JETTY STONE

PART 1 GENERAL

1.1 SCOPE

The work provided for herein consists of furnishing all plant, labor, equipment, and materials, and performing all operations in connection with flotation channel excavation and the jetty repairs of the existing East and West Jetty at the Port Fourchon Jetties, located at the mouth of the Port Fourchon Navigation Channel in the Gulf of Mexico in Lafourche Parish, as shown on the contract drawings.

1.2 MEASUREMENT AND PAYMENT

1.2.1 General

No separate measurement or payment will be made for furnishing inspection service, surveying, making reports and performing other services in connection with the Contractor Quality Control Inspection System, and site preparation including preparing and clearing the base. All costs in connection therewith shall be included in items to which the work is incidental.

1.2.2 Stone

1.2.2.1 Measurement

The unit of measurement for stone satisfactorily placed in the work will be the ton (2,000 pounds). Quantities will be computed to the nearest whole ton. If delivered by barge, the Contracting Officer's Representative will measure stone for payment by weight determined by barge displacement. Not less than 10 days prior to unloading stone from any barge for which a displacement table has not previously been furnished and approved, the Contractor shall furnish the Contracting Officer a barge displacement table. The Contractor shall furnish with the barge displacement tables a drawing or sketch of each barge, dimensioned in sufficient detail to permit checking of the tables. The drawing shall show, as a minimum, the length, width, and depth of the barge, and dimensions of the rake or rakes. Each such table shall have its accuracy certified by a person or firm, other than the Contractor, customarily performing this service and who has been approved by the Contracting Officer. Each table submitted shall show the name and/or number of the barge, the barge dimensions, the barge owner, the name of the fabricator, certification, and date of certification of the person or firm preparing the table. All new or modified barges shall be field checked for current dimensions by the Contractor, in the presence of the Contracting Officer's Representative. Each table submitted shall contain in parallel columns, the freeboard of the barge in feet and tenths from zero to the full depth of the barge, and the corresponding gross displacement to the nearest ton. Each barge shall be suitably marked with two displacement gaging lines along each side of the barge. Each gaging line shall be painted perpendicular to the edge of the barge and be no less than 4 inches wide and 1 foot long, on both the deck and side of the barge. Barges with

SECTION 35 31 19.03 12 Page 2 ED 22-056 rakes shall have the displacement gaging lines placed at each corner of the box section between the rakes. If a barge has a box end or ends, the gaging lines shall be placed approximately four feet from the box end.

The freeboard will be measured at the four gaging locations and the displacement determined by the use of the "CEMVD Standard Barge Tables" from the average of these measurements. The displacement shall be determined before and after the barge is unloaded and the difference between these values shall be the quantity delivered. All barge measurements will be taken without adjustment for the degree of salinity in the water. The Contractor shall, during bid preparation, estimate the degree of salinity present in the water and include any adjustments in the bid price for "Jetty Stone", "Bullnose Stone", "Jetty Stone - OW" or "Bullnose Stone - OW", if Optional Work is exercised. All barge displacement measurements will be taken assuming fresh water. The determination of satisfactorily placed stone shall be based on survey cross sections. The quantity of stone placed in the work will be reasonably estimated at each individual work site and quantities adjusted upon completed use of a barge of material, or completion of the contract.

No payment will be made for any unauthorized use of the stone.

1.2.2.2 Payment

Payment for stone will be made at the contract unit price per ton for "Jetty Stone" or "Bullnose Stone", "Jetty Stone - OW" or "Bullnose Stone - OW", if Optional Work is exercised. Price and payment shall constitute full compensation for furnishing, hauling, handling, testing, site preparation, placing of stone, maintaining the stone until accepted by the Government; performing "Compliance Jetty Repair Cross Sections Surveys", "Compliance Jetty Repairs Profile Surveys", and "Construction Channel Multibeam Surveys"; all as specified herein and as shown on the drawings.

The Contractor will not be paid for stone placed outside the allowable tolerance.

1.2.3 Flotation Access

No measurement will be made for excavating and maintaining the flotation channel and any removal of materials. Payment for excavating and maintaining the flotation channel will be made at the contract job price for "Flotation Access." Price and payment shall constitute full compensation for excavating and maintaining the flotation channel, disposing earthen material; removing obstacles to construction; and segregating and disposing of debris.

PART 2 PRODUCTS

2.1 MATERIALS

2.1.1 Jetty Stone

2.1.1.1 General

All stone shall be a hard, durable material as approved by the Contracting Officer. The sources from which the Contractor proposes to obtain the material shall be selected well in advance of the time when the material will be required. Stone shall be of a suitable quality to ensure permanence in the structure and in the climate in which it is to be used.

It shall be free from cracks, seams and other defects that would tend unduly to increase its deterioration from natural causes. The inclusion of objectionable quantities of dirt, sand, clay and rock fines will not be permitted. Neither the width nor thickness of any piece shall be less than one third of its length. The faces of individual pieces of stone shall be roughly angular, not rounded in shape. Field stone, rectangular block stone, slabs, and rounded boulders will not be accepted. Gradation shall conform to Table 1 below.

