CONTRACTOR QUESTIONS

1. Is the Standard Test for Rapid Determination of Percent Compaction ASTM D5080 acceptable for use on this project if accompanied by either the sand cone method ASTM D 1556 or Drive‐Cylinder method ASTM D 2937?

RESPONSE: no

2. Please reference Note 1 on sheets C101, C102 and C103. Shall the precondition survey be 500 feet upstream and 500 feet downstream from each slide location? Or will the Government accept the survey based on each slide location with cross sections every 25 feet, going 25‐50 upstream and downstream and taken upon completion of the excavation?

RESPONSE: See specification section 01 22 00.99 15, paragraph 1.4.1. Cross sections only required to extend 25 feet beyond the limits of the slide excavation (upstream and downstream of the slide) at each slide location.

3. We are in receipt of the Government's Amendment 2 which clearly states that no time extension will be granted for the bid due date. Since receipt of that response we have entered into a teaming agreement (attached) with a local excavator. With this plan now in place we believe we have found the right team for this project. We would like to request a one week extension of the bid due date in order to provide a more complete response with this new arrangement, including reviewing and reflecting any changes required by answers to submitted questions that are due today.

RESPONSE: See new bid due date per amendment 0003.

4. In the solicitation, page 3 CLIN 2, it requests Stripping pricing QTY 1 Unit Job. On page 7 CLIN 9 also requests Stripping pricing QTY 1 Unit Job. Secondly, on page 3 of the solicitation, CLIN 3 requests pricing for Establishment of Turf QTY 1 Unit job while on page 8 CLIN 10 requests pricing for Establishment of Turf QTY 1 Unit job.

Question – should CLIN’s 9 and 10 have a different QTY and/or UNIT requests since these are Options and should differ from CLIN’s 2 and 3 which are for the Job?

RESPONSE: CLINs 9 and 10 are optional work that pertains only to the slide repair area marked optional on Drawing C‐102. The unit is to remain JOB. See page 11, Optional Bid Items note # 9. The actual quantities for bid items 2 and 9 and 3 and 10 will be different, however they will be paid out in one lump sum price. Cost to do the job of stripping the base bid item area (CLIN 2) will cost $xxx. Cost to do the job of stripping the option bid item area (CLIN 9) will cost $yyy.

5. Specification Section 31 22 23.99 15, Page 10, states, “If the amount of suitable excavated levee material is insufficient to construct the prescribed levee section as shown on the drawings, the Contractor shall obtain additional suitable material from a commercially available borrow source.” Due to the information provided in the bid documents, the amount of insufficient material can’t be determined. Please provide an anticipated quantity of borrow material required for this project.

RESPONSE: Contractor shall price the bid item as though sufficient material will be onsite, which is anticipated. However, if additional commercial material is required, costs for material will be paid for under the contract clause entitled, “Changes”.

6. Specification Section 31 22 26.99 15, Page 8, states, “The topsoil of the levee restoration area shall be excavated down to a depth of 6 inches and shall be disposed of offsite.” Specification Section 31 22

26.99 15, Page 9, discusses the requirement of replacing the topsoil. Please specify if the topsoil is to be disposed offsite or remain onsite to be utilized during the finish grading phase of the project.

RESPONSE: Topsoil shall not be disposed of offsite. Topsoil shall be spread for final grading. See amended specification.

7. Specification Section 31 22 23.99 15, Paragraph 3.1.3, Page 10, states, “The final limits, lines, and depths of such excavation shall be as directed by the Contracting Officer. Drawing C‐302, Section C2, Slide GT‐01‐16L, refers to Specification Section 31 22 23.99, regarding the limits of the proposed wok.

Bid Item #8, GT‐01‐16L, has a 1 Job Unit. To be able to effectively price Bid Item #8, Bid Item #8 will have to have a unit quantity referencing the amount of work required for this bid item or the specifications and drawings will have to specify the amount of work required for this bid item.

RESPONSE: See revised drawing C‐302 in amendment 0004. Excavation and placement of fill for Slide GT‐01‐16L to be constructed to lines and grades shown on revised drawing C‐302.
