This is a Solicitation Amendment (SF 30) for federal contract W912P826BA0610006 issued by the U.S. Army Corps of Engineers, New Orleans District. The amendment extends the bid opening to Thursday, 27 August 2026 at 11:00 AM local time, with bid submission due at 10:00 AM the same day via Microsoft Teams meeting (Meeting ID: 993 204 520 332; Passcode: gV26Dn6x; dial-in: +1 503-207-9433, conference ID: 207 065 370#). The project involves construction of a new metal maintenance building at the Algiers Lock, Gulf Intracoastal Waterway (GIWW), Orleans Parish, Louisiana, with an estimated magnitude between $1,000,000 and $5,000,000. Work scope includes selective demolition, construction with cast-in-place concrete foundation, electrical/plumbing/mechanical systems, structural excavation and fill, prestressed concrete pile driving, asphaltic concrete pavement removal and replacement, landscaping (fertilizing, seeding, mulching), ductile iron waterline installation, sanitary sewer work, and related incidental work.

The amendment incorporates several key modifications to the solicitation: deletion of Section 26 28 01.00 10 (Geotechnical Investigation Report); addition of government-furnished information including a Geotechnical Investigation Report (100% Final Report - Revision 2-Algiers.pdf) and Environmental Site Assessment (Algiers Sub-Basin 72.2 HTRW Phase I Report); responses to bidder inquiries; revision of Drawing SHEET ID No. E-204; and addition of a topographic and utility survey (EMC22043C_Algiers.dgn in Microstation format). The amendment clarifies that optional work items will be exercised no later than the Notice To Proceed and requires coordination with the Government for any loading, unloading, and transporting activities utilizing access from the GIWW. No set-asides or federal contract vehicles are identified; this is a competitive sealed bid solicitation. The Environmental Site Assessment indicates no Recognized Environmental Conditions (RECs) were identified at the project site, though multiple hazardous waste generator and leaking storage tank sites exist within one quarter to one mile radius of the project location.

Executive Summary

The New Orleans District, U.S. Army Corps of Engineers, Mississippi Valley, New Orleans District (CEMVN) proposes to reduce flooding and flood damages caused by interior drainage problems within the Algiers Sub-basin by modifying the existing drainage system. The proposed action would be located in the Algiers Canal within the

Algiers Sub-basin along General De Gaulle Drive and on three side-street locations –

Indiana Avenue, Life Center Blvd., and Holiday Drive on the West bank of the

Mississippi River in Orleans Parish, Louisiana.

Personnel from CEMVN-PDC-C made a field inspection on August 1, 2023, of the SELA Orleans, Algiers Sub-basin project areas (SELA 72.2). The areas were inspected for the presence of pipes, containers, tanks or drums, ponds or lagoons, car bodies, tires, refrigerators, trash dumps, electrical equipment, oil drilling equipment, gas or oil wells, discoloration of vegetation or water sheens, discoloration of soils, out-of-place dirt mounds or depressions in the landscape, evidence of fire, stressed soils with lack of vegetation, animal remains, unusual animal behavior, biota indicative of a disturbed environment, and odors indicative of poor water quality or chemical presence.

None of these signs of possible HTRW problems were found.

Government and commercial environmental databases, historical aerial photographs, and historical topographic maps were also reviewed for the presence of

Recognized Environmental Conditions (RECs). The records search identified twelve

Resource Conservation and Recovery Act (RCRA) generators, two Underground Storage

Tank (UST) sites, one Leaking USTs, one Institutional Control site, four Spill Report sites, four Dry Cleaners sites, one Historic Automotive Repair site, and five Historic

Cleaners sites that are located within one eighth mile to one quarter mile of the project area. Fifteen RCRA generators, twelve Leaking UST sites, six UST sites, and four

Institutional Control sites were identified within one quarter mile to one mile of the project area. Several active and plugged and abandoned groundwater wells were also identified within one mile of the project area. Although the listed facilities and wells exist within one mile of the project site, they are not considered to be RECs and are not expected to have a negative impact on the project.

