, “Chouteau Island-Tree Clearing”, and as staked and marked in the field by the government. Majority of trees are in one linear strip approximately 40’ wide running parallel with the levee, however contractor shall removal all trees, root balls, and woody growth greater than 2 Inch in Diameter at the base within the clearing limits. Contractor should take necessary steps to leave the majority of the soil from the root ball in the hole developed from removing the root system. Upon removal of trees and woody growth, holes shall be backfilled with existing material and limits of clearing shall be graded and leveled to remove all voids, depressions, and holes developed during clearing operations. Trees and woody growth removed shall be burned or removed and disposed of offsite.

- Total Land area to be cleared is approximately 112 acres. Dense tree growth exist on only approximately 20 acres of the site in one linear strip running the full length of the areas identified parallel to the levee.

- Trees consist mainly of mulberry and osage orange trees and are on average 8-12 Inches in diameter and approximately 15-20 Feet tall.

Item 3 - COR Pump Station Embankment and Ditch Repairs:

- Rip Rap Ditch Installation o Construction and installation of Rip Rap Ditch shall be as shown in the attached map titled, “COR Pump Station Repairs”, and as staked and marked in the field by the government.

o Contractor shall clear and grub within the construction limits to remove all vegetation and material to a depth of 6 Inches. Material shall be disposed of at the borrow pit located within the vicinity of Canal Access Area on the Landside of COR East Levee.

o Contractor shall perform minor grading to eliminate major depressions and mounds and to provide drainage to existing inlets upon installation of rip rap. Side slopes shall match existing.

o Upon completion of clearing, grubbing, and grading the contractor shall install Geotextile across the surface area of the rip rap ditch. Procedures, Installation, and Materials shall be in accordance with the contract specifications.

o Upon installation of Geotextile the contractor shall install one course of 90lb Rip Rap at full width and length of the Rip Rap Ditch. 90 lb Rip Rap shall be in accordance with the contract specifications.

- Rip Rap Slope Stabilization o Construction and installation of Rip Rap Slope Stabilization shall be as shown in the attached map titled, “COR Pump Station Repairs”, and as staked and marked in the field by the government.

o Contractor shall clear and grub within the construction limits to remove all vegetation and material to a depth of 6 Inches on slopes. Material shall be disposed of at the borrow pit located within the vicinity of Canal Access Area on the Landside of COR East Levee.

o Contractor shall grade existing slope to provide for a uniform surface to match existing slopes prior to placement of Rip Rap.

o Upon completion of clearing, grubbing, and grading the contractor shall install Geotextile across the surface area of the slope. Procedures, Installation, and Materials shall be in accordance with the contract specifications.

o Upon installation of Geotextile the contractor shall install 1.5 Ft depth of 90lb Rip Rap over a 3” Depth of 3” Rip Rap Bedding across the surface area of the repair. Stone shall be in accordance with the contract specifications.

- Bollard Installation o The contractor shall install 3 Bollards around inlets at the COR Pump Station as mark and staked in the field be the government.

o Procedures, Installation, and Materials for Bollard Installation shall be in accordance with the contract specifications.

- Dimensions - Dimensions and measurements are approximate and the contractor shall field verify.

o Rip Rap Ditch Area = 472 SY o Rip Rap Slope Stabilization = 100 SY o Bollards = Qty 3 o 90 lb Rip Rap for Ditch = 472 TN o 90 lb Rip Rap for Slope = 100 TN o 3” Rip Rap Bedding Slope Stabilization = 18 TN

Item 4-Canal Access Double Seal Coat Access Road

The Contractor shall remove any excessive and foreign materials from area. Contractor shall fill and level any voids within the area with bituminous concrete surface course to ensure complete and uniform coverage.

- The Contractor shall install a Double Seal Coat over the surface area of the Canal Access Road as indicated in the red outline in the attached map titled, “Canal Access Area”. Double Seal Coat procedures, performance, and materials shall be in accordance with the contract specifications.

- Canal Access Road Area Dimensions – Dimensions and measurements are approximate and the contractor shall field verify.

o Access Road: 17,106 SY o Double Seal Coat: 17,106 SY

Directions. Take 143W to Route 3S. Proceed south on Rte.3 for approximately 7.1 miles and take a right turn onto Chain of Rocks road. Continue straight as you go across the Chain of Rocks Bridge and turn left at the first road immediately after the bridge.

CHAIN OF ROCKS EAST LEVEE, SUBLEVEES AND ROAD

Coordinates. 38°47’09.85” N, 90°07’20.00” W

Directions. From Alton, IL - Take 143W to Route 3S. Proceed south on Rte. 3; take a right hand turn at the third stop light onto New Poag Road. Take an immediate right, then keep to the left, and the road will take you to the gravel levee road.

CANAL ACCESS AREA

Coordinates. 38°47’32.27” N, 90°07’08.71” W

Directions. Proceed as if to Canal East Levee road. When on the gravel levee road, proceed south for approximately ½ a mile. Take the first right hand turn off the levee road to the access lot.
