PERFORMANCE WORK STATEMENT

PART 2 – DRYDOCKING & REPAIR

0001 DD-1 BERTHAGE, DRYDOCKING AND SERVICES.

The contractor’s drydock must be along the East Coast or Gulf Coast of the United States.

The Dredge Wheeler is expected to be available for drydocking on or about 10 October 2020. Bidders shall submit confirmation of drydock availability within the month of October 2020. Exact drydock entry date shall be mutually agreed upon by the contractor and the government.

The Contractor shall furnish pilot service to safely move the ship from entrance channel sea buoy closest to Contractor's facility to the front of the Contractor's drydock or wetberth.

Thereafter, the Contractor shall provide the pilot and tugs services to move/escort the ship into the drydock or wet berth.

While the vessel is in his possession during the contract period, the contractor shall provide the pilot and tugs services, including multiple (if applicable) moving/escorting the ship from contractor’s drydock to contractor’s wetberth or vice versa. The contractor shall also provide pilot service when the ship departs from the contractor’s drydock or wetberth to sea buoy. Refer to Section F for details of delivery and return of the vessel. Delivery and return will be coordinated with the Contracting Officer Representative.

Delivery of vessel. The Government shall deliver the vessel to the entrance channel sea buoy closest to the Contractor's shipyard. For the purpose of computing the Contract time, the closest hour that the vessel is placed in control of the Contractor's tug boat or Pilot, or delivered by the Government to the Contractor's shipyard, shall be considered as time of commencement. Tugs and pilot service to be provided under item DD-1. (Note: The tentative scheduled date for delivery of the vessel to the contractor shall be 10 October 2020).

The time of returning the vessel to the Government shall be the closest hour after acceptance of the vessel by the Government.

Delivery schedule. The work will be completed within eighty

(80) calendar days after delivery of the dredge (F-1 and F-2) to the Contractor.

C-20

Upon receipt of the vessel, the Contractor shall drydock the vessel for such time that will be necessary to complete all underwater work included in these specifications. The time at wet-dock berthing or other prior to starting any work, shall not exceed five (5) calendar days prior to entering the drydock.

Prior to drydocking, the Contractor shall prepare a proposed blocking plan, utilizing the data on ASI Dwg. No. 07-00-01 Docking Plan, and submit the blocking plan to the Contracting Officer Representative for approval. The drydock shall be capable of handling the vessel, meeting the draft requirements listed below without the removal of fuel or water:

The following are the estimated ship’s draft at time of arrival and the drydock requirement:

The ship will arrive at the contractor drydock at the estimated draft of 22 feet Aft and 18 feet Forward.

The blocks in the drydock (graving or floating docks) must be minimum of six (6) feet high (Note: Blocks are less than 6 feet high shall not be accepted). With the Wheeler landed, the drydock (floating dock only) must have a minimum freeboard of 1 ft - 0 inch.

During drydocking and undocking process, there must be a minimum of one (1) foot clearance between the bottom of keel plate and the top of the blocks. Upon drydocking, all blocks shall be checked and wedged up for firm contact with the hull.

For safety reason, the drydock (graving or floating) must have a minimum of 10 ft clearance on each side of the ship from the side of the hull to the drydock innermost intrusion. In another words, drydock with an internal width clearance of less than 99 ft shall not be acceptable.

Floating drydocks less than 380 feet in length will not be accepted. The bow and/or stern of the ship will be allowed to overhang over the water if the floating dry dock is less than the overall length. Graving drydocks must be longer than the length of the Wheeler. The ship shall be fully supported by blocks along the length of the flat keel plate and centerline skeg plate.

If the drydock is less than the overall length of the ship, all additional costs for scaffolding, platforms or any

C-21 other means to access parts of the ship that overhang over the water shall be included in the respective line item.

Return of the vessel. Contractor shall coordinate and complete the various items of work in sufficient time to allow for aligning and starting up the support systems needed for dock trials. The contract time shall include sufficient time for the vessel to take on approximately 200,000 gallons of fuel oil and 3,000 gallons of lube oil prior to dock trials or up to 14 hours. No hot work will be allowed while fuel/oil is being transferred. After all repairs and trials are completed, the Government shall accept return of the vessel at the sea buoy where the vessel was delivered to the contractor.

Important Note: Due to the scope of work in many line items in the hopper that require foreseeable extensive usage of crane services, it is a requirement that the contractor’s drydock must have two (2) working cranes with two (2) certified crane operators during the entire contract. The contractor shall plan, resource, and execute work expeditiously through the use of 2 independent crane operations at all times. The shipyard can meet this requirement with a rented crane, all costs are to be included in this line item.

Furnish crane service complete with riggers to load and unload machinery, equipment, launch, rescue boat, stores, and supplies from/to the vessel (for government use only). Crane service shall be provided at a time mutually agreeable to the Contractor and the Government Inspector, within eight (8) hours from the time of the request. For estimate purpose, a total of 100 hours of crane service shall be used.

During the drydocking and undocking procedures while the ship is in the contractor possession, the contractor shall provide the services of a pilot, tugboats and all line handlers (aboard and ashore) and all required lines. Note: During dock trials, the contractor shall provide the service of one (1) tugboat with a minimum of 4000 HP and extra mooring lines (see sections TR-1 and TR-2 for additional information).
