AMENDMENT 3

Amendment 3

1. Clarification on the Scope of Work:

The Scope of Work on Page 9:

“The work consists of the construction of a cast in-place concrete bridge, construction of a portion of the Comite River Diversion channel, guide levees, and the construction of a drainage structure. This includes placement of concrete piles, steel sheet pile and drilled shafts, excavation and embankment placement, scour protection, turf establishment, culverts and other related incidental work.”

Should be the same as Page 2:

“DESCRIPTION AND MAGNITUDE OF WORK: The work consists of the construction of a precast concrete bridge, channel excavation, channel embankment construction; placing semi-compacted and compacted embankment; construction of drainage structures; placing riprap, bedding, and geotextiles;

furnishing and installing of precast, prestressed concrete girders and prestressed concrete piles;

demolition; placing cast-in-place structural concrete; clearing and grubbing; construction of drilled shafts;

asphalt paving; installing flap gate; asphalt paving; aggregate surfacing; turf establishment; and other related incidental work.

2. Questions and Responses:

Q1. The current receipt date of bids for the project is a Monday morning right after a holiday. Would the Government consider extending the due date by 2 days, to accommodate vendors, suppliers, etc. being closed/limited availability during the Thanksgiving week, especially when these trades provide quotes/estimates at the very last minute anyway?

A1. USACE Response – Bid opening set for Monday 11-30-2020 in Amendment #1.

Q2. When does the Government expect to provide information on bid submission? Will bids be uploaded to the DoD SAFE site or sent via email? If original copies are required, then Q1 definitely needs to be considered, as again, the holiday is the end of the previous week.

Q2 – The Virtual Bid Opening information will be included in an Amendment which is forthcoming.

Q3. Sheet S-100. Please provide the unit lengths of the 18” precast concrete piles.

A3. USACE Response: On S-100, the pile lengths can be found in the labeling at the center of each pile group or drilled shaft of section A1. These pile lengths can also be found on the table belonging to S-101.

Please refer plan set provide in Amendment 1.

Q4. Sheet S-101. Please confirm the wing wall piles are 18” precast concrete as well as the length of these piles as well. Generally, on state highway projects the wing wall piles are 14” precast concrete.

A4. USACE Response: All piles are square 18” p.p.c piles for this this project.

Q5. Sheet S-404. Please provide dimensions for Section A – 36” bridge barrier rail. There are question marks where numbers should be.

A5. USACE Response: Please refer plan set provide in Amendment 1.

Q6. Sheet S-600. Please provide corrected quantities for this project. Sheet S-600 is quantities for the US 61 Highway bridges.

A6. USACE Response: Please refer plan set provide in Amendment 1.

Q7. Please provide “lump Sum” or “job” quantities.

A7. USACE Response: Quantities for lump sum priced items will not be provided.

Q8. Sheet G-006. It appears the stockpile area given for this project is not adequate to hold the quantity of channel excavation. Please verify this is the only channel excavation stockpile area for this project.

A8. USACE Response: The McHugh Road Reconstruction Embankment and Channel Embankment will be constructed from the channel excavation.

Q9. Provided the material meets spec, will the contractor be allowed to use channel excavation material for the McHugh Road Reconstruction Embankment and Channel Embankment?

A9. USACE Response – Yes, the McHugh Road Reconstruction Embankment and Channel Embankment will be constructed from the channel excavation.

Q10. In lieu of soffit forms for the bridge deck will you allow us to utilize 2-1/2” to 4” precast panels that will rest on top of the PPC Girders and will be left in place?

A10. USACE Response: We do not preapprove RFIs, variances or submittals.

Q11. A note on sheet S-100 says “excavation to be made prior to driving affected piles”. Can the drill shafts be installed prior to excavation utilizing casing from ground elevation to top of drill shaft elevation?

A11. USACE Response: The Note applies to the PPC piles. See Spec 31 62 13 Part 3.2 for excavation and embankment construction related to PPC pile driving. The drilled shafts can be installed prior to excavation. It is anticipated that the drilled shafts will be constructed either from the existing ground surface or within a relatively shallow excavation depth due to the groundwater level measured on site.

A minimum 5-ft differential between the drilling slurry and the static groundwater level must be maintained.

Q12. Will the existing power lines that run parallel with McHugh Rd be relocated or removed by the USACE prior to us mobilizing or will the contractor be required to cover the cost of moving the overhead power lines?

A12. USACE Response: DEMCO will be temporally relocating the electrical distribution lines around the west side of the project. Relocation is expected completion is in December 2020.

Q13. Can we use stay in place metal decking for the soffit of the bridge deck?

A13. USACE Response: We do not preapprove RFIs, variances or submittals.

Q14. Would you consider allowing a GNSS static survey to verify the benchmarks instead of differential levelling as required in Section 01100-26 Part 14 of the specifications?

A14.USACE Response: Differential leveling is required as indicated in para. 01100-14.

Q15. Bid item 0016 Channel Excavation has a quantity of 234,730 CY and bid item 0019 Channel Embankment has a quantity of 37,300 CY (compacted berm fill) After preforming a takeoff there is roughly 200,000 yards of channel embankment not quantified on the bid form (semi compacted berm fill). Is this item missing from the bid form?

A15. USACE Response: Specification section 31 23 00 Paragraph 1.3 “Payment” 1.3.1 “Channel/McHugh Road Excavation” includes the placement of the 200,000 CY.

