* Denoted change from previous Bidding Schedule.
**The unit "JOB" as used in this Bidding Schedule is synonymous with the term "Lump Sum" used elsewhere within these plans and specifications.
Award will be made as a whole to one bidder.
NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE
UNIT PRICE AND THE EXTENDED TOTAL OR ESTIMATED AMOUNT FOR ANY
ITEM, ITS BID SHALL BE DECLARED NON-RESPONSIVE AND THEREFORE
INELIGIBLE FOR AWARD.
NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2).
NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Plan, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.
NOTE 4: RAPID VENDOR PAYMENT: Web based instructions for the submission of invoices;
http://www.mvn.usace.army.mil/BusinessWithUs/Contracting/RapidVendorPayment.aspx
NOTE 5: OPTIONAL WORK ITEMS. The Government may require the delivery of the numbered line item(s), identified in the schedule as OPTIONAL WORK Items, in the quantities and prices stated in the schedule. The Contracting Officer may exercise the OPTIONAL WORK Items by written notice to the Contractor. Bidders shall bid on all items including optional items (see “Evaluation of Options” FAR 52.217-5). Failure to bid on all items will result in a non-responsive bid.
NOTE 6: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for this basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). ** If an option is to be exercised at the time of contract award FAR17.208 shall be used in place of FAR 52.217-5
NOTE 7: TIME ADJUSTMENT IN THE EVENT OF THE EXERCISE OF OPTIONAL
WORK.
(a) If OW1 is exercised under the terms of the contract, the time required for completion of the contract will be 30 calendar days in addition to the original contract duration of 170 calendar days established for the BASE WORK items specified in the Contract Clause entitled “COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR 52-211-10 – APR 1984)”.
(b) If OW2 is exercised under the terms of the contract, the time required for completion of the contract will be 80 calendar days in addition to the original contract duration of 170 calendar days established for the BASE WORK items specified in the Contract Clause entitled “COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR 52-211-10 – APR 1984)”, plus 30 calendar days for OW1.
*EVALUATION OF SUBLINE ITEMS (Dec 2019 - AFARS 5152.211-9000).
Item Nos. 0006, 0011, and 0013 are subdivided into two or more estimated quantities and are to be separately priced. The Government will evaluate each of these items on the basis of total price of its subline items.
(End of Clause)
*VARIATIONS IN ESTIMATED QUANTITIES - SUBLINE ITEMS (Dec 2019) - AFARS 5152.211-9001).
This variation in estimated quantities clause is applicable only to item Nos. 0006, 0011, and 0013.
(a) Variation from the estimated quantity in the actual work performed under any second or subsequent subline item or elimination of all work under such a second or subsequent subline item will not be the basis for an adjustment in contract unit price.
(b) Where the actual quantity of work performed for item Nos. 0006, 0011, and 0013 is less than 85% of the quantity of the first subline item listed under such item, the contractor will be paid at the contract unit price for that subline item for the actual quantity of work performed and, in addition, an equitable adjustment shall be made in accordance with the clause at Federal Acquisition Regulation
(FAR) 52.211-18, VARIATION IN ESTIMATED QUANTITY.
(c) If the actual quantity of work performed under item Nos. 0006, 0011, and 0013 exceeds 115% or is less than 85% of the total estimated quantity of the subline item under that item and/or if the quantity of the work performed under the second subline item or any subsequent subline item under item Nos. NONE exceeds 115% or is less than 85% of the estimated quantity of any such subline item, and if such variation causes an increase or a decrease in the time required for performance of this contract the contract completion time will be adjusted in accordance with the clause FAR 52.211-18, VARIATION IN ESTIMATED
QUANTITY.

