Physical Submission of Bids:
Bidders may submit their bids by hand carrying or express mail to the New Orleans District Contracting Office in Room 172. Bidders are advised to allow adequate time to ensure timely submission of its bid. Traffic onto the New Orleans District campus may be delayed by trains blocking the entrance or security either at the gate and/or inside of the building. Express delivery may be utilized but it is incumbent upon the bidder to ensure bid delivery time and date is before the receipt of bid cutoff time. See FAR 14.304(b)(1)(ii) and (c).
Bid Opening:
The Bid Opening is currently scheduled for Tuesday, 6 February, 2024, at 11:00 am CST. The Contracting Officer and Contract Specialist will begin downloading bids at 10:00 AM CST, which is the bid submission receipt cutoff time. All bids received after 10:00 AM CST on Tuesday, 6 February, 2024, will be considered late.

1. Section 00010 Bidding Schedule, our team has assumed that the Bidding Schedule indicates that the permanent materials are broken out from the installation. For example Items 0004 and 0005 are the some of the permanent materials for the Dolphin Structure, is labor and equipment included for Items 0004 and 0005? Or do Items 0004 and 0005 only include the procurement of the piling? Please confirm.
RESPONSE: A description of each contract line item is included within the measurement and payment paragraphs of the advertised specifications. For instance, CLIN 0004 “Steel Sheet Piling, Type PS 31” is described in Section 31 41 16.00 12, Para.
1.3 and Para. 1.4. As stated in Para. 1.4.1, CLIN 0004 includes full compensation for driving, painting, splicing, loading and transporting steel sheet piles. Similarly, CLIN
0005 “Steel H-Piling, HP 14 X 73” is described in Section 31 62 16.00 12, Para. 1.4. As stated in Para, 1.4.1, CLIN 0005 includes full compensation for furnishing, placing and driving, painting, and splicing the steel H-piling.
2. Specification Section 02 41 00 Paragraph 3.1.1. Structures indicates the removal of the existing dolphin to its entirety, should this provision only apply to the Northeast Dolphin, as the Northwest Dolphin is being cut at elevation +5.0’? Please confirm.
a. If the entirety of the Northeast Dolphin is to be removed, will jetting be permitted to extract the sheet pile (if vibrator hammer and dead pull are deemed unsuccessful)?
RESPONSE: As stated in Section 02 41 00, the existing dolphins are to be removed in their entirety. Removal of the NW dolphin is included in the base work and removal of the NE dolphin is included as Optional Work. The existing NW dolphin was partially removed (to approx. EL. 5.0) by the Government in 2020. Below EL. 5.0 NAVD88, the
NW dolphin is intact and will be removed under this contract to allow for construction of the new guidewall. The Government expects that there will be concrete
(approximately 2’ thick) and rebar that will need to be broken up and removed and approximately 70 ft. of sheet pile that will need to be pulled. The entire NE dolphin, including the full length of the steel sheet piles and timber piles will need to be removed by the Contractor, if the Option is exercised. Jetting may be allowed with approval from the Contracting Officer as a means of last resort for extracting the existing sheet pile. The Contracting Officer must be notified prior to jetting so the Government can determine the best course of action.
3. Specification Section 31 41 16.0012 Paragraph 3.1.1.2 Driving indicates that Vibratory hammers shall not be used for driving the sheets. Ensuring pile alignment is of the essence, can vibratory hammers be utilized to initially stabilize the pile in the sheet pile template?
RESPONSE: A vibratory hammer will be allowed to set and drive the sheet piles. This will be addressed via amendment.
4. Specification Section 31 62 19.0012 Paragraph 3.2.1.1 Pile Driving Hammers indicates that
Vibratory hammers shall not be used for driving the timber pile. Ensuring pile alignment is of the essence, can vibratory hammers be utilized to initially stabilize the pile in the pile template?
RESPONSE: A vibratory hammer may not be used to set the timber piles.

