SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0003
Question 1:
Regarding the Gov furnished sand, will any other contractors be working this stockpile concurrently?
Gov’t Response: Another contractor will be working just northeast of the cross hatched area in the same overall stockpile of sand.
Question 2:
How many contractors will be working on Access Road J concurrently (ie. how many contractors will be working the various stockpiles, and contracts at the end of J)(to understand how much truck traffic/congestion will be on this site?
Gov’t Response: Six contractors will be concurrently working with start and completion dates varying.
Question 3:
Does this contractor have any responsibility for roadway maintenance of Access Road J? If so, how will that be measured and paid?
Gov’t Response The contractor does not have responsibility for the grading and potential addition of stone along Road J.
Question 4:
In regards to the clearing and grubbing of the future levee area: Is it the intent to clear from Right of Way to Right of Way or just in the limits of sand placement?
Gov’t Response: Limits of sand placement.
Question 5:
Please consider making all canal crossings part of the base bid. The clearing and grubbing of the base and options is under the base bid. We need to be able to access the optional work across the canals so we can clear.
Gov’t Response: This was considered. Contract remains unchanged.
Question 6:
Specification 32 15 00.00 12 paragraph 3.3 last sentence states that the surfacing will be measured and paid for. There is no bid item in the solicitation that covers the measurement and payment for surfacing.
Gov’t Response: Specification will be revised to no measurement for payment of such surfacing described therein.
Question 7:
Specification Section 01100- General Provisions Part 12 Project Benchmarks : Benchmark And Project Temporary Benchmarks (TBM). Field records of these benchmark verifications shall be submitted to the Contracting Officer's Representative in electronic format via RMS within 7 days after each verification has been completed. The differential levels must be to Second Order Class II closure standards, as defined in Appendix 4 of the afore mentioned Survey Standards, and as follows: closure error (in feet) must be less than or equal to 0.035 x √(distance in miles). Ties between the three “project controls” identified on the drawings and the Contractor utilized temporary benchmarks shall be performed at least every 6 months using differential leveling.
Field notes showing all data and the closure error shall be provided to the Government. Field records of these survey verifications shall be submitted in a survey report, which shall be updated with each periodic verification. A Registered Land Surveyor licensed in any of the 48 contiguous United States shall perform, sign, and seal the benchmark verification survey.
Would the USACE consider allowing us to use RTK GNSS methods to verify the benchmarks?
Gov’t Response: No.
Question 8:
Is the contractor prohibited from hauling sand or accessing the work going northeast from the Sand Stockpile on Access Road J?
Gov’t Response: The Contractor shall not travel further northeastward on J than is shown to access the sand stockpile. The entrance to the stockpile is shown on drawing C-011.

Gov’t Response: All specification requirements shall be followed. In addition, all publicly posted signs and restrictions shall be followed.
Question 12:
In light of continuing COVID concerns, how is the delivery of sand to be checked/assured at the site?
Gov’t Response: See Section 31 24 00.00 12, Paragraph 1.3.1.1
Question 13:
The sand stockpile area provided in Amendment 0002 for WSLP-SP2 as shown on Dwg. C-011 is part of the same sand stockpile area provided for WSLP-SP1 Site Preparation Contract 1. Is this correct as would be a conflict between the two (2) contracts?
Gov’t Response: The two contracts have separate apportions of the stockpile.
Question 14:
As there are multiple contractors hauling in materials to stockpile areas along Access Road J, who will be responsible for maintaining the access road including any cleaning or sweeping of Hwy. 61 at the entrance to the access road?
Gov’t Response: Maintenance of the rock roadway is shared amongst the existing Contractors using Access Road J. Sweeping and cleaning are as required in 01100.
Question 15:
USACE Response to Question 55 states that one Truck Wash Down Rack is sufficient. Is this correct as two (2) Wash Down Racks are shown on Dwg. C-003, one (1) on each side of Frenier Road as the road splits the project?
Gov’t Response: Prior response to question 55 is correct.
Question 16:
Section 01100- General Provisions, Item 4 requires the Contractor to furnish for the exclusive use of the Government employees, a temporary building conveniently located at the site of construction. Since there are inadequate utilities at the site of construction, can the building be located off of the project, but, at an approved location within a reasonable distance from the project?
Gov’t Response: Yes.

Question 20:
In continuance of Amendment 2, Question 11, the placement of the government’s temporary trailer is to be within the right of way, based on the limits of the right of way, the trailer will need to be placed along Frenier Road, set off to the side. Additional sand fill, mats and gravel will be required to reclaim the marsh for the trailer compound. Will the modifications made for the tailer pad need to be removed once the project is completed?
Gov’t Response: Yes.
