QUESTIONS & ANWSERS
SOLICITATION W912P9-16-B-0002
REND LAKE MOWING SERVICES
QUESTIONS 5-17
Question 5: Can you describe the ordering process per mow, or the expected schedule of mowing’s?
There are 26 level 1 mowing’s, does that mean we will mow every 10 days or so? Do we make our own mowing schedule? If not how it is done?
Answer 5: Mowing requirements will vary during the Recreation Season. Weather will play a huge factor in how much mowing will be required. Mowing cycles are 10 days long ( no mowing on weekends & holidays unless approved). The quantities given are estimates only as this is an indefinite quantity contract. You may have to mow some level 1 areas 2 times during that cycle. Reference Section C, 1.11 Work Schedule, Section 7.1 General Vegetative Control.
Question 6: Do we make our own mowing schedule?
Answer 6: Mowing items to be completed are provided/assigned for each cycle and then you create your schedule from there to meet the required deadlines.
Question 7: Are 26 level 1 mowing’s and 10 level 2 mowing’s guaranteed per year?
Answer 7: The guaranteed minimum for the base year is $600, each option year is $300. This is an Indefinite Quantity Contract (IDIQ).
Question 8: On Maps 24-47 there are a lot of small level 2 mowing’s. How far apart are they? It is difficult to determine how to get the tractor from one area to another without knowing where they are located?
Answer 8: A detailed map has been provided to the Solicitation just for clarity, see campground map.
Question 9: Can we store tractors and mowers on site, overnight or for multiple days or will equipment need to be removed daily?
Answer 9: No, tractors and mowers can’t be stored on site. Equipment will need to be removed daily.
Question 10: Has the scope and or quantity of work to be performed increased from the existing contract?
Answer 10: The items have changed, more items have been added and the estimated quantities have increased on many items.
Question 11: Can the sign‐in sheet be posted from the site visit on 24 Feb 2016?
Answer 11: Yes. The sign‐in sheet has been posted as part of Amendment 0001.
Question 12: Which wage rate determinations apply?
Answer 12: See Wage Rate No. 05‐2309, Rev 16 as provided in the Solicitation.
Question 13: Where does the Government find wage increase projections: Do they contact Labor board?
Answer 13: No, wage projections are pulled from http://www.dol.gov.
Question 14: Can we tell how many level 1 mowing’s there were over the past 5 years?
Answer 14: There was an average of 16 Level 1 mowing’s executed per year.
Question 15: Can they look at a checklist given to contractor once bid is awarded that summarizes paperwork that needs to be turned into the customer?
Answer 15: Yes. A checklist has been provided as attachment XX to the SOW.
Question 16: Is it practical for a company my size to win a bid of this size. Last year’s receipts were approx. 100,000 Answer 16: This requirement is for a Set‐a‐Side small business under NAICS code 561730 with the size standard of $7.5M.
Question 17: Do we have to bid on the complete job or will you award different areas to different vendors Answer 17: The contract will be awarded as a single IDIQ and every item listed in Schedule B will need to be completed to determine technical capability.