1. Refer to Section 00010 Bidding Schedule Notes 5 thru 7.
Confirm the latest time in calendar days after Base Work award or NTP the Government can award the Optional Work Bid Items? FAR 52.217-7 indicates the Option Work can be exercised in 3 days. Is this correct, and if so, 3 days from what other event (award, NTP, etc)?.
RESPONSE: The Government will decide whether or not to exercise the option items within 150 days after notice to proceed. This will be addressed via amendment. Yes, optional work can be exercised within 3 days via written notification.
2. Refer to SF 1442, Box 12b. Calendar Days. We request the time allowed to furnish bonds following award be increased to 3 calendar days.
RESPONSE: The time allowed to furnish bonds will be increased to 3 calendar days.
3. Refer to SF 1442, Box 13 and Submission of Bids instructions. Box 13 indicates the bid submittal time is 11AM, however bids by e-mail are due by 10AM. Clarify that paper bids are allowed 1 hour later than e-mail? If so, a competitive bid disadvantage could be a possible.
RESPONSE: All bids will need to be received by 10AM on 6 February 2024. The bid opening is scheduled for 11AM on 6 February 2024. Box 13 on the SF1442 has been corrected to reflect the 10AM bid submission time.
4. Refer to Section 01 57 20.00 12, Article 3.1 Nesting of Birds.
If a no-work distance restriction is implemented which affects the progress of work on-site, confirm that contract time extensions will be granted?
RESPONSE: If nesting birds affect the progress of work on-site, a request for time extension should be submitted in accordance with Specification Section 01 32 01.00 12, Paragraph 3.8 REQUESTS FOR TIME EXTENSIONS.

5. Refer to Drwg S-102. The cell straps shown on the cell in section A4 (15 each down to just above Elev 0.0) do not correlate with the note “Bottom filler plate… Elev. 2.58” and Section
A on S-103. Please clarify .
RESPONSE: Concur. The elevation of the bottom filler plates and strap is EL. 0.8. This will be revised in an amendment.
6. If water elevations prevent completion of welding cell straps in-the-dry, confirm if contract time extensions will be granted.?
RESPONSE: Welding may be performed underwater using divers in accordance with
Specification Section 00 73 75.00 12.
7. To determine excavation quantities, what is the minimum dolphin aggregate fill thickness required under the concrete?
RESPONSE: There is no minimum thickness for the dolphin fill placed beneath the bottom slab of the dolphin. Dolphin fill should be placed to completely fill the void between the existing ground and the slab.
8. Can the inside surface of the vertical wall of the cell concrete be formed in chords, in lieu of a constant radius circle?
RESPONSE: Yes, the inside surface of the cellular concrete wall can be formed in shorts chords in lieu of a constant radius circle. Chord length and quantity must be submitted to the government for review and approval. Significant changes in section thickness will not be approved.
9. Please provide the lock vessel transit counts for 2022 and 2023 calendar years.
RESPONSE: Algiers Lock averages approximately 10,000 lockages per year.
Summarized and real time data is available through the USACE LPMS system -https://www.iwr.usace.army.mil/About/Technical-Centers/NDC-Navigation-and-Civil-
Works-Decision-Support/NDC-Locks/. There were 9561 lockages in 2022 and 8840 lockages in 2023. Note that Algiers Lock was closed for 60 days in 2023 for maintenance.

10. Refer to Drwg S-103, Elevation detail A. Can a continuous length of 8”x min.1-3/4” plate welded to the sheetpile be substituted for individual 8x8” filler plates as shown?
RESPONSE: No, a continuous plate cannot be used in lieu of the individual filler plates.
The filler plates are intended to fill the gap between the face of the sheet pile and 1” flat bar (strap) that is formed by the sheet pile knuckles. A continuous plate will not fill these gaps.

