About this file
This document is an Amendment to Solicitation for the Calcasieu River and Pass, Dredged Material Management Plan (DMMP), CDF-H Degrading and Dike Construction project in Cameron Parish, Louisiana. The solicitation (W912P825BA021) involves degrading an existing dike and constructing a new dike within a Confined Disposal Facility (CDF), with an estimated 520,000 cubic yards of material to be excavated and approximately 360,000 cubic yards used for new dike construction. Key details include a project duration of 365 calendar days, with work to commence within 10 calendar days of receiving notice to proceed, and a bid opening scheduled for Thursday, 14 August 2025 at 11:00 AM local time.
The amendment includes significant contractor questions and responses addressing site-specific challenges, such as material moisture content, drainage requirements, and site preparation. Notable responses include permission to use degraded dike material for construction, a requirement to naturally dry borrow materials without chemical treatments, and clarification on extending existing discharge pipes by 225 feet each. The U.S. Army Corps of Engineers New Orleans District will manage the project, with bids to be submitted electronically via email to specified contract personnel or physically delivered to their contracting office, with strict submission guidelines and a 35MB email size limit.

“3.4.2 Drainage Ditches
Prior to grading, the Contractor shall dewater the site by excavating drainage ditches across the entire site footprint to assist in control of soil moisture content of borrow material, dike foundation, and rainwater runoff. Excavation for the purpose of ditching and draining shall be conducted through the existing perimeter dike. Dewatering shall be utilized by the Contractor in order to meet the required moisture control of the embankment material in accordance with the requirements of Section 31 24 00.00 12 EMBANKMENT. Bottom width of the drainage ditches shall be approximately 5 foot wide with 1V:2H side slopes, as shown in the contract drawings. Ditches shall be dug every 500 feet, covering the entire site, including intercepting the existing retention dikes. The Contractor may field fit the location of the ditches to allow adequate drainage. Ditches shall be dug to an elevation of +15.0 feet NAVD88 at their center point as viewed along their length, with a minimum 1% slope to either side of their center point, as viewed along their length. Ditch shall extend through the original borrow site used to construct the existing perimeter dike. Concern for excessive moisture within these old borrow pits shall be alleviated by draining excess water within those pits. In the event that the drainage ditches are required below elevation +10.0 feet NAVD88, the Contractor shall obtain approval from the Government for such drainage operations. No additional payment will be made for any drainage ditches constructed for moisture control and site drainage.
Backfilling of the drainage ditches to elevation +15.0 feet NAVD88 shall be in accordance with density and moisture contents for dike construction.”

Calcasieu River and Pass, Dredged Material Management Plan (DMMP), CDF-H Degrading and Dike ConstrucƟon, Cameron Parish, LA - W912P824BA021 Contractor QuesƟons
QUESTION 1: “In regards to the CDF-H Degrading and Dike project, there appears to be approximately 520,000 cy of material excavated and only 360,000 cy of material being used for the dike construcƟon.
Can you advise of where the addiƟonal material is to be placed?”
RESPONSE 1: The new dike is being built on exisƟng borrow ditches which are currently saturated. The material will compress when required moisture parameters are met (drainage) to construct the new dike and will be lower than the required (+)15.0 feet (NAVD88) when the construcƟon of the dike commences. The extra excavated material will be used to fill in the exisƟng borrow ditch areas which compress below the required (+)15.0 feet (NAVD88) aŌer draining is completed as well as those areas of the ditches that were previously excavated below (+)15.0 feet (NAVD88). If there is sƟll excess material aŌer placement within the borrow ditches, the material shall be Ɵed into the interior slope of the dike, with a maximum height of five (5) feet and a maximum width of 35 feet.
QUESTION 2: With regard to the above SolicitaƟon, in the specificaƟon under disposiƟon of materials, it states the following: “All wasted materials shall be disposed of within the interior dike toe limits, shown in the contract drawings, or removed from the site. A tolerance for Ɵmber/wood and stones/rocks within the embankment will be permiƩed as follows: a. Timber/wood - Timber and wood greater in length of 12 inches and/or greater than three (3) inches in diameter shall not be placed within the embankment secƟon. b. Stones/rocks - Stones and rocks greater than three (3) inches in diameter shall not be placed within the embankment secƟon.” Can it be deduced that if woody debris from clearing and grubbing is chipped or ground to less than 3” long and less than 3” in diameter that it may be disposed of within the interior dike toe limits?
