PERFORMANCE WORK STATEMENT FOR GROUNDS MAINTENANCE SERVICES

1. Description of Services. The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that grounds maintenance is performed at Wappapello Lake, Missouri, in a manner that will promote the growth of healthy grass, trees, shrubs, and plants and present a clean, neat, and professional appearance. The Contractor’s performance will be based on the Contracting Officer’s (CO), Contracting Officer’s Representative (COR), and Quality Assurance Personnel evaluations of the results required by the Service Delivery Summary and not the frequency or method of performance. It is at the Contractor’s discretion to determine the levels of frequencies to attain the level of service at the best value. The evaluation of results will be based on COR performance assessment, quality assurance results, and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with applicable federal, regional, state, and local laws and commercial standards as outlined by the Professional Grounds Management Society (PGMS). When mowing, vegetation control, mulching, and renovation services are required, the Contractor shall contact the COR one business day prior to starting services. Services shall be completed in a continuous clockwise or counter clockwise movement around the project, and shall follow the same path, every cycle, as outlined in the Contractors Grounds Maintenance Master Work Plan (GMMWP). The GMMWP will describe how the Contractor plans to meet the contract requirements and the equipment and manpower to be utilized.

1.1. Improved Grounds Maintenance. Improved grounds are identified in Appendix B. Improved grounds are areas that require more frequent maintenance such as campgrounds, day-use areas, boat ramps, and road sides, average frequencies are found in Appendix A. Exact mowing limits will follow existing mowing limits; any questions regarding widths, areas, or inclusions will be defined in the field.

1.1.1. Mowing. The Contractor shall mow all improved grounds to look well-manicured with a neat and professional appearance at all times. The Contractor shall maintain grass height between three (3) and six (6) inches, uniform in appearance, free of skips, gaps, rutting, or scalping. When a mowing cycle occurs, the grass shall be mowed to a height of three (3) inches. The CO or COR may allow deviation from the three (3) inch mowing height, if environmental conditions exist where a deviation is required to maintain turf health.

The Contractor shall be required to pick up debris, natural and manmade, prior to mowing any area. Natural debris such as tree limbs, branches, rocks, and other debris not suitable for mowers to pass over without damage to the mower or potential danger of discharged debris shall be removed out of the mowing limits by the Contractor. The Contractor shall remove or mulch grass clippings when wind-rowed after mowing, before leaving work area.

1.1.2 Clippings and Discharge. The Contractor shall direct all grass clippings away from sidewalks, picnic shelters, campsites, roadways, parking lots, buildings and other improvements adjacent to the mowed areas.

Clippings shall be removed completely from the above improvements if discharged on them. The Contracting Officer’s Representative will designate where grass clippings may be disposed of on Government property.

All natural debris such as tree limbs, branches, rocks, and other debris not suitable for mowers to pass over without damage to the mower or potential danger of discharged debris shall be removed out of the mowing limits by the Contractor.

1.1.2. Edging. Edging shall be accomplished along sidewalks and concrete slabs in order to keep all vegetation off of these structure and includes removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces.

1.1.3. Trimming. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on improved grounds. Trimming height shall match surrounding area grass height. The Contractor shall remove, or mulch, grass clippings when wind-rowed after trimming, before leaving work area. The Contractor shall trim all areas concurrent with mowing.

1.1.4. Vegetation Control. The Contractor shall provide all management, licenses, tools, supplies, equipment, transportation and labor to develop and implement an Integrated Pest Management (IPM) plan in the areas covered by the Contractors Grounds Maintenance Master Work Plan (GMMWP). The IPM shall be submitted to the CO for approval prior to the commencement of work. The Contractor shall use only herbicides approved by the CO or COR. Herbicides on the current, Missouri Restricted-Use Pesticide List and any types of soil sterilants shall not be used. The Contractor shall comply with current federal, state, local, regulations, plans, and policies. The Contractor shall comply with all applicable parts of ER 1130-2- 540, Pest Control Program for Civil Works Projects, Protection of Environment, Pesticide Program, and 49 CFR 171, Transportation, General Information, Regulations, and Definitions. The Contractor shall ensure that all workers have current state certification for the herbicide control services being performed, and that the CO has a copy of each applicator’s certification. The Contractor shall be permitted to use approved herbicides to control vegetation and reduce the amount of trimming work. Herbicide application shall be permitted around perimeter rocks/timbers, guardrails, buildings, shelters, signs, carsonite posts, other inanimate objects and those approved by the Government. Contractor shall not apply herbicide any further than 8’’ from the object.