5. Drawing S-106, Partial Elevation A1, indicates for the 12x12 plastic waler connection to the timber pile to be a 7/8” Domedhead bolt. The largest size that our vendors have been able to source is ¾”, will this be acceptable?
Response: This substitution will likely not be acceptable since the Government has identified multiple vendors that can supply the specified product.
6. The Solicitation, Offer, and Award Document; Paragraph 11 indicates that the scope of work is to be completed within 305 calendar days. Does this duration apply only to the base scope of work or does it apply to the base and the optional?
Response: The 305-day duration specified in SF1442, Box 11 is for the base work only.
In the event that the optional work items are exercised, an additional 205 calendars days will be granted to complete the work. This is stated in Section 00010, Note 7.
7. Section 31 41 16.0012 Paragraph 3.1.1.2 and Specification Section 31 62 19.0012 Paragraph
3.2.1.1 indicates that vibratory hammers shall not be used for driving pile. Can vibratory hammers be utilized for pile template installation?
Response: A vibratory hammer may not be used to pile template installation. All pile templates will be subject to government review and approval prior to installation to ensure that they will not interfere with the construction or performance of the permanent structure.
8. Please confirm the tax exemption status of the project.
Response: No, project is not tax exempt.
9. Please confirm Builder’s Risk Insurance is not required for this project.
Response: Builder’s Risk Insurance is not required for this project, but bidders are free, at their discretion, to obtain such insurance if they believe it to be prudent to do so.
10. The Construction Control Manual Chapter 2 Soils indicates that field testing shall be required for the backfill of the Dolphin Structures. There are no provisions of backfill material in the
Contract Drawings or Specifications. Please provide guidance on the material to be used in the backfill of the Dolphin Structures.
Response: The footprint of the dolphin (below and above the slab) is to be filled with dolphin fill per Section 31 62 16.16 12 and Drawing S-102, Section A4. Dolphin fill should consist of shell, crushed stone, or gravel as described in Section 31 62 16.16 12, Para. 2.2.
11. Can the top 0.5-1’ of Dolphin Fill material be a concrete seal slab to provide a safer work platform to tie the reinforcement.
Response: A seal slab may be allowed depending on the proposed thickness and material weight. Bearing capacity is a concern for these structures, so a thinner slab and lightweight concrete would be preferable. The proposed plan would be subject to
Government review and approval during design.
12. Please indicate the size of the weep holes in the Dolphin.
Response: The weep holes should have a 3” diameter. This will be addressed via amendment.
13. Please indicate the class of concrete to be utilized. Additionally, due to the size of the concrete placements will Mass Concrete / Thermal Control Plans be required for each placement?
Response: USACE does not classify structural concrete by class. Contract Specification
Section 03 31 00.00 12 requires a concrete mix for 4000 psi @ 28 days or 56 days if pozzolan slag is used. The mix should be designed to achieve this strength at the specified ages. No high early strength mixes are allowed. Cementitious materials shall be in accordance with the contract specifications for Portland cement, Portland-limestone cement, Portland-pozzolan cement, Portland blast-furnace slag cement, or
Portland cement in combination with pozzolan or slag cement. Portland-limestone cement conforming to ASTM C595, Type 1L is widely available in the local area at this time.
Requirements for a thermal control plan and temperature monitoring will be added to the specifications via amendment.

