SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AM_0002 Q&A
Offeror Questions & Government Responses
Section L- Proposal Submission -item a) “each volume shall be submitted electronically via email via the DOD Safe Site”, etc…………then in Section 252.215-7012 “Requirements for Submission of Proposals via Electronic Media”--- it says, “submit the Cost portion of the proposal via electronic media”. Then on the following page General Instructions Section A: “shall be submitted in (2) parts, Technical and Cost proposal, and Offeror must submit one original and 5 copies”, and Preparation of Cost Proposal says “original only of cost proposal” is required.
QUESTION: Can you please clarify if electronic-only submission is required (through DOD Safe Site) and/ or if any hard-copies are also required?
Electronic submission of bid is required. See Amendment 0002, Section L.
QUESTION: Does USACE require one pdf file for electronic submission, or (4) separate files for each Volume I, II, III and IV. If separate files, should the Table of Contents be its own file, or should we have a TOC for each section? Also please confirm that PDF is the preferred method for electronic format for files.
One PDF file for each respective volume, with the exception of the Cost Volume, which shall be in MS Excel format. See Amendment 0002, Section L. One table of contents shall be required for each submitted volume.
Section L- Proposal Submission, Volume 1 Technical, Management Plan -include Staffing plan, staff qualifications, etc. . In section C.3 PERSONNEL, it lists a chart with required disciplines (QAR II, III, Construction Manager, scheduler, etc), and in Section M- Evaluation Factors for Award, Section A, Management Plan, subsection iii. Staff Qualifications, “short experience of each individual, and shall not exceed 5 sentences per credential. A minimum of (20) QAR’s shall be provided.”
QUESTION: does USACE require a 5-sentence description of each of the 20 QAR’s, and if yes, does that count towards the 25-page limit for that section (Technical Section). Also, please confirm that 20 QARs are required.
Yes. A five-sentence summary of each QAR III (20 total) is required, along with individual summaries of the other five denoted disciplines. This does count towards the 25-page limit.
QUESTION: does the subcontractor “commitment letter” go in Volume 1- Technical Section, or in Volume II- Past Performance (see Section M, item 1. Technical Acceptability and also Section L, Volume II Past Performance) and does this count towards the 25-page limit?
The letter from the individual subcontractors attesting to their intent to provide services under the contract must be submitted in the Technical Volume. There will be no other letters required, as per Section L in Amendment 0002. These letters count as part of 25-page limit.
QUESTION: do the following documents count towards the 25-page limit in this section? CESO Form, AHA, Company accident policy, sample invoice, sample timesheet, ERDC validation letter from testing lab.
All documents count toward 25-page limit.
Section L- Proposal Submission, Volume II, Past Performance -Section M, item 2 Past Performance: “Offeror shall provide at least (3) satisfactory performance ratings in the past 5 years of a minimum of $5 million contract value.”
QUESTION: if Offeror does not have any non-Corps client referrals to meet stipulation above, can Offeror submit previous (within last 5 years) CPARS ratings? Would (3) Satisfactory CPARS ratings suffice? If Offeror is a subconsultant on an existing contract (that meets requirements above) with USACE can the Prime’s CPAR ratings count towards the (3) references?
Any combination of CPARS / ACASS ratings and full reports / Past Performance Questionnaires can be used to satisfy requirement. Past Performance will be evaluated for the Prime Contractor only. CPARS ratings for another contractor cannot be used to satisfy this requirement.
QUESTION: please confirm Section B will be submitted for this section. is any other information for this section required in addition to the spreadsheet charts for Year 1 through 5?
Yes. Price schedule shall be submitted in MS Excel format as part of the Cost/Price Volume submission.
Refer to Section L, “C. Preparation of Cost Proposal”.
QUESTION: in addition to spreadsheet charts, do following (3) pages (item No 0001, 0002, CLIN 0001) need to be filled out?
Per Amendment 0001, the Section B that was published in the original solicitation was removed in its entirety. Therefore, the items cited are no longer applicable to the solicitation.
Section L- Proposal Submission, Volume IV, Solicitation, Offer and Award Documents, etc.
QUESTION: besides the signed SF 33 form (one page), are any other forms required, such as Section K, Section G (do not see anything to sign or fill in here?) and Section H--- do we need to include a copy of Liability Insurance?
Liability Insurance will be required as part of the submittal process after contract award. Therefore, it is not required as part of an Offeror’s proposal.