TABLE I - JETTY STONE

Range i n Si ze Per cent Of Si ze Requi r ed

2 to 4 tons 50 percent - 3 tons or more

Some breakage of stone will occur due to handling, however, use of stones smaller than two (2) tons will be limited to 15 percent and shall be used at locations specified by the Contracting Officer.

Specific weight = 155 pounds per cubic foot (pcf)

2.1.1.2 Sources and Evaluation Testing

Stone shall be obtained in accordance with the General Provision entitled " STONE SOURCES" (see Section 01100 GENERAL PROVISIONS). If the Contractor proposes to furnish stone from a source not listed in "STONE SOURCES", the Government will make such investigations as necessary to determine whether acceptable stone can be produced from the proposed source. Satisfactory service records on work outside the Corps of Engineers will be acceptable. If no such records are available, the Government will make tests to assure the acceptability of the stone. The tests to which the stone may be subjected will include petrographic analysis, specific gravity, abrasion, unit weight, absorption, wetting and drying, freezing and thawing and such other tests as may be considered necessary by the Contracting Officer. The following guidance is provided for use by the Contractor in analyzing a source of stone not listed in "STONE SOURCES".

Stone that weighs less than 155 pounds per cubic foot or has more than 2 percent absorption will not be accepted unless other tests and service records show that the stone is satisfactory. The method of test for unit weight and absorption will be ASTM C 127 except that unit weight will be calculated in accordance with note 5 using bulk specific gravity, S.S.D.

Samples of stone from a source not listed in "STONE SOURCES" shall be submitted to the Contracting Officer for testing and acceptance prior to

SECTION 35 31 19.03 12 Page 5 ED 22-056 delivery of any stone to the site of the work. Samples shall consist of at least seven pieces of stone, roughly cubical in shape and weighing not less than 100 pounds each. All such samples shall be taken by the Contractor under the supervision of the Contracting Officer. The samples shall be shipped at the Contractor's expense to the US Army Engineer Research and Development Center (ERDC), 3909 Halls Ferry Road, Vicksburg, Mississippi 39180-6199, at least 90 days in advance of the time of the placing of the stone is expected to begin. The tests will be conducted in accordance with applicable Corps of Engineers methods of tests and will be performed at the US Army Engineer Research and Development Center (ERDC), Vicksburg, Mississippi. The cost of testing will be borne by the Government.

2.1.1.3 Gradation of Stone

Stone gradation tests shall be accomplished at the quarry. Tests by weight shall be made by the Contractor in the presence of the Contracting Officer's Representative. The Contractor shall notify the Contracting Officer not less than 3 working days in advance of each test. In the event of nonavailability of the Government representative, the Contractor shall perform the tests and certify to the Contracting Officer that the stone shipped complies with the specifications. A minimum of one test shall be performed for each 50,000 tons, or fraction thereof, of jetty stone and/or bullnose stone, supplied to the Government from each source.

Each test sample shall be representative of the jetty stone being shipped and consist of not less than 50 tons. Percentage determinations shall be made for each stone weight specified in paragraph General . Gradation test data shall be recorded on MVN form 602-R "Gradation Test Data Sheet," a copy of which is shown at the end of this section. Failure of the test on the initial sample and on an additional sample will be considered cause for rejection of the quarry and/or quarrying process, and all stone represented by the failed tests shall be set aside and not incorporated into the work. Any additional test required because of the failure of an initial test sample will not be considered as one of the other required tests. Certification and test results will represent stone shipped from the quarry and must be received by the Government representative before the stone is used in the work. The Contractor shall designate on the test form that portion (in tons) of the lot tested which is applicable to this contract. Any deviation from the reported tonnage shall be corrected on a revised gradation test form. The Contracting Officer may direct, under the Clause in Section 00700 CONTRACT CLAUSES, entitled "INSPECTION OF CONSTRUCTION" (FAR 52.246-12), additional testing of stone furnished to the worksite if the stone appears, by visual inspection, to be of questionable gradation or quality. Refer to paragraph MVN STANDARD TEST METHOD FOR GRADATION OF STONE for the gradation test method.

2.2 MVN STANDARD TEST METHOD FOR GRADATION OF STONE

2.2.1 General

2.2.1.1 Sample Selection

The most important part of the test and the least precise is the selection of a representative sample. No "standard" can be devised; larger quarry run stone is best sampled at the shot or muck pile by given direction to the loader; small graded stone is best sampled by random selection from the transporting vehicles. If possible, all parties should take part in the sample selection, and agree before the sample is run, that the sample is representative.

SECTION 35 31 19.03 12 Page 6 ED 22-056

2.2.1.2 Selection of Size for Separation

It is quite possible and accurate to run a gradation using any convenient sizes for separation, without reference to specifications. After the test is plotted on a curve, then the gradation limits may be plotted.

Overlapping gradations with this method are no problem. It is usually more convenient, however, to select points from the gradation limit, such as the minimum 50 percent size, the minimum 15 percent size, and one or two others, as separate points.

