5.1.1. Shower Buildings and Comfort Stations (Bid Items x001 & x002). Any of several types of structures that have at least toilet and shower facilities; some of these buildings may have laundry areas. In addition, there is at least 1 vault or “pit” style comfort station with no running water. These buildings are located throughout the recreation areas on the Lake Shelbyville Project.

5.1.1.1. The entire building shall be cleaned, including all fixtures, floors, lights, inside and outside walls, ceilings, partitions, tables, benches, and laundry areas. Shower and toilet stalls shall be washed or mopped, using appropriate soaps or non-phosphate detergents and disinfectant cleaning solution, and thoroughly rinsed to remove excess cleaning solutions. After rinsing, excess water shall be removed from floors, walls, ceilings, and fixtures. When cleaning is complete, the building shall be free of mold, mildew, lime deposits, drips, streaks, spots, dust, cobwebs, insect and bird nests, foreign material, and any other debris that would give the facility a less than clean and neat appearance. Note: Debris shall not be swept or washed down drains or outside the building. A disinfectant solution must be used each time the facilities are cleaned. Fixtures shall include but not be limited to sinks, toilets (lids and risers), urinals, mirrors, shelves, hooks, tissue holders, waste cans, lights, and partitions. Non-abrasive commercial cleaner(s) shall be used on all stainless steel, aluminum, and porcelain fixtures, which includes but not limited to mirrors, sinks, urinals, and toilets. See Appendix D-1 for the type and quantity of facilities to be cleaned in each recreation area based on complete or partial cleanings.

5.1.1.2. All toilet paper dispensers shall be filled with a minimum of 3 rolls, each roll having at least 75 % of clean, unused tissue left. The Contractor shall arrange with COR to have tissue available in the event a dispenser should become void of tissue during non-duty hours. Care shall be exercised during cleaning operations to protect toilet tissue from becoming wet. If toilet paper becomes wet, dry rolls shall be placed in the dispenser. Wet and stained toilet tissue shall be discarded.

If the problem cannot be corrected in this manner, the Contractor shall lock the affected stall or side of the comfort station building (exterior door) and shall notify the COR within 30 minutes after locking the stall or door. An "Out of Order" sign, furnished by the Government, shall be attached with tape, furnished by the Contractor, to the locked stall or door. Hand lettered signs are not acceptable.

5.1.1.6. The Government will place a form in each comfort station and shower building for the purpose of recording the date and time the facility was cleaned and the name of the person who performed the cleaning service. Failure to fill in the appropriate information can lead to an unsatisfactory rating for that day's cleaning of the facility.

5.1.1.7. During the last cleaning of the season, all comfort station and shower building vents, doors, and windows should be locked.

5.1.2. Picnic Shelter (Bid Item x003). The two rows of tables shall be placed a safe distance apart so that the public can safely walk in between them. All hot coals and other hot material must be cooled so that they are not capable of starting a fire prior to dumping the material in the dumpsters. If a campsite or picnic site is not occupied and hot coals or other materials are present in the grill, the Contractor must cool the coals completely, with water, before cleaning the grill. All occupied campsites shall be cleaned unless the camper refuses service. As a part of grill cleaning and with no additional charge to the Government, all lantern hangers and moveable picnic tables shall be returned to gravel or asphalt portions of the campsite when grills are cleaned. The lantern hangers shall be located near the table and shall be placed upright.