1. Gen. Prov. 01100 Sec. 19 (81/408)
The Contract is silent as to Access to the Site and the Work. Please confirm that the Owner shall provide uninterrupted access to the Project site and the Work or explain what is intended and identify any known limitations.
RESPONSE: Site access is address in FAR 52.236-4 PHYSICAL DATA. The site of work is accessible by water transportation via the Mississippi River and the Algiers Canals. Land access is limited to automobiles and light trucks. No material delivery trucks, concrete trucks, or other heavy trucks will be allowed into the lock facility via land. Other restrictions including PERMISSIBLE HOURS OF WORK, LOCK CLOSURES, RIVER
LEVEL WORK RESTICTIONS, AVAILABILITY AND USE OF UTILITY SERVICES,
etc. are included in Specification Section 01100.
2. FAR 52.236-11
FAR 52.236-11 states that the Government's early beneficial occupancy of all or part of the
Work "shall not be deemed an acceptance of any work under the Contract." This is contrary to the industry standard. Please confirm that if the Owner takes beneficial occupancy of the Work or any portion of the Work, such beneficial occupancy shall commence warranty obligations with respect to the occupied portion of the Work, or, if not, clarify what is intended.
RESPONSE: Please see FAR clause 52.246-21, Warranty of Construction
3. Builder's Risk
The Contract Documents appear silent on a Builder's All-Risk Policy. Please confirm that the
Owner intends to and shall carry a Builder's All Risk policy in the face amount of the Project until the Project achieves Substantial Completion or until the Owner takes Beneficial
Occupancy, whichever is earlier, or, that the Owner will reimburse Contractor for the cost of such Builder's All-Risk policy if carried by the Contractor in the absence of such an Owner policy, or, explain what is intended.
RESPONSE: The Government does not carry or provide insurance. An interested bidder should consult with legal counsel regarding the interpretation or effect of legal provisions in the solicitation.
4. FAR 52.233-1 / FAR 252.204-7015
The Contract Documents appear unclear on the amount of time for Owner review of a Proposed
Change Order. Please confirm that any Proposed Change Order (PCO) delivered by Contractor to Owner shall receive approval or be returned with written comment within fourteen (14) calendar days, or thereafter be considered null and void without further action by either party, unless extended in a signed writing by Contractor before 6:00 PM local time at the Owner's place of business on the 14th day after the date that such PCO was delivered by Contractor to Owner, or identify any other period Owner intends.
RESPONSE: An interested bidder should consult with legal counsel regarding the interpretation or effect of legal provisions in the solicitation.
5. Bid Invitation (6/408) / Bid Invitation (9/408)
Please confirm that the Contractor will have satisfied the requirement to begin performance within ten (10) days of the notice proceed by commencing with submittals, mobilization and other pre-construction work, or explain what is intended.
RESPONSE: Yes, the submittal process will satisfy this requirement.
6. Bid Invitation (6/408)
The Contract Documents appear unclear as to the Commencement of Contract Time as it relates to Notice to Proceed issuance. Please confirm that promptly after delivery of Notice of Award to the selected Contractor, Owner shall consult with Contractor and establish a mutually acceptable

Please confirm that under no circumstances shall Owner take possession of, or exercise control over, Contractor’s tools, construction equipment or machinery, or explain what is intended.

Please confirm that Owner shall indemnify, defend, and hold Contractor, its agents, officers, parent company, subsidiaries, harmless from and against all claims, damages, fines, fees, remediation, damages, and costs including, without limitation, reasonable attorneys' fees and costs, arising out of or resulting from pre-existing or undisclosed hazardous materials or conditions, except to the extent of Contractor's fault or negligence, or explain what is intended.
13. The Contract Documents are unclear on existing HAZMAT. Please confirm that the
Contract Documents disclose any presently existing HAZMAT within the project limits and include the location, the specific material(s) and concentrations determined, when such
HAZMAT is expected to be remediated by the Owner or explain what is intended.
RESPONSE: The contract documents disclose all known existing hazardous materials. For instance, existing steel sheet piles and other steel members are primed with red lead paint
(reference Specification Section 02 41 00). Paint formula for red lead paint is in accordance with Fed. Spec. TT-P-86. If the contractor requires additional information about the specific materials and/or concentration, this can be requested after award and the
Government will furnish all available information. If the contractor uncovers existing hazardous/regulated waste not identified in the contract documents, the Contractor shall notify the Contracting Officer in accordance with Specification Section 01 57 20.00 12, Para. 1.4.3.

Contractor shall provide Owner/Client written notice of Substantial Completion, and that the
Owner/Client shall, within ten (10) work days of receipt of such written notice, organize its team and conduct a single, joint, pre-final inspection in which the Parties shall annotate any observed punchlist items to complete prior to Final Completion; that Owner/Client shall promptly provide
Contractor such written punchlist; and, that once Contractor completes the punchlist work and notifies Owner in writing, Owner/Client shall conduct a follow-up inspection of the Work to confirm punchlist completion. Upon verification that punchlist work is properly complete, the
Owner/Client shall issue Contractor a letter of written of Substantial Completion within three (3) business days. If any other procedure is intended, please explain.