The objective of the Phase I Environmental Site Assessment (ESA) is to identify, to the extent feasible pursuant to the process described herein, RECs in connection with a given property. This assessment revealed no evidence of RECs in connection with the project site.

I. Introduction

1.1 Purpose

The USACE regulations (ER-1165-2-132) and District policy requires procedures be established to facilitate early identification and appropriate consideration of potential hazardous, toxic, or radioactive waste (HTRW) in reconnaissance, feasibility, pre-construction engineering and design, land acquisition, construction, operations and maintenance, repairs, replacement, and rehabilitation phases of water resources studies or projects by conducting a Phase I Environmental Site Assessment (ESA). These assessments follow the process/standard practices for conducting Phase I ESAs published by the American Society for Testing and Materials (ASTM).

This assessment was prepared using the following ASTM Standard:

E 1527-13: Standard Practice for Environmental Site Assessments – Phase I

Environmental Site Assessment Process.

The purpose of a Phase I ESA is to identify, to the extent feasible in the absence of sampling and analysis, the range of contaminants (i.e., RECs) within the scope of the

US Environmental Protection Agency’s (USEPA) Comprehensive Environmental

Response, Compensation and Liability Act (CERCLA) and petroleum products.

The scope of this Phase I ESA consists of the following four components:

a. Records review

b. Site reconnaissance

c. Interviews

d. Report

II. Project/Site Description

2.1 Location Description

The project is located in Algiers, a developed urban area of New Orleans on the west bank of the Mississippi River in New Orleans, Orleans Parish, Louisiana. See figures for more precise locations.

2.2 Site/Vicinity Characteristics

The project is located in the median canal along General De Gaulle Drive between Behrman Place and Park Timbers Drive. Approximately 1,500 feet along

Holiday Drive to the north of General De Gaulle Drive will also incur some drainage improvement work as part of this project. Additionally, a small section to the east at

General De Gaulle Drive and Indiana Street and General De Gaulle Drive at Life Center

Drive and a portion of Holiday Drive to the north of General De Gaulle Drive is also included in the work; the Indiana Street and Life Center Drive areas had previously been investigated during SELA 72.1 in 2019. The site vicinity consists mainly of small businesses, shopping areas, banks, etc. Residential areas are situated mainly behind

General De Gaulle Drive, as well as along the Indiana Street, Life Center Drive, and

Holiday Drive sections of the work.

III. User Provided Information

Aerial photographs and topographic maps depicting the site were provided by

Environmental Data Resources, Inc. (EDR). The site visit did not reveal any obvious signs of HTRW issues.

IV. Records Review

For the purpose of this ESA, the following standard records sources were obtained and reviewed to assist in the identification of RECs in connection with this proposed drainage canal improvement:

• Environmental Sources (Federal, State and Local, Tribal, and Proprietary)

• Historical Use (topographic maps and aerial photographs)

4.1 Environmental Sources

Publicly available environmental records were obtained and reviewed from available resources on the internet or in correspondence with the managing institution.

STANDARD ENVIRONMENTAL RECORDS

Lists of Federal RCRA generators

RCRA-LQG: RCRAInfo is EPA’s comprehensive information system, providing access to data supporting the Resource Conservation and Recovery Act (RCRA) of 1976 and the Hazardous and Solid Waste Amendments (HSWA) of 1984. The database includes selective information on sites which generate, transport, store, treat and/or dispose of hazardous waste as defined by the Resource Conservation and Recovery Act (RCRA). Large quantity generators (LQGs) generate over 1,000 kilograms (kg) of hazardous waste, or over 1 kg of acutely hazardous waste per month.

A review of the RCRA-LQG list, as provided by EDR, and dated 03/06/2023 has revealed that there are 2 RCRA-LQG sites within approximately 0.5 miles of the target property.