Herbicide use will not be permitted around such items as culverts, campsites and their associated facilities (breaker boxes, water/sewer hookups), hillsides, ditches and other areas were erosion will occur due to lack of vegetation which shall be determined by the Government. The use of herbicides is intended to reduce, but not eliminate the amount of trimming. Careless or negligent use of herbicides resulting in unsightly or unsafe conditions will terminate the Contractors privilege to use them and vegetation in these respective areas will then be controlled by trimming. The Contractor shall control vegetation through execution of a vegetation control program appropriate for the area. The Contractor must submit a list of herbicides to be used for approval by the Contracting Officers Representative prior to each application, see Appendix F. Mixing of chemicals, filling of containers, applications, and disposal shall be in accordance with all manufacturers’ label instructions and Federal and state laws. Mixing or disposal of chemicals or filling of containers shall not occur on government lands.

1.1.5. Lawn Renovation. If lawn areas are damaged due to Contractor action, the Contractor shall renovate at no additional cost to the government.

1.2. Unimproved Grounds Maintenance. Unimproved grounds are identified in Appendix B, and average frequencies are found in Appendix A. The Contractor shall maintain grass and woody vegetation, up to one and a half (1.5) inch caliper, in un-improved grounds to prevent woody encroachment. Any existing wooded areas contained within un-improved area shall not be the responsibility of the Contractor to maintain. The Contractor shall mow un-improved grounds a minimum of once per year and a maximum of three times per year, at appropriate dates determined by CO or COR based upon weather forecasts, special events, and ground conditions. Grass height shall be mowed between four (4) and six (6) inches. Exact mowing limits will follow existing mowing limits; any questions regarding widths, areas, or inclusions will be defined in the field.

1.2.1. Trimming. The Contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, fire hydrants, parking lots bumper blocks, boulders, and other fixed obstacles and temporary obstacles/objects on unimproved grounds. The Contractor shall match trimming height to surrounding area grass height. The Contractor shall trim all areas concurrent with mowing.

1.2.2. Lawn Renovation. If lawn areas are damaged due to Contractor action, the Contractor shall renovate at no additional cost to the government.

1.3 Turf Renovation. The Contractor shall renovate turf in areas using a process including; mowing (as needed), seed bed preparation, fertilization, seeding/incorporation of seed, and mulching. Fertilization rates shall be determined by the CO or COR, based upon soil testing. Seeding rates shall be adjusted from nine (9) to fifteen

(15) pounds per 1000 square feet as determined by the CO or COR and agreed upon by the Contractor, and shall be uniform across the entire area. Seed bed preparation shall include soil disturbance that loosens the soil surface to accommodate over-seeding and seed incorporation. Turf renovations shall be completed on areas damaged by the Contractor.

1.4 Leaf Mulching. The Contractor will be required to mulch all leaves in the Redman Creek Campgrounds, Redman Picnic and Redman Creek Recreation Area. Eagle Point, Peoples Creek Campgrounds and the Greenville Campground and Recreation Area. During the months of October –March the Contractor is required to mulch leaves to prevent damage to existing turf. Prior to mulching, leaves on roadways, parking lots and parking spurs, and picnic/campground impact sites shall be removed. Mulched leaves shall be dispersed so as not to accumulate over one half (1/2) inch thick in any area.

2. Service Delivery Summary (SDS). The contract service requirements are summarized in performance objectives that relate directly to requirements. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SDS and the Contractor’s Quality Control Plan provide information on contract requirements, the expected level of Contractor performance and the expected method of government validation and confirmation of services provided. These thresholds are critical to mission success.