PART 3 EXECUTION
3.1 VERTICAL WICK DRAIN INSTALLATION
Vertical wick drains shall be installed subsequent to the construction of the sand working pad. Vertical wick drains shall be installed according to manufacturer's specifications. Vertical wick drains shall be installed with approved equipment, which will cause minimum disturbance of the subsoil during installation. The Contractor shall locate vertical wick drains in the field and mark such locations on the ground. Vertical wick drains shall be placed with a spacing of 3 feet on center in a triangular pattern and horizontal strip drains shall be placed with a spacing of 6 feet on center, as shown on drawings. The location of the wick drains shall not vary by more than 6 inches from the locations shown on the drawings or as directed by the Contracting Officer. The vertical tolerance shall not be more than 0.25 inch per foot from vertical.
Vertical wick drains shall be installed to the depths and locations shown on the drawings, starting at EL +2.5 with a 6-inch thick sand cover.
Vertical wick drains that are out of their proper locations, damaged in construction, or are improperly installed will be rejected. Rejected vertical wick drains may be removed or abandoned in place, at the Contractor's option. Replacement drains shall be located within 18 inches of the rejected drain. All rejected drains shall be replaced at the Contractor's expense. The vertical wick drain material shall be cut neatly 2 feet above EL +2.5.
The Contractor shall submit to the Contracting Officer, for review and approval, details of the sequence and method of installation. As a minimum, the submittal shall contain the following specific information:
a. Size, type, weight, maximum pushing force, and configuration of the installation rig
SECTION 31 26 00.00 12 Page 7 ED 22-014
b. Dimensions and length of mandrel
c. Detailed description of proposed installation procedures including details of sequence, means of measuring installation to proper depth, and method of installation
d. Proposed methods for overcoming obstructions
e. Proposed backfill procedure
3.1.1 Splices or Connections
Splices or connections in the wick drain material are not allowed.
3.1.2 Obstructions
Where obstructions or stiff soils are present that prevent the installation of wick drains, the Contractor shall make two attempts to install a wick drain within 18 inches of the original location. If a drain can still not be installed, the location and depth shall be marked and the Contracting Officer shall be notified for further direction.
3.1.3 Wick Drains from Working Surface
Wick drains shall be installed from the working surface to the specified depth. The Contracting Officer may vary the spacing if obstructions occur, and may revise the plan limits for this work as necessary.
3.1.4 Wick Drain Installation Equipment
Wick drain installation shall be performed by a Contractor experienced in this type of work. The wick drains shall be installed with equipment which will cause a minimum of disturbance of the subsoil during the installation. The wick drains shall be installed with a sleeve or mandrel that will be advanced to the required elevation using constant load, or constant rate of advancement methods. The use of falling weight impact hammers and jetting shall not be permitted for installation of the wick drains. Vibratory techniques may be used to penetrate the sand working pad, but may not be used to penetrate the underlying soft materials. The mandrel shall protect the wick drain material from tears, cuts and abrasions during installation and shall be withdrawn after the installation of the drain. The mandrel shall be of sufficient cross-sectional area so that it will maintain the integrity of the vertical wick such as avoiding crushing or distorting the shape of the vertical wick. The mandrel shall have a maximum cross-sectional area of 10 square inches. The drain shall be provided with an "anchor" plate or rod at the bottom to anchor the bottom of the drain at the required depth at the time of mandrel removal. The cross sectional area of the mandrel and anchor combination shall not be greater than ten (10) square inches.
The wick drain installation unit shall be capable of applying a minimum force of 30,000 lbs. The mandrel shall have markings to indicate length from the tip, at regular 5 foot intervals, and marks at required lengths of installation.
3.2 HORIZONTAL STRIP DRAIN INSTALLATION
The horizontal drains shall be placed on the ground in their proper location with respect to the vertical drains, as indicated on the plans.
SECTION 31 26 00.00 12 Page 8 ED 22-014
The horizontal drains shall be secured in this location by suitable means (stapled or nailed). The wick drain extensions shall be routed to the horizontal drains as indicated on the plans. The wick drains shall be securely attached to the horizontal drains (stapled or nailed).
Approval by the Contracting Officer of the method and equipment used to install the trial drains shall not constitute, necessarily, acceptance of the method for the remainder of the project. If at any time the Contracting Officer considers that the method of installation does not produce a satisfactory horizontal drain, the Contractor shall alter his method and/or equipment as necessary to comply with these specifications.