RESPONSE 2: It is the intent of the specificaƟon to minimize placement of vegetaƟve debris within the dike and berm secƟon. VegetaƟve debris can be stockpiled away from embankment materials and leŌ within the CDF upon compleƟon of construcƟon. Any material stockpiled on site that needs to be moved during construcƟon, shall be moved by the Contractor at the contractor’s expense.
QUESTION 3: Also, in the specificaƟon for Spillbox relocaƟon and Culvert installaƟon it states, “The new dike footprint would require an addiƟonal five (5) culvert pipes of 225 feet in length each to be welded onto the exisƟng pipes.” Alternately, under the steel culvert installaƟon spec, it states “Contractor shall remove the exisƟng spill boxes and culvert pipe and dispose offsite at an approved disposal area.” So do we remove and dispose of the exisƟng pipe or do we weld new pipe to old?”
RESPONSE 3: The spillbox was installed in new condiƟon on June 12, 2019. Contractor shall have to add 225-Ō to the exisƟng five (5) discharge pipes to accommodate the 140-Ō dike shiŌ to the inside.
QUESTION 4: Regarding SECTION 31 11 00.00 12 Clearing and Grubbing Paragraph 3.4.3 Disposal LocaƟon, the specificaƟon states “If debris from clearing operaƟons is placed on adjacent property, the Contractor shall obtain, without cost to the Government, addiƟonal right-of-way for such purposes.” Can you please provide details on the adjacent property that is available for disposal? Who do we obtain the addiƟonal right-of-way from?
RESPONSE 4: VegetaƟve debris can remain on site. Non-vegetaƟve debris shall be hauled off-site at no addiƟonal cost to the Government.
QUESTION 5: Would the government consider allowing the contractor to bury debris from clearing and grubbing in a designated locaƟon on-site?
RESPONSE 5: No. VegetaƟve debris can be stockpiled away from embankment materials and leŌ within the CDF upon compleƟon of construcƟon. Buried debris becomes an issue on future contracts.
QUESTION 6: Where exactly will the borrow material for the dike be obtained if we are unable to excavate below elevaƟon 15’? Can the Deconstructed dike be set aside and be used as fill material?
RESPONSE 6: Borrow material is considered any material on the site that is currently above elevaƟon 15- Ō. This quanƟty includes degraded dike. This material will be degraded and used to build the “New Dike Alignment”.
QUESTION 7: Will the USACE consider adding more days to the contract? With a wait period of 3 months aŌer drainage ditching and the iniƟal wait Ɵme before MobilizaƟon, the contract days will be extremely difficult to meet especially with a Compacted Dike and a large amount of CY quanƟƟes.
RESPONSE 7: An extension of the duraƟon to 365 calendar days is approved.
QUESTION 8: What locaƟon is the degrade material intended to be brought to?
RESPONSE 8: The degrade material will be first used to construct the new dike, and therefore will be placed on the new dike and berm footprint. AŌer compleƟon of the new dike, any excess material will be used to fill in any exisƟng ditches (below elevaƟon +15) within the site. If there is sƟll excess material aŌer filling in the ditches, material shall be Ɵed into the interior slope of the dike, at a maximum height of 5 feet and a maximum width of 35 feet.
QUESTION 9: Does the degraded material have to be placed in liŌs and tested?
RESPONSE 9: Yes, material must be placed in liŌs and tested to make sure it meets the moisture parameters. See Paragraph 3.5.2 Placement, Spreading, and CompacƟon in Spec secƟon 31 24 00.00 12.
QUESTION 10: Is there a maximum equipment weight limit or pressure restricƟon for working over the 36-inch brine pipeline?
RESPONSE 10: The 36” pipeline is abandoned in place and has not been an issue in the past during dike construcƟon projects within CDF “H”.
QUESTION 11: Can the USACE provide the date of when the disposal area was last dredged into?
RESPONSE 11: The last dredged material placement within CDF “H” was completed June 24th, 2025.
