GEOTECHNICAL DRILLING SERVICES

QUESTIONS 1-9

Question 1: Can the Sonic drilling method be utilized for completion of the drilling and well installation?

Answer 1: No, we do not allow the use sonic drilling for well drilling and installation; in addition, we do not allow the use sonic drilling for any geotechnical exploration

Question 2: Will there be a pre‐bid meeting to discuss this contract?

Answer 2: No

Question 3: Can we bind Volumes I, II, and III together, and then bind Volumes IV and V together?

Answer 3: Yes, Volumes I, II and III can be in one binder and Volumes IV and V in another binder; as long as the Volumes format, content, etc., follow the instructions provided in the RFP.

Question 4: Is Times New Roman font required, or is that requirement just stating “font that is legible and at least as big as Times New Roman 10”?

Answer 4: Proposal shall be prepared using a font equivalent to Times New Roman 10 or larger as stated in the RFP.

Question 5: For Volume II (Technical) – is the 30 page limit 30 total pages, or 30 pages front and back (60 total)? I assume it means 30, or 15 front and back.

Answer 5: Volume II (Technical) shall be 30 pages to include front and back (60 pages total).

Question 6: Just FYI, we have typically not built 1.5‐inch diameter piezometers. It’s almost always been 2‐inch diameter, and we’ve negotiated the unit rate(s) after the fact since they were not established in the Contract.

Answer 6: The SOW and bid list state 2 inch piezometers.

Question 7: The schedule of line items references 8”/10” well casing and screen (0007D – 0007I), but I don’t see a line item for drilling this type/size of a borehole or line items for the equipment required for this drilling operation. Section C – Part 1 describes the geotechnical drilling operations corresponding to line items 0001 – 0004, but Section C – Part 1 seems to be lacking a written spec describing drilling operations required to install the 8”/10” well material.

Answer 7: SOW has been revised to include reverse circulation rig as a drill type (paragraph 1.3.2, drilling equipment); reverse circulation drill day measurement and payment paragraph has been added (paragraph 5.2.1), and includes the rig, support equipment and personnel to operate. In addition, line items have been added for mobilization and reverse circulation drill day, to assist in clarifying the scoped work identified under paragraph 1.6 (scope of well installs).

Question 8: The geotechnical drilling is typically performed with an ATV or small truck mounted direct rotary type rig whereas 8”/10” wells are typically installed using a much larger and heavier reverse circulation drill rig. The relief well installations typically will also require additional support equipment such as portable cuttings tank, crane, trackhoe/backhoe, etc.; none of which are listed in the line items.

Answer 8: SOW has been revised to include reverse circulation rig as a drill type (paragraph 1.3.2, drilling equipment), and line items have been added to reflect the previously scoped work identified under paragraph 1.6 (scope of well installs). Paragraph 5.2.1, under measurement and payment, includes information on the measurement and payment for reverse circulation drill day, including support equipment, and personnel.

Question 9: Please clarify that there is intent for 8”/10” screened wells to be installed under this contract and if so, please provide written spec and corresponding line items to cover this work type.

Answer 9: It is the intent of this contract to have the ability to install 8 or 10" diameter relief wells, on a limited basis as identified in paragraph 1.6 (Scope of well installation). Therefore paragraph 1.3.2, was revised to add drilling equipment, for clarification, to include a reverse circulation rig and portable cuttings tank. Paragraph 5.2.1, was added under measurement and payment to add the measurement and payment for the reverse circulation drilling. In addition, section B (bid lists) has been revised to include line items for mobilization of the reverse circulation and a daily drill rate for reverse circulation, which includes any support equipment for reverse circulation method (portable cuttings pit, backhoe, etc) which are all included in the daily rate.
