“52.236-4 PHYSICAL DATA (APR 1984).

Data and information furnished or referred to below is for the Contractor's information. The Government shall not be responsible for any interpretation of or conclusion drawn from the data or information by the Contractor.

(a) The indications of physical conditions on the drawings and in the specifications are the result of site investigations by surveys and borings. Working conditions shall be considered to be average for determining equipment rates using the schedule unless specified otherwise by the Contracting Officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate may be developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations shall apply. For retroactive pricing, the schedule in effect at the time the work was performed shall apply.

(c) Equipment rental costs are allowable, subject to the provisions of FAR 31.105(d)(2)(ii) and FAR 31.205-36, Rental Costs. Rates for equipment rented from an organization under common control, lease-purchase arrangements, and sale-leaseback arrangements, will be determined using the schedule, except that actual rates will be used for equipment leased from an organization under common control that has an established practice of leasing the same or similar equipment to unaffiliated lessees.

(d) When actual equipment costs are proposed and the total amount of the pricing action exceeds the simplified acquisition threshold (SAT), the Contracting Officer shall request the Contractor to submit either certified cost or pricing data, or partial/limited data, as appropriate. The data shall be submitted on Standard Form 1411, Contract Pricing Proposal Cover Sheet

AMENDMENT 3

Amendment 3

1. Clarification on the Scope of Work:

The Scope of Work on Page 9:

“The work consists of the construction of a cast in-place concrete bridge, construction of a portion of the Comite River Diversion channel, guide levees, and the construction of a drainage structure. This includes placement of concrete piles, steel sheet pile and drilled shafts, excavation and embankment placement, scour protection, turf establishment, culverts and other related incidental work.”

Should be the same as Page 2:

“DESCRIPTION AND MAGNITUDE OF WORK: The work consists of the construction of a precast concrete bridge, channel excavation, channel embankment construction; placing semi-compacted and compacted embankment; construction of drainage structures; placing riprap, bedding, and geotextiles;

furnishing and installing of precast, prestressed concrete girders and prestressed concrete piles;

demolition; placing cast-in-place structural concrete; clearing and grubbing; construction of drilled shafts;

asphalt paving; installing flap gate; asphalt paving; aggregate surfacing; turf establishment; and other related incidental work.

2. Questions and Responses:

Q1. The current receipt date of bids for the project is a Monday morning right after a holiday. Would the Government consider extending the due date by 2 days, to accommodate vendors, suppliers, etc. being closed/limited availability during the Thanksgiving week, especially when these trades provide quotes/estimates at the very last minute anyway?

A1. USACE Response – Bid opening set for Monday 11-30-2020 in Amendment #1.

Q2. When does the Government expect to provide information on bid submission? Will bids be uploaded to the DoD SAFE site or sent via email? If original copies are required, then Q1 definitely needs to be considered, as again, the holiday is the end of the previous week.

Q2 – The Virtual Bid Opening information will be included in an Amendment which is forthcoming.

Q3. Sheet S-100. Please provide the unit lengths of the 18” precast concrete piles.

A3. USACE Response: On S-100, the pile lengths can be found in the labeling at the center of each pile group or drilled shaft of section A1. These pile lengths can also be found on the table belonging to S-101.

Please refer plan set provide in Amendment 1.

Q4. Sheet S-101. Please confirm the wing wall piles are 18” precast concrete as well as the length of these piles as well. Generally, on state highway projects the wing wall piles are 14” precast concrete.

A4. USACE Response: All piles are square 18” p.p.c piles for this this project.

Q5. Sheet S-404. Please provide dimensions for Section A – 36” bridge barrier rail. There are question marks where numbers should be.

A5. USACE Response: Please refer plan set provide in Amendment 1.

Q6. Sheet S-600. Please provide corrected quantities for this project. Sheet S-600 is quantities for the US 61 Highway bridges.

A6. USACE Response: Please refer plan set provide in Amendment 1.

Q7. Please provide “lump Sum” or “job” quantities.

A7. USACE Response: Quantities for lump sum priced items will not be provided.

Q8. Sheet G-006. It appears the stockpile area given for this project is not adequate to hold the quantity of channel excavation. Please verify this is the only channel excavation stockpile area for this project.

A8. USACE Response: The McHugh Road Reconstruction Embankment and Channel Embankment will be constructed from the channel excavation.

Q9. Provided the material meets spec, will the contractor be allowed to use channel excavation material for the McHugh Road Reconstruction Embankment and Channel Embankment?

A9. USACE Response – Yes, the McHugh Road Reconstruction Embankment and Channel Embankment will be constructed from the channel excavation.

Q10. In lieu of soffit forms for the bridge deck will you allow us to utilize 2-1/2” to 4” precast panels that will rest on top of the PPC Girders and will be left in place?

A10. USACE Response: We do not preapprove RFIs, variances or submittals.

Q11. A note on sheet S-100 says “excavation to be made prior to driving affected piles”. Can the drill shafts be installed prior to excavation utilizing casing from ground elevation to top of drill shaft elevation?

A11. USACE Response: The Note applies to the PPC piles. See Spec 31 62 13 Part 3.2 for excavation and embankment construction related to PPC pile driving. The drilled shafts can be installed prior to excavation. It is anticipated that the drilled shafts will be constructed either from the existing ground surface or within a relatively shallow excavation depth due to the groundwater level measured on site.

A minimum 5-ft differential between the drilling slurry and the static groundwater level must be maintained.

Q12. Will the existing power lines that run parallel with McHugh Rd be relocated or removed by the USACE prior to us mobilizing or will the contractor be required to cover the cost of moving the overhead power lines?
