PART 3 EXECUTION

3.1 DREDGING

3.1.1 Atchafalaya River Bar Channel

a. The authorized dimensions for the Atchafalaya Bar Channel are -20 feet Mean Low Gulf (MLG) by 400 feet bottom width. The Administrative Contracting Officer may issue dredging assignments for all or portions of this dredging region. Each dredging assignment will define the dredging template to be dredged by the Contractor. The dredging template will include the swing width, the side slope, and the specified elevation. The specified elevation in the dredging assignment will not exceed 3 feet below the authorized elevation and may be specified above the authorized dimensions when determined to be beneficial to the Government. Disposal of dredged material shall be at the Government's direction. The approved disposal areas are shown on the plates entitled "Atchafalaya Bar, Bay, and Crewboat Cut Maintenance Dredging" located at the end of this section.

b. Material removed from the Atchafalaya Bar Channel shall be placed on Aves Island, New Bird Island West #1, New Bird Island West #2, or New Bird Island West #3 on the west side of the channel or in the Pimple Mound Disposal Area on the east side of the channel. The maximum elevation of the dredged material shall not exceed +6.0 feet NAVD88. For the pimple mound disposal area, the intent is to create separate mounds by disposing dredged material at single point discharge locations. The single point discharge locations shall be a minimum of 2,000 feet from the centerline of the channel, and the discharge line shall be placed so as to direct the discharge away from the channel. Once a 300-foot crown width at an elevation of +6.0 feet NAVD88 has been reached or once the size of the mound at low tide has reached 20 acres, the Contractor shall move to another single point discharge location. The minimum distance between the single point discharge locations shall be 1,500 feet. The goal is to stagger the pimple mounds in a diagonal pattern. Therefore, after the first pimple mound location is complete, the Contractor may be directed to another location approximately 3,500 feet from the centerline of the channel. The Contractor shall submit a disposal plan to the Contracting Officer or his/her authorized representative for the Pimple Mound Disposal Area for review and approval prior to commencement of dredging operations.

SECTION 35 20 23.23 24 Page 6

3.1.2 Atchafalaya River Bay Channel

a. The authorized dimensions for the Atchafalaya Bay Channel are -20 feet Mean Low Gulf (MLG) by 400 feet bottom width. Disposal of dredged material shall be at the Government's direction.

b. Material removed from the Atchafalaya Bay Channel shall be placed on Big Island, Roger Brown Island, or in the Pimple Mound Disposal Area, as shown on the plates entitled "Atchafalaya Bar, Bay, and Crewboat Cut Maintenance Dredging" located at the end of this section. The Contractor shall submit a disposal plan to the Contracting Officer or his/her authorized representative for Big Island, Roger Brown Island, and the Pimple Mound Disposal Area for review and approval prior to commencement of dredging operations.

Big Island and Roger Brown Island : The maximum elevation of the dredged material shall not exceed +5.0 feet NAVD88. The Contractor shall monitor placement to ensure that materials are not entering the mouth of any existing outlets or canals that intersect with the navigation channel.

Disposal must also be controlled to avoid shoaling of adjacent water courses near the disposal polygons. Pre and post disposal surveys of adjacent water courses may be required to demonstrate that disposal related shoaling has not occurred. In addition, disposal on Big Island must be controlled to avoid the creation of ponded areas or trapped water between the discharge site and the existing island. Drainage from the existing island shall also be maintained.

Pimple Mound Disposal Area : The intent of the Pimple Mound Disposal Area is to create separate mounds by disposing dredged material at single point discharge locations. The single point discharge locations shall be a minimum of 2,000 feet from the centerline of the channel, and the discharge line shall be placed so as to direct the discharge away from the channel. The maximum elevation of the dredged material shall not exceed +6.0 feet NAVD88.

3.1.3 Atchafalaya River Crewboat Cut

a. The authorized dimensions for the Atchafalaya Crewboat Cut are -20 feet Mean Low Gulf (MLG) by 400 feet bottom width. The Administrative Contracting Officer may issue dredging assignments for all or portions of this dredging region. Each dredging assignment will define the dredging template to be dredged by the Contractor. The dredging template will include the swing width, the side slope, and the specified elevation. The specified elevation in the dredging assignment will not exceed 3 feet below the authorized elevation and may be specified above the authorized

SECTION 35 20 23.23 24 Page 7 dimensions when determined to be beneficial to the Government. Disposal of dredged material shall be at the Government's direction.

b. Material removed from the Atchafalaya Crewboat Cut shall be placed at one of the Single Point Discharge (SPD) locations that are located upstream of Disposal Area "I", as shown on the plates entitled "Atchafalaya Bar, Bay, and Crewboat Cut Maintenance Dredging" located at the end of this section. The SPD locations are positioned in open water and may be field adjusted by the Government. The Contractor shall use baffle plates, or other means, to dispose the material as close as possible to the SPD location. If surveys or visual inspection indicate that material is flowing near the channel, the Contractor shall reposition his discharge point away from the channel to minimize potential impacts.

The maximum elevation of dredged material shall not exceed +5.0 feet NAVD88. The SPD location shall be field adjusted to allow a platform with the maximum elevation to be created at each established SPD location or to avoid migration of effluent into the channel. The move from one SPD to another SPD location will be directed by the Government.

3.1.4 Conditions for Dredging and Use of Disposal Areas Within the Atchafalaya Delta Wildlife Management Area

The Atchafalaya Delta Wildlife Management Area (ADWMA) extends from approximate river mile 141 to 150 and is managed by the Louisiana Department of Wildlife and Fisheries (LDWF).