Please confirm that the Plans properly reflect all known, existing subsurface utilities and infrastructure (whether in the ground or adjacent waters, if any), or specifically identify what inaccuracies exist, where, and with respect to what specific utilities services (like water, sewer, gas, low voltage); and provide the expected date of relocation or removal, indicating the responsible entity and point of contact for each separate utility. Please confirm that encountering unmarked, or undisclosed, utilities shall be treated as a differing site condition in accordance with FAR 52.236-2 or explain what is intended.
RESPONSE: The contracting documents reflect all known, existing subsurface utilities and infrastructure. There are no known subsurface utilities within the construction zone. The Contractor shall submit for approval a Work Plan identifying planned staging of marine based vessels and mooring locations within the staging areas indicated on the drawings.
(a) In the event of a tropical storm or hurricane, the Contractor should be aware that once the Coast Guard enacts the Regulated Navigation Area – West, vessels and/or barges cannot be moored on the river side or the canal side of the lock. The lock forebay and tail bay must be fully cleared.
(b) The Contractors’ Work Plan shall include plans for mooring at the structure. Marine type fenders or bumpers shall be provided on the channel side of barges.
(c) No spuds are permitted within 125 feet of the levee centerline. Anchorage within 100 feet of buried or overhead lines is prohibited.
(d) No spuds are permitted within 50 feet of the existing or proposed structures unless approved by the Contracting Officer.
(e) Vessels are prohibited from entering the navigation channel until approval is provided by the Lockmaster.
(f) Vessels shall be manned 24 hours a day, 7 days per week. The Contractor shall provide emergency contact information for all vessels onsite to the Government. Vessel movement is prohibited when divers are at work.”

All piles shall be driven to the depths shown on the drawings and shall extend to the cut-off elevation indicated. A tolerance of 1½ inches above or below the indicated cut-off elevation will be permitted. Pilings shall be driven by approved methods so as not to subject the pilings to damage and to ensure proper interlocking throughout their lengths. Pile hammers shall be maintained in proper alignment during driving operations by use of leads or guides attached to the hammer. A protecting cap shall be employed in driving, when required, to prevent damage to the tops of pilings. Pilings damaged during driving or driven out of interlock shall be removed and replaced. All piles shall be driven without the aid of a water jet, unless otherwise authorized.
Adequate precautions shall be taken to ensure that piles are driven plumb. Sheet piling shall not be driven more than 1/8-inch per foot out of plumb in the plane of the wall nor more than 1/8-inch per foot out of plumb perpendicular to the plane of the wall. The correct relative position of group piling shall be maintained by the use of templates or by other approved means. Unless specifically indicated otherwise, each run of piling wall shall be driven to grade progressively from the start and pilings in each run shall be driven alternately in increments of depth to the required depth or elevation. The driving increments shall be such that no piling leads the adjacent piling by more than 5 feet, and the direction of advancing the driving hammer shall be reversed after each pass around the cell. No pile shall be driven to a lower elevation than those behind it in the same run except when the piles behind it cannot be driven deeper or in areas where there will be wall penetrations or obstructions are encountered. In this case, piling will be allowed to remain above final grade until the obstruction is removed or the penetration is completed. Alternately, if it is determined that an obstruction cannot be removed, the Contractor shall make such changes in design alignment of the pile structure as may be deemed necessary by the Contracting Officer to ensure the adequacy and stability of the structure. Payment for the additional labor and materials necessitated by such changes will be made at the applicable contract prices. If the piling next to the one being driven tends to follow below final grade, it may be pinned to the next adjacent piling. The Contractor is advised that buried stumps or similar debris may be encountered periodically on the sheet pile wall alignment and appropriate consideration should be given to hard driving conditions should they occur.”
