About this file

This document contains an amendment to a solicitation for a federal construction contract. The United States Army Corps of Engineers, New Orleans District, requires excavation of approximately 750,000 cubic yards of sand material from the Bonnet Carre spillway in St. Charles and St. John the Baptist Parishes, Louisiana. The sand will be hauled and stockpiled in the U.S. Highway 61 stockpile area, and crushed stone roads will be constructed and maintained. The amendment provides responses to 30 questions from industry, addressing conditions of borrow pits, responsibility for road maintenance, traffic plans and haul routes. The magnitude of work is estimated between $10 million and $25 million.

AMENDMENT 0005

Industry Question and Government Response for West Shore Lake Pontchartrain, Louisiana, Hurricane and Storm Damage Risk Reduction Project, Sand Stockpile Contract 1, St. Charles and St. John the Baptist Parishes, Louisiana (ED 20-028) Q.20 The current Pit #6 has a road spitting the pit. Will this road still be intact upon mobilization for this bid? If so, will contractors be able to excavate and use this road material if it meets specification?

A.20 Government Response: Yes. The contractor shall utilize all material within the boundaries of the pit.

Q.21 Will there be another contract issued prior to this contract for someone to go in and remove any overburden or clay in the pits?

A.21 Government Response: No.

Q.22 What will be the condition of the borrow pits upon mobilization in comparison to the current pit conditions?

A.22 Government Response: No change in conditions, other than natural changes due to weather conditions.

Q.23 Will another contractor be establishing the egress route on the Northeast side of HWY 61 prior to this contract?

A.23 Government Response: Asphalt pavement will be placed on the existing levee egress ramp by others. This is the only improvement to the egress route. All other necessary improvements to the egress route will be the responsibility of the contractor throughout the duration of this contract.

Q.24 Who will be responsible for maintaining the existing spillway haul roads if multiple contractors will be utilizing the roads during this contract?

A.24 Government Response: The contractor is responsible for coordinating with other contractors using the same access roads. It is a shared responsibility to maintain the access roads.

Q.25 Why are sections of the borings shown as "No Sample" taken?

A.25 Government Response: Issues retrieving the samples due to soil conditions resulted in no samples being obtained.

Q.26 Does the Corps have additional restrictions on how these trucks may find their way back to the spillway?

A.26 Government Response: See specification Section 01 55 26.00 12 Traffic Control and Coordination. Your Traffic Engineer shall develop the haul routes. The proposed routes shall be coordinated with local and state authorities and avoid residential neighborhoods.

Q.27 Can the Corps suggest a best acceptable route, or provide guidelines on route selection?

A.27 Government Response: No. Your Traffic Engineer shall prepare the traffic control and truck haul route plan after coordinating with local and state authorities.

W912P820B0060

Q.28 Is there a possible flagman alternative that would be considered sufficient to allow trucks departing the stockpile area to turn left onto Airline Hwy?

A.28 Government Response: No.

Q.29 Can you please provide the Corps' estimated quantities for the lump sum bid items?

A.29 Government Response: See Amendment 3, Question #2.

Q.30 Egress from the Bonnet Carre Spillway to Hwy 61 is impassable. Will it be the contractor's responsibility to fix the road or will this be handled by others?

A.30 Government Response: It is the contractor’s responsibility to improve the road for hauling.

The egress levee ramp will be improved by others.

Q.31 If the contractor were to provide additional ingress and egress to the Bonnet Carre Spillway, would this be acceptable by the Government?

A.31 Government Response: The approval of additional ingress and egress may be granted on a case-by-case basis. There is no guarantee that the Government will accept alternate haul routes.
