Questions and Responses
Received on 21 February 2024
1) In response to Amendment 0004, questions received on February 20, Question #3, the addendum refers to the respondent to the revised drawing on Sheet S-101. The location of the quarter round dolphin on the revised Sheet S-101 re-affirms the question proposed in Amendment 4, please see the attached marked up drawing for an illustration of pile conflict. If the intent of the optional guidewall is to be installed adjacent to the existing concrete approach wall, please revise Sheets SD- 101, S-101, and C-0002 to illustrate the new guidewall as an extension to the concrete approach wall. All three drawings indicate for the new timber guidewall to be in the same footprint as the concrete approach wall.
RESPONSE: The new timber guidewall is to be an extension of the concrete approach wall and will be installed adjacent to the concrete approach wall. The existing concrete guidewall will not be modified under this contract.
2) Amendment 0004 provides a revision to Sheet S-103 Section B. The filler plate shall now be a 12”x8”x1-1/2” welded to the pile prior to driving versus the 8”x8”x1-3/4” filler plate initially called out (shown in Elevation A in the base drawing set, and the revised S-103). The filler plates are intended to fill the gap between the face of the sheet pile and the 1” flat bar, the driving factor is the plate’s thickness. The only dimension that affects the filler plate connection to the straps is the thickness of the plate, the response of “A continuous plate will not fill these gaps” is not accurate.
Ensuring the straps are installed on the correct orientation / grade is of the essence. If hard driving conditions are met, there’s a significant chance that the filler plates will not line up if installed prior to driving.
a) If the filler plates are to be welded to the pile prior to driving, will it be permissible to have a continuous filler plate welded to belly of the sheets as initially requested in Amendment 0002, Question 10 (Jan 4)?
RESPONSE: It is acceptable to weld continuous filler plates to the belly of the sheet pile sheets. This change shall be coordinated with the Contracting Officer after award. To clarify the response to the question in Amendment 002, it was intended to convey that continuous filler plates extending around the circumference of the dolphin are not allowed.
3) Per Amendment 004, the Government’s Response to Question 1, underwater welding of the horizontal straps to the filler plates shall be in accordance with AWS D3.6, Classification A.
a) Per AWS D3.6 Clause 9, Class A welds are suitable for structural applications involving design stresses comparable to similar above water applications; underwater conditions in the MS River, including suspended solids such as mud, sand and organic material will reduce welder visibility and potentially cause quality issues with structural welds performed in that environment. Please confirm the Class A weld requirement for any steel strap to filler plate welds, if river levels do not allow welding in the dry.
b) Per AWS D3.6 Section 8.1.3, bid documents shall show the examination required for each weld where other than visual examination is required. Is non destructive examination of welds other than visual required for any underwater welds? If so, please provide the type and frequency of weld inspection. Also, please specify requirements for inspector-divers
c) Are third party underwater inspectors required for visual inspections?
RESPONSE: a) Class A weld requirements for the steel strap to filler plate welded connections is confirmed if river levels do not allow welding in the dry. b) As per Specification Section 05 50 03.00 12, Para. 3.5.2 “Only visual examination is required for all underwater welds.” c) Third party inspectors are not required, however as per Specification Section 05 50 03.00 12, Para. 3.4.1 “Only CWI’s shall perform Visual Inspection.”
4) Per Amendment 004 response to Question 16, the Government states that if river water levels prevent painting of the sheet pile strapping, a request for time extension shall be submitted in accordance with Section 01 32 01.00 12 and Question 17 response states that the majority of painting can be performed prior to installation (black coating only). In addition, Amendment 04 plan revision Sht S-103 Note 4 states that surfaces to be painted that will be inaccessible after construction, erection, or installation operations are completed shall be painted before they become inaccessible.
a) To install the yellow striping on the black pile coating per the angle and width shown on
DOLPHIN PAINT DETAIL on Sht 103, the painting must be performed after pile and strap installation. This work is subject to fluctuating river conditions which may not allow completion of the entire scope of work at one time. Note 4 directs the Contractor to execute the work in an out-of-sequence logic / schedule, which will result in unforeseen additional time impact / cost to the Contractor that will not be reimbursed by the Owner. The containment enclosure that is required to install the yellow stripping will rely on primary resources along the critical path. As Question 16 addresses the concern of time extensions, please confirm that Note 4 is not equitable between the Owner and Contractor and can be removed to its entirety.
RESPONSE: Note 4 on S-103 shall remain and it refers to the System 6-A-Z paint system only. Surfaces that will be inaccessible after installation are to be painted with System 6-A-Z prior to installation. The surfaces that are to receive yellow striping will be accessible after installation, pending the river level. As stated in Amendment 003, if river water levels prevent painting of the sheet pile striping per the awarded contract, a request for time extension should be submitted in accordance with Specification Section 01 32 01.00 12, Paragraph 3.8 REQUESTS FOR TIME EXTENSIONS.