QUESTION: Regarding Personnel/ Staffing Requirements, should the Offeror structure an Organization chart, and provide resume information similar to the chart provided in Section C.3.1.2? if 20 QARs are needed total (reference Section M, subsection A Management Plan) then how many QARs are needed in each category? (level II, III and V)
Org chart is the Offeror’s own design. A minimum of 20 QAR III summaries are required. Summaries of
QAR II and V are not required.
QUESTION: Is one (1) contract (or more?) to be awarded from this Solicitation?
One (1) contract award.
Regarding Section L--- General Instructions/ Preparation of Proposals: I did see where there are no paper copies required, and in this section it says to email the proposal (Technical and Cost) to you directly, however on the following page Instructions to Offerors/ Covid Instructions, it says to upload to the DOD Safe Site.
QUESTION:
So are we to email the proposal to you, or upload to the DOD Safe site, or both?
Only submissions to the DOD SAFE site will be accepted. See Amendment 0002, Section L for submission instructions.
QUESTION: For the past experience section in the proposal (RFP page 114 of 117), the RFP states past projects must be minimum $5 million in value. Does that value apply to the construction management portion of the project, or the entire construction project itself?
The past performance submitted for technical acceptability must be “in relevant size, scope, and magnitude” to what the Government is requesting in the solicitation.
QUESTION: Could you please waive the requirement for hard copy submissions and leave the proposal submissions as through email only?
All proposals must be submitted via DOD SAFE. Hard copy proposals are not acceptable. See Amendment 0002, Section L for submission instructions.
QUESTION: Page 114 (of 117) states “Indicate a minimum period of performance of three (3) years within the previous five (5) year period”. Does this mean that our company’s past projects must have been 3 years long in their period of performance? And that those 3 years must have taken place within the last 5 years?
The contractor must be able to demonstrate that the past project submitted under “Technical Experience of the Firm” had a minimum period of performance of 3 years, and the project must have taken place in the past 5 years.
QUESTION: SOW C.5.4 states, "will only apply when vehicles are required for travel at the worksite" Will the vehicles need to be provided only for duration of the task order?
Yes. Vehicles are to be paid for onsite work, and shall be discussed during mutual understanding meeting before commencement of work on task orders, in accordance with C.1.5.1 and C.5.3. All other transportation shall comply with C.5.1 and C.1.11.
QUESTION: If offerors reimburse the employee for use of their vehicle, can employees use their own cars for this purpose?
Yes, as long as minimum insurance limits are maintained.
QUESTION: If the auto vehicles are needed on as needed basis, Is it acceptable to provide vehicles from third party sources?
Yes, as long as minimum insurance limits are maintained.
QUESTION: Section L, Technical Experience and Past Performance Sections: The requirement to provide contracts valued at $5 million prevents qualified companies from providing a competitive offer. We have 9 contracts with NAVFAC with total value over $15 million providing construction management services very similar to the current solicitation. However because the individual contracts are valued at lower amounts, it precludes us from submitting a responsive and competitive offer. Can the Government consider relaxing/ reducing this requirement?
Since the Government anticipates expending up to $5 Million per year on this one single contract, qualified firms must be able to demonstrate capacity and capability to perform a $5 Million contract, at a minimum.
QUESTION: Contracts are reluctant to submit PPQ's when we have already received a CPARS ratings. Can offerors submit CPARS Ratings in lieu of Past Performance Questionnaires (PPQs)?
Yes
QUESTION: Past performance information is required for similar contracts over $5 million within the last 5 years. Since this is a small business set aside contract and normally majority of the IDIQ contracts are for 5 years, and this is kind of specialized field, only the incumbents gets the most benefit from this requirement. This makes it kind of restrictive. I am requesting for your consideration to make it last 10 years, if possible.
The offeror can submit past performance documents for any contract of similar type, size, scope and complexity. Clients can be private entities or municipalities, state agencies or federal agencies.
QUESTION: Requirements also include filling up the PAST PERFORMANCE FORM. I glanced through the entire Solicitation but could not find this Form. Most probably I missed it. Can you help to locate where it is?
The Past Performance Questionnaire is included in Amendment 0002, Section M
QUESTION: It states relevant effort shall be same or similar as defined in NAICS 541130. I believe this is a typo.
The correct NAICS code is 541330.
