SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 5

The purpose of Amendment 5 is to address the following:

1. Amendment 3

SECTION 00100 BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS is to be disregarded in its entirety.

2. Amendment 4

Amendment 4 was posted in beta.SAM.gov with the DRAFT watermark. Amendment 5 replaces Amendment 4 in its entirety.

3. Contractor Questions and Responses:

Q34. Based on Spec.: 31 63 29 pg. 258 – will the drill shaft contractor have to wait 96HRS prior to commencing production on subsequent drill shafts? Or will the Contracting Officer allow continuation of drill shaft construction prior to approval / acceptance of previously installed shafts?

A34. USACE Response: Spec.: 31 63 29 pg. 258 Part 3 “Execution”, paragraph 3.1 “General” provides sequencing of installation. The 96 hrs refers to the cure time prior to testing each drilled shaft, refer to paragraph 3.2 “CSL Testing” subparagraph (5).

Q35. Will all 12 each drill shafts require CSL testing?

A35. USACE Response: Yes

Q36. On the US61 Bridge project over the Comite River Diversion, the Drilled shafts are going to be constructed from existing grade, drilled through overburden through a temporary steel casing. Sub paragraph 4 on page 258 of the specs leads us to believe this is not allowable on this project. Will this method of constructing these shafts be acceptable?

A36. USACE Response: We do not preapprove RFIs, variances or submittals. This falls under contractor means and methods which would be reviewed accordingly.

Q37. How deep are the piezometers that need to be filled with cement/bentonite slurry grout?

A37. USACE Response: Depth of piezometers are approximately 50 feet. PZ-4 will be completely removed during channel excavation.

Q38. The elastomeric bearings for this project, as shown on sheet S-500. There is a note saying “steel plates shall conform to A36 and galvanize in accordance with ASTM A123”. What does this refer to, as there is no external plates, only the internal steel laminates, which typically are not galvanized?

A38. USACE Response: We do not preapprove RFIs, variances or submittals.

Q39. A flap gate manufacturer that USACE has used often in the past but they are raising some concerns about the durability of the specified aluminum flap gate with a potential head requirement of 50’. See the email below and we just are wondering if potentially the material could be changed to something such as cast iron that would be more applicable to the required 50’ of head?

A39. USACE Response: We do not preapprove RFIs, variances or submittals.

Q40. Are water facilities available near the site of work (for trailer hookup/drilled shaft installation/etc)?

A40. USACE Response: No, potable water is not available on McHugh Road at the project site. The nearest hydrant is located at the intersection of McHugh Road and Lower Zachery Road (Southwest corner.) Another hydrant is located on the Westside of McHugh North of Wimbish Drive in Baker, LA prior to transition from concrete road to unpaved road. Both hydrants located using Google Earth.

(b) Allowable costs for construction and marine plant and equipment in sound workable condition owned or controlled and furnished by a Contractor or Subcontractor at any tier shall be based on actual cost data for each piece of equipment or groups of similar serial and series for which the Government can determine both ownership and operating costs from the Contractor's accounting records. When both ownership and operating costs cannot be determined for any piece of equipment or groups of similar serial or series equipment from the Contractor's accounting records, costs for that equipment shall be based upon the applicable provisions of Engineering Pamphlet (EP) 1110-1-8, "Construction Equipment Ownership and Operating Expense Schedule," Region III.

**The unit "JOB" as used in this Bidding Schedule is synonymous with the term "Lump Sum" used elsewhere within these plans and specifications.

Award will be made as a whole to one bidder.

NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED

NONRESPONSIVE

AND THEREFORE INELIGIBLE FOR AWARD.

NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price.
