About this file

This is Standard Form 30 (Amendment 0003) issued by the U.S. Army Corps of Engineers, W07D ENDIST New Orleans, for solicitation W912P826BA002 concerning dredging operations in the Atchafalaya Basin, Gulf Intracoastal Waterway (GIWW) and miscellaneous projects cutterhead dredge work. The amendment was effective August 19, 2026, and extends the response due date from August 31, 2026 to September 9, 2026, with bid submission cutoff at 10:00 a.m. local time and bid opening at 11:00 a.m. The contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with dredging operations required in multiple regions including the Atchafalaya River Bar, Bay, and Crewboat Cut Dredging Region.

The amendment addresses five contractor questions and government responses regarding project execution. Key revisions include modification of initial mobilization requirements: contractors must be able to commence dredging through up to 12,000 feet of discharge pipeline within 240 hours of Notice to Proceed, and through up to 20,000 feet of discharge pipeline within 480 hours of Notice to Proceed. The government clarified that no immediate dredging need exists and a task order for the minimum guarantee will be awarded concurrent with the base IDIQ contract. Section 00 10 00, paragraph 1.7 will govern all subsequent task orders. The question deadline of August 21, 2026 at 11:59 p.m. remains unchanged with no further questions accepted.

Contractor Questions and Government Responses W912P8-26-B-A002

1) Please provide the exact NTP issuance date. Without this information, offerors cannot accurately assess their ability to commence dredging within the prescribed timeframe. The lack of a defined NTP date creates unnecessary uncertainty and may unduly restrict competition by limiting participation from otherwise qualified contractors.

At this time, there is no immediate need to dredge. Accordingly, it is the Government’s intention to award a task order for the minimum guarantee concurrent with the base IDIQ contract. The contents of Section 00 10 00, paragraph 1.7 will be applicable to all subsequent task orders for dredge work.

2) Requiring the mobilization of 20,000' of pipeline and the commencement of dredging operations within 10 days of NTP is unduly burdensome and presents unnecessary safety and operational challenges. In the absence of an immediate, critical navigational need, such an accelerated mobilization schedule is not warranted and may unnecessarily limit competition among otherwise qualified contractors. We respectfully request that this requirement be removed or revised to provide a more reasonable mobilization period. Extending the timeframe would support safe project execution while encouraging broader industry participation and maximizing competition, ultimately benefiting the Government.

Requirement revised as follows:

For the initial task order ordering work, the Contractor shall be able to commence dredging in the Atchafalaya River Bar, Bay, and Crewboat Cut Dredging Region through up to 12,000 feet of dredge discharge pipeline no later than 240 hours after issuance of the Notice to Proceed. Also, the Contractor shall be able to commence dredging in the Atchafalaya River Bar, Bay, and Crewboat Cut Dredging Region through up to 20,000 feet of dredge discharge pipeline no later than 480 hours after issuance of the Notice to Proceed for the initial task order ordering work.

3) If the Government intends to retain the 10-day mobilization requirement, please provide the basis for this accelerated schedule. The necessity of such an aggressive mobilization timeline is not apparent. Any urgent dredging needs can be addressed through the two existing contracts currently covering these dredging regions, thereby maintaining operational flexibility and continuity of service without imposing a requirement that may unnecessarily limit competition under this solicitation.

See response to question #2.

4) Due to the complexity of the project, including multiple dredging regions, production requirements, and associated logistical considerations, we respectfully request a two-week extension of the bid due date. This additional time will enable offerors to thoroughly evaluate the work sites and solicitation requirements and prepare responsive, competitive bids.

Requirement revised as follows:

The bid opening will be changed to September 9, 2026 at 11:00 a.m. local time. The Contracting Officer and Contract Specialist will begin downloading bids September 9, 2026 at 10:00 a.m. local time, which is the bid submission receipt cutoff time. All bids received after 10:00 a.m. local time will be considered late.

5) We respectfully request that the question deadline be extended to allow sufficient time for offerors to review the Government's initial responses and submit any necessary follow-up questions.

The question period cut-off of August 21, 2026 at 11:59 p.m. remains unchanged.

No further questions will be accepted.