QUESTION 12: During our site visit it appeared the CDF had recently had dredge spoils deposited into the area. These soils are very wet, accordingly we took soil samples from two locaƟons within the area and have sent these samples to TSI Materials TesƟng in Victoria, TX to have moisture contents and aƩerburg limits run on this material. The results of the moisture content of the samples and communicaƟons with TSI are as follows. The samples show in-situ moisture contents over 100% with opƟmum moisture content in the 21% range. TSI informs us that shrinkage of this material will be in excess of 50% not including subsidence or compacƟon. The excavaƟon quanƟty of CDF-H under CLIN 2 is 520,000 CY. Per TSI's results we should expect shrinkage of 50% resulƟng in a net dike construcƟon material of 260,000 CY for construcƟon of the new levee. This is short of the 360,000 CY shown for Dike ConstrucƟon under CLIN 3. We request lowering the boƩom elevaƟon of the ditches to +10' from the +14' shown on the plans to allow for addiƟonal borrow for the required construcƟon of the dike. Lowering the ditches is necessary because of the amount of shrinkage expected from the results of TSI's tesƟng of the material.
RESPONSE 12: The quanƟƟes on the bid sheet were determined using the design survey data collected in October 2022. This determinaƟon was made prior to the latest disposal event which concluded in June 2025. There is a sufficient amount of material on site to construct the dikes.
QUESTION 13: As stated above the borrow material for this project is extremely wet and will require substanƟal drying Ɵme to meet the +10% of opƟmum moisture content to be placed in the levee template per the specificaƟons. The specificaƟons only allow 330 calendar days to complete this project.
With historic rainfall of Southern Louisiana, the only way to achieve this Ɵme of compleƟon is to chemically dry the borrow with a drying agent (quick lime). Should you elect to use a chemical drying agent (quick lime) a new bid item will need to be added so the contractor can be paid as this work progresses.
RESPONSE 13: Chemical drying of the borrow material was considered and will not be permiƩed.
Requirement is to ditch and drain the disposal site to allow the material to dry naturally, with the intent to use on site material for dike construcƟon.
QUESTION 14: If chemical treatment of the soil is not allowed we anƟcipate this project will require an addiƟonal calendar days to naturally dry the borrow materials with the weather anƟcipated for Southern Louisiana. This will raise the contractual compleƟon Ɵme for the project to 930 calendar days. Please understand that if you elect to naturally dry the borrow, the contractor will have no control over the weather and while the contractor will make every aƩempt to dry the borrow it will ulƟmately be up to how much drying Ɵme is available during the contract Ɵme. The anƟcipated weather delays shown in the specificaƟons show 1/3 of the contract Ɵme to anƟcipated weather delays. This does not include the addiƟonal Ɵme to process the material again aŌer a weather event. We highly recommend chemically drying the borrow area so the contractor can have some control over the drying process and Ɵme of compleƟon.
If chemically drying the borrow materiel is not allowed, or addiƟonal contract days are not added, then weather delay days must also include days in which the available borrow does not meet the +/-10% of opƟmum moisture content required in the specificaƟons.
RESPONSE 14: Chemical drying of the borrow material was considered and will not be permiƩed.
Requirement is to ditch and drain the disposal site to allow the material to dry naturally, with the intent to use on site material for dike construcƟon. Time between compleƟon of dredge fill to esƟmated start of ditching coupled with the extension on quesƟon seven (7) is adequate Ɵme for preparaƟon of the site, degrading, and dike construcƟon.
QUESTION 15: There are no plan sheets showing the relocaƟon of the spill box or the new spill box to be constructed. Please incorporate the needed plans per addendum.
RESPONSE 15: The spill-box will remain in the same general area that it is currently located, which is shown on plan sheet C-01. It will need to be set approximately 140-feet inward from its exisƟng locaƟon to accommodate for the dike shiŌ from the exisƟng locaƟon to the new design locaƟon. Although a new spill-box is not needed, the discharge pipes will need to be extended to accommodate new dike and berm secƟon. The exisƟng five (5) discharge pipes shall be extended approximately 225 feet each (approximately 1,125 feet total) of 500 wall.