2.2.2 Procedure

(1) Select a representative sample (See paragraph Sample Selection), weigh and dump on hard stand.

(2) Select specific sizes (see example) on which to run "individual weight larger than" test. Procedure is similar to the standard aggregate gradation test for "individual weight retained".

(3) Determine the largest size stone in the sample. (100 percent size).

(4) Separate by "size larger than" the selected weights, starting with the larger sizes. Use reference stones, with identified weights, for visual comparison in separating the obviously "larger than" stones. Stones that appear close to the specific weight must be individually weighed to determine size grouping. Weigh each size group, either individually or cumulatively.

(5) Subparagraph (4) will result in "individual weight retained" figures. Calculate individual percent retained (heavier than) and cumulative percent retained and cumulative percent passing (lighter than). Plot percent passing, along with the specification limits on ENG Form 4055 and fill-in and document test on MVN Form 602-R.

PART 3 EXECUTION

3.1 SITE PREPARATION

All deteriorated structures, debris, vegetation and abandoned piling which lie within the template of the jetties or interfere with construction shall be removed and disposed of in accordance with Section 01 57 20.00 12 ENVIRONMENTAL PROTECTION of these specifications. Immediately prior to placing stone, the area to receive the stone will be inspected by the Contracting Officer and no material shall be placed thereon until that area has been approved.

3.2 FLOTATION ACCESS

The Contractor is allowed to excavate a flotation channel, for access at the locations shown on the drawings. The flotation channel shall be dredged/excavated to the limits, slopes, and grades shown on the contract drawings as needed. The top edge of cut (T.E.C.) closest to the jetty shall be the control line for the flotation channel excavation. The top edge of cut for the flotation channel excavation shall be a minimum 60 feet offset from the jetty centerline within the navigation channel. The allowable bottom width for the flotation channel shall have a maximum width of 80 feet. The allowable depth of the flotation channel shall be no lower than elevation -8.0' (NAVD88). All excavated material from the flotation channel shall be placed in the temporary stockpile adjacent to the flotation channel in accordance with the contract drawings. Any obstructions encountered during flotation channel excavation, such as submerged stone, stumps, timber piles and debris shall be separated from the earthen materials, removed from the site of work and disposed of in accordance with Section 01 57 20.00 12 ENVIRONMENTAL PROTECTION. No separate payment will be made for excavating and removal of these obstructions. Prior to project completion, all material in the temporary stockpile shall be removed and placed in the excavated flotation channel.

The temporary stockpile area shall be brought back to the surrounded matching grade of the water bottom. The excavated flotation channel shall not be backfill above the existing water bottom.

3.3 JETTY STONE PLACEMENT

3.3.1 General Stone Placement

All stone shall be placed by clamshell bucket, stone grab, or by some other method approved by the Contracting Officer that will not drop or cast the stone, but will release the stone in such a manner that they will be properly interlocked with the underlying or adjacent stones to resist displacement by wave action and provide a uniform and compact section.

Each stone shall be firmly set and well supported by underlying and adjacent stone. The Contractor shall relocate the unsatisfactorily placed stone within the specified limits for payment or the weight of the stone so misplaced will be estimated by the Contracting Officer's Representative and the payment deductions shall be determined from this estimate and the bid unit price of the stone. The larger stones shall be well distributed and the entire mass of stones in their final position shall be graded to conform to the gradation specified in paragraph "General". The finished stone shall be free from objectionable pockets of small stones and clusters of larger stones. Placing stone by dumping it at the top of the slope and pushing it down the slope will not be permitted. The desired distribution of the various sizes of stones throughout the mass shall be

SECTION 35 31 19.03 12 Page 8 ED 22-056 obtained by selective loading of the material at the quarry or other source; by controlled dumping of successive loads during final placing; or by other methods of placement, which will produce the specified results.

Rearranging of individual stones by mechanical equipment will be required to the extent necessary to obtain a reasonably well-graded distribution of stone sizes as specified above. The Contractor shall maintain the stone until accepted and any material displaced prior to acceptance, and due to the Contractor's negligence, shall be replaced at the Contractor's expense to the slopes, lines and grades shown on the contract drawings.

3.3.2 Jetty Repair Stone Placement

Stone shall be placed within the lines, grades, dimensions, and crown elevation in accordance with the "East and West Jetty Repair and Bullnose Theoretical Section" plans, and profiles shown in the contract drawing and within the specified tolerances in accordance with paragraph "Tolerances".

3.3.3 Bullnose Stone Placement

Stone shall be placed within the lines, grades, dimensions, and crown elevation in accordance with the "East and West Jetty Repair and Bullnose Theoretical Section" plans, and profiles shown in the contract drawing and within the specified tolerances in accordance with paragraph "Tolerances".

3.3.4 Tolerances

A tolerance of plus 18 inches from the slopes, lines and grades shown on the contract drawings will be allowed in the finished surface of the stone, except that the extreme of this tolerance shall not be continuous over a distance greater than 200 linear feet. The average tolerance for each layer of the entire job shall be no more than 50 percent of the tolerances specified above.
