SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE (SF 30)

The following have been added by full text:

POSTING OF Q&A

Q1. Are Dive Plans to be submitted to Mike Henry - USACE St. Louis District Dive Coordinator for approval?

Ans. All Submittals including the dive plan are to be routed in accordance with the specifications through RMS to the COR for distribution.

Q2. Do subcontractors submit items directly to the COR or does it go through the prime?

Ans. The awarded contractor or Prime Contractor for the project will be responsible for submission of all data or documentation to USACE associated with the contract specifications.

Q3. Are standby days to be charged when the dam is opened releasing flows?

Ans. No. Optional Line items for Interim Demobilization, Re-mobilization, and Standby Cost shall be utilized as determined by the Contracting Officer and charged in accordance with the contract specifications.

Please see Division 00, Section 00 08 00, Paragraph 1.17.A.(7) of the specifications for additional information regarding when Standby Cost is applicable. Also see Division 01, Section 01 22 00, Paragraph 1.11 for measurement and payment regarding Standby Cost. Division 00, Section 00 08 00, Paragraph 1.17.A.(5) shall be removed and replaced as follows:

Division 00, Section 00 08 00, Paragraph 1.17.A.(5) It is anticipated that to perform scour repairs at the scour locations, both lock closures and closure of the tainter gates of the dam will be necessary to provide conditions with minimal river velocities to complete the work. The Government will close the lock during the entire 21 day period of performance stated above, however the Government will permit lockages by the Contractor as required for transportation of materials and equipment. The Contractor shall provide a work schedule clearly indicating the sequence and duration of all activities, including the anticipated number of dam closures needed, work to be accomplished within each closure and their anticipated length at least 5 days before the pre-construction meeting. All impacts to navigation or pool regulation, including but not limited to the scheduled closure periods shall be coordinated with and approved by the Contracting Officer. The Contractor is required to obtain and coordinate the necessary resources to perform the designated work in the allotted closure periods. The maximum dam closure period currently anticipated is 24 hours, which may be extended longer based on inflows and lock operations. It is anticipated that there will be a minimum of 12 hours but up to a maximum of 24 hours required between adjacent dam closures, to release flows based on inflows. Up to 24 Hour periods when releases are made through the dam in-between 24-hour dam closures shall be considered incidental to performance of work and shall not be considered Standby Time. The specified duration of the closure periods shall be lengthened at the Contracting Officer's discretion as flow conditions and river stages permit.

Q4. Is there a gravel road to get to the disposal area?

Ans. Partial Gravel Access is present for accessing the disposal site from the Illinois side of the Kaskaskia River utilizing local roads. However, the gravel access stops as you approach the shoreline of the Kaskaskia River and remaining access must be made via dirt service road on top of the levee. 15' Access on top of the levee south of the tree line as indicated on Contract Drawing Sheet C-102 is present and traversable. The government will mow the levee and shorelines prior to start of construction.

Q5. Is spudding of floating plant equipment permitted or is contractor permitted to anchor down by other means for stabilizing fleets during work?

Ans. Division 00, Section 00 08 00, Paragraph 1.17.A.(12) Securing Floating Plants shall be removed and replaced as follows:

Division 00, Section 00 08 00, Paragraph 1.17.A.(12) Securing Floating Plants. All floating plants and support equipment shall not utilize any type of anchoring or stabilizing support that anchors into the river channel bottom within the perimeter of the clay blanket. The bottom of the river channel and both bank slopes are lined with a five foot thick clay blanket upstream of the dam. The contractor may utilize tie off points currently located on the upstream portions of the dam piers. In addition, Contractor shall be permitted to utilize anchors or other means of stabilizing on the river bottom at areas upstream and outside of the existing clay blanket perimeter. The clay blanket extends 400 ft upstream from the axis of the dam. At no time shall the contractor anchor or stabilize on the river bottom within the perimeter of the clay blanket. Contractor shall be permitted to tie off to the existing floating guide wall as long as tie-offs allow for free movement of the guide wall. Installation of new anchors into the pier or floating guide wall shall not be permitted.

Q6. Can the contractor tie off fleet to the existing floating guide wall to assist with performance of work?

Ans. See Contract Drawings Sheet C-101 for Mooring Area 1 and 2. Contractor shall be permitted to tie off to the existing floating guide wall as long as tie-offs allow for free movement of the guide wall. Installation of new anchors into the pier or floating guide wall shall not be permitted.