“Payment for channel excavation and McHugh Road reconstruction excavation will be made at the applicable contract unit price per cubic yard for "McHugh Road Reconstruction Excavation" or "Channel Excavation". Price and payment shall constitute full compensation for furnishing all plant, labor, equipment, transport, placement of excess material in areas designated as semi-compacted embankment, materials, and performing all operations necessary for channel excavation as specified herein or as shown on the drawings. Payment will be limited to the lines and grades shown on the drawings within tolerances of -0.5 feet.”

Q16. Ref. Section 01100 par. 9 (f) (3) – Please clarify “temporary” vs “permanent” relocation, specifically for E-1. Can you also furnish the final location of this line?

A16. USACE Response: Sheet REF-09 provides the DEMCO’s permanent relocation plan. DEMCO will be temporally relocating the electrical distribution lines around the west side of the project. Relocation is expected completion is in December 2020.

Q17. Section 31 23 00 par. 1.3.1 states that payment for Channel Excavation (Item 0016) includes “placement of excess material in areas designated as semi-compacted embankment” but Section 31 24 00 par. 1.3.1 and 1.4.1 alludes to semi-compacted fill being measured for payment under Item 0019.

Please clarify.

A17. USACE Response: Section 31 24 00 “Embankment” provides measurement and payment compacted and semi-compacted fill placed as required for the construction of McHugh Road Bridge and the Guide Levee. Section 31 23 00 “Excavation” provides for the measurement and payment for stockpiling excess material being excavated during the construction of the diversion channel. This material is not being used in the construction of the McHugh Road Bridge or the Guide Levee. Most of the material being placed for the McHugh Road Bridge and the Guide Levee utilize compacted fill.

Q18. Please provide the full geotechnical report for this project.

A18. USACE Response: The full geotechnical report will not be provided.

Q19. Ref. drawing sheet C-104, disposition of Item No. S-2 – Please confirm that removal is to be “by contractor”.

A19. USACE Response: Confirmed, S-2 Wood Framed structure is to be removed by the contractor.

See specification section 02 41 00 “Demolition” paragraph 1.4 “Measurement and Payment” for payment description.

Q20. Ref. Section 33 40 00 What material is acceptable for pipe bedding?

A20. USACE Response: An Amendment to the plans and specifications will be issued to resolve.

Q21. Ref. Section 33 40 00 What is the difference between the 48” culvert outlet and the 48” culvert headwall? Aren’t they both part of the same structure? Why have they been separated on the bid form?

A21. USACE Response: See profile B3 on sheet C-201 for identification. The headwall is on the upstream end of the 48” RCP pipe and the more complex outlet structure is on the down stream end.

Separate pay items based on being different structure types.

Q22. Pay Item 0030 I was only able to find 64LF of 48” RCP. Plan quantity is 104LF. Where is the other 40LF located?

A22. USACE Response: Amendment to be issued to correct pay item 0028 - 48” Reinforced Concrete Pipe, 64 LF and pay Item 0029 58.5”x36” Reinforced Concrete Arch Pipe, 104 LF. See sheets C-201 and C-202 profiles of the three pipes.

Q23. Paragraph 3, Safety Provisions, requires a full-time Site Safety and Health Officer (SSHO) at the construction site. Please clarify if the SSHO can have collateral duties.

A23. USACE Response: The Site Safety and Health Officer (SSHO) SHALL NOT have any other duties assigned.

Q24. Paragraph 3(h), Safety Fence, under specification section 01100, Safety Provisions, requires a safety fence to be installed “parallel along McHugh Road and the worksite”. It is unclear where the safety fence is intended to be located and if it is only on one side, or one section, of the roadway. Please provide a drawing and additional details indicating the location(s) of any safety fencing required by the contract.

A24. USACE Response: An Amendment to the specifications will be issued to remove the safety fence requirement from the project.

Q25. The contract requires the embankments to be constructed and settlement monitoring to occur for at least 6 weeks prior to the installation of the precast piling. Are there any special sequencing requirements for the drilled shaft work?

A25. USACE Response: There are no special requirements for the drilled shaft work related to the embankment construction and settlement monitoring. There are requirements for drilled shaft construction related to slurry and groundwater levels which will require adequate planning and thought from the contractor. The contractor should review Spec 31 63 29 and the Plans for all requirements related to drilled shaft construction in addition to the slurry and groundwater levels.

Q26. Paragraph 3.1.2, Pile Driving Leads, of specification section 31 62 13, Prestressed Concrete Piles, requires fixed extended leads or fixed underhung leads. Please clarify if swinging leads will be allowed with the use of a fixed pile template.

A26. USACE Response: We do not preapprove RFIs, variances or submittals.

Q27. Please provide the government quantity estimates for the non-unit priced bid items.

A27. USACE Response: Quantities for non-unit priced items will not be provided.

Q28. Reference the requirements for periodic site visits by a professional geotechnical engineer under paragraph 3.3 of specification section 31 23 00. Please clarify the frequency of periodic site visits required by the professional geotechnical engineer.

A28. USACE Response: Assume monthly site visits at a minimum for reporting and updating plans.

Additional site visits would be needed if site conditions change.

Q29. The four soil borings shown on DWG Sheet B-603 are missing the water content, and liquid and plastic limits. Please provide W, LL, and PL for the soil borings.

A29. USACE Response: Will provide data on soil borings as an attachment in beta.SAM.gov.

Q30. Reference paragraph 2.1.1 regarding material for compacted embankment. There are only four soil borings provided for this project. Please clarify that no offsite borrow for embankment is contemplated under this contract.

A30. USACE Response: No offsite borrow required, the McHugh Road Reconstruction Embankment and Channel Embankment will be constructed from the channel excavation.
